Report on performance audit results of state budget funds use allocated in 2013-2014 for environment protection during construction, maintenance and
renovation motor roads for general use
Audit was conducted during March-June 2015.
Audit object: Ministry of Ecology and Natural Resources of Ukraine, State Ecologic Inspection of Ukraine, State Agency for Motor Roads of Ukraine, Public Enterprise “Ukrainian Road Investments “Ukrdorinvest”, Public Enterprise “State Road Scientific Institute named after M.Shulgin”, Services of Motor Roads in Dnipropetrovsk, Zhytomyr, Kyiv, Lviv, Odesa, Poltava, Kharkiv Regions.
Main outcomes: the audit showed that environmental policy is insufficiently integrated in the road sector of Ukraine.
Mechanisms for execution of the legal requirements for the implementation of environmental protection measures and compliance with environmental legislation during the construction, reconstruction and maintenance of public motor roads require additional legal and organizational support of the Cabinet of Ministers of Ukraine and the State Agency for Motor Roads of Ukraine.
During the past 10 years due to lack of clear government policy on the environmental protection during construction, repair and maintenance of public roads, volumes of environmental measures decreased. The audit found that most of the environmental measures are implemented during road maintenance in the framework of annual landscaping actions, rather than on a planned basis.
Failure to follow designed decisions during the construction and reconstruction of roads leads to increased costs for their maintenance, including the adoption of additional environmental protection measures, and their improper use - to increase of the repair costs, which adversely affects the efficiency and effectiveness of the use of the state budget funds.
