1. Introduction

In October 2011, Indonesian stakeholders interested in

sustainable forest management have established an

organisation named Perkumpulan Kerjasama Sertifikasi

Kehutanan (KSK) / Indonesian Forestry Certification

Cooperation (IFCC) aiming at the developing and

governing an Indonesian forest certification scheme.

Such a scheme should satisfy an international

expectations for conformity as defined by organisations

such as ISO (International Standardisation Organisation)

and IAF (International Accreditation Forum) as well as

expectations for sustainable forest management and

for forest certification schemes defined by key

customers’, public and private and international

frameworks for recognition of forest certification

schemes (e.g. the PEFC Council).

1. Pendahuluan

Pada Oktober 2011, stakeholder Indonesia yang peduli

dengan pengelolaan hutan lestari telah mendirikan

sebuah organisasi bernama Perkumpulan Kerjasama

Sertifikasi Kehutanan (KSK) / Indonesian Forestry

Certification Cooperation (IFCC) yang bertujuan

mengembangkan skema sertifikasi hutan di Indonesia.

Skema ini harus memenuhi harapan internasional untuk

kesesuaian sebagaimana yang ditetapkan oleh

organisasi seperti ISO (International Standardization

Organization), IAF (International Accreditation Forum)

serta harapan untuk pengelolaan hutan lestari dan

skema sertifikasi hutan yang didefinisikan oleh

pelanggan kunci, publik dan swasta, serta kerangka

internasional untuk pengakuan skema sertifikasi hutan

(misalnya Dewan PEFC).

2. Objectives and Scope

This project is focused on the development of critical

documentation of the Indonesian Forest Certification

scheme, in particular standard(s) for

:

- Sustainable forest management of plantation and

natural forests;

- Requirements for certification bodies for forest

certification;

- Requirements for certification bodies for chain of

custody;

- Requirements for the usage of the IFCC logo.

2. Tujuan dan Ruang Lingkup

Lingkup kegiatan ini fokus pada pengembangan

dokumentasi penting skema sertifikasi hutan Indonesia,

berupa standar untuk

- Persyaratan standar Pengelolaan hutan tanaman dan

hutan alam lestari;

- Persyaratan Lembaga Sertifikasi untuk sertifikasi

hutan;

- Persyaratan Lembaga Sertifikasi untuk Lacak

Balak/CoC;

- Persyaratan untuk penggunaan logo IFCC.

It is expected that IFCC would adopt an PEFC International chain of custody standard (PEFC ST 2002:2010). It should also be noted that additional documentation defining procedures necessary for administration and governance of the Indonesian forest certification scheme would needs to be developed in parallel with the

development of the mentioned Indonesian standards.

The development of the above mentioned standards

will be governed by the IFCC standard setting

procedures (IFCC PD 1001:2012) and will be based on

an open, transparent, multi-stakeholder and consensus

based process.

3. Organisation of the project

3.1 Project leader

The project will be lead and coordinated by

Zulfandi Lubis (Mr). The IFCC Secretariat will

provide an organisational and support function.

3.2 Standardisation Committee

The standards will be developed by the IFCC

Standardisation Committee that provides for

balanced representation of stakeholders in

sustainable forest management. The objective of
