AMENDMENT NO. 4 TO
PROJECT LOAN AGREEMENT
BETWEEN THE
REPUBLIC OF INDONESIA
AND THE
UNITED STATES OF AMERICA
FOR
SMALL SCALE IRRIGATION MANAGEMENT
Dated: August 7, 1987
This AMENDMENT NO. 4, is entered into between the REPUBLIC OF
INDONESIA ("Borrower") and the UNITED STATES OF AMERICA, acting
through the AGENCY FOR INTERNATIONAL DEVELOPMENT ("A.I.D.").
WHEREAS, the Borrower and A.I.D. entered into a Small Scale
Irrigation Management Project Loan Agreement designated as A.I.D.
Loan No. 497-T-092 on August 28, 1985, which was amended on May 30,
1986, on August 28, 1986, and on September 25, 1986 ("Loan
Agreement"), whereby A.I.D. agreed to lend to the Borrower up to
Thirty Four Million Six Hundred Thirty Three Thousand United States
("U.S.") Dollars ($34,633,000) ("Loan"); and
WHEREAS, the Borrower and A.I.D. desire to amend the Loan
Agreement to reduce the current amount of the Loan by Seventeen
Million United States Dollars ($17,000,000);
NOW THEREFORE, the Borrower and A.I.D. hereby agree as follows:
1. The first paragraph of Section 3.1. of the Loan Agreement is
revised to read as follows:
"Section 3.1. The Loan. To assist the Borrower to meet the
costs of carrying out the Project, A.I.D., pursuant to the Foreign
Assistance Act of 1961, as amended, agrees to lend to the Borrower
under the terms of this aァイ・・ュセョエ@ not to exceed Seventeen Million
Six Hundred Thirty Three Thousand United States ("U.S.") Dollars
($17,633,000). The aggregate amount of disbursements under the Loan
is referred to as "Principal"."
2. A revised page 13 of Annex 1, Amplified Project Description,

-3. Except as amended herein, the Loan Agreement is ratified,
confirmed and continued in full force and effect in accordance with
all of its terms.
IN WITNESS WHEREOF, the Borrower and the United States of
America, each acting through its respective duly authorized
representative, have caused this Amendment No. 4 to be signed in
their names and delivered as of the day and year first above written.

groundwater drilling rigs and parts; survey and hydrometeorological equipment; specialized office furnishings and equipment; computers; miscellaneous groundwater supplies and commodities.
Locally procured commodities and equipment will be 50% loan financed, with the remainder from the GO!. Vehicles procured under the project will be assigned to technical assistance contractors when required.
B. Government of Indonesia Contribution
It is anticipated that the GO! will finance 50% of the
construction costs of the surf ace and groundwater systems. The GO! will finance all land compensation costs, all staff and salary costs including any increased costs for Section Office Staff, operating costs of all offices including the South Sulawesi groundwater unit and O&M costs for primary and secondary systems during and after the period of construction of the irrigation systems. The GO! will also finance any identifiable taxes associated with the project,
including any taxes on the procurement of goods and services.
With regard to training, in consideration of the GOI's current budget shortfall, USAID will finance pre-departure costs for
overseas training, including in-country per diem, domestic airfare , and English language training and international airfare. The GO! will finance the exit tax and salary of participants while in
training.
C. Illustrative Financial Plan
The attached financial plan is illustrative and changes may be made to it by representatives of the parties named in Section 9.2 of the Project Loan Agreement or Section 8.2 of the Project Grant
Agreement without fonnal amendment to the Agreement. Adjustments of up to 15% in any line may be agreed to by authorized representatives of the Parties. However, any such changes may not cause (1)
