FORWARD
The Report of Cibodas Biosphere Reserve-2012 was made at the request of the Secretariat of the MAB UNESCO Paris based on the recommendation of the Advisory Committee of ICC MAB UNESCO in 2011. The report consist of 2 aspects for the Indonesian MAB Program to consider in developing the Cibodas Biosphere Reserve, which are: to improve the coordination and communication mechanism between the protected area authorities and the local government for managing the buffer zone and transition area and to enhance capacity building at poverty reduction in and around this site.
Related with the recommendation of the Advisory Committee of ICC MAB UNESCO, the Indonesian MAB Porgram that is supported by the Indonesian Institute of Sciences (LIPI), Ministry of Forestry, Gunung Gede Pangrango National Park, local government and local communities have established several development programs: (1) Improving the coordination and communication mechanisms between stakeholders, through:
(a) Establishment of the management institution of Cibodas Biosphere Reserve. This management institution is namely “Forum Koordinasi dan Komunikasi Pengelolaan Cagar Biosfer Cibodas (The Coordination and Communication Forum of Cibodas Biosphere Reserve Management)” and this forum is under decree of Governor of West Java No.
S22.51/Kep.157-BKPPW 1/2010; and (b) Enhancing stakeholders involvement in the Cibodas Biosphere Reserve Development; and (2) Development activities in Cibodas Biosphere Reserve (capacity building and community development program).
The existence of Cibodas Biosphere Reserve striven to provide direct benefits to the community in the buffer zone and the transition area by increasing the role of local government and the private sector in developing areas in the buffer zone, the transition area of Cibodas Biosphere Reserve as well as the surrounding area.

CIBODAS BIOSPHERE RESERVE-2012:
RECOMMENDED BY THE ADVISORY COMMITTEE OF ICC-MAB- UNESCO 2011
INTRODUCTION
In 2010, The Indonesian MAB Program National Committee submitted periodic review of Cibodas Biosphere Reserve to the Secretariat of MAB UNESCO Paris Headquarter and this periodic review has been reviewed by the Advisory Board of ICC MAB on the 23rd session of ICC MAB meeting in Dresden in 2011. The recommendation of the Advisory Committee was:
“The Advisory Committee welcomed the report submitted by the Indonesian authorities on the Cibodas Biosphere Reserve. It noted especially the well-developed research activities, clear zonation system, and environmental education as particular successes of the site. The Advisory Committee also noted that there are many development activities in place related to tourism and expressed its hope that these would not jeopardize the conservation function of the biosphere reserve.
The Advisory Committee recommended improving the coordination and communication mechanisms between the protected area authorities and the local government for managing the buffer and transition zones. The Advisory Committee also recommended to enhance capacity building at poverty reduction in and around this site”.
From this recommendation of the Advisory Committee, there are 2 aspects for Indonesia to consider in developing the Cibodas Biosphere Reserve, which area (1) to improve the coordination and communication mechanisms between the protected area authorities and the local government for managing the buffer and transition zones; and (2) to enhance capacity building at poverty reduction in and around this site.
Related with this recommendation of the Advisory Committee, the Indonesian MAB Program National Committee that is supported by The Indonesian Institute of

Sciences (LIPI), Ministry of Forestry, local government, NGOs, private sectors and local societies have established several development programs as follow:
A. Improving the Coordination and Communication Mechanism Between Stakeholders
1. Establishment of The Management Institution of Cibodas Biosphere Reserve
The objectives of the establishment of management institution of Cibodas Biosphere Reserve are: to improve the coordination and communication mechanisms between the protected area authorities and the local government for managing the buffer zone and transition area. This management institution of Cibodas Biosphere Reserve is namely “The Coordination and Communication Forum of Cibodas Biosphere Reserve Management” and this forum is under decree of Governor of West Java No.
S22.51/Kep.157-BKPPW 1/2010.
Duties of the Coordination and Communication Forum of Cibodas Biosphere Reserve Management are: to implement the coordination and communication between various stakeholders through the allocation and sharing of roles and responsibilities in implementing the concept of management of the Cibodas Biosphere Reserve, which encompasses the core area, buffer zone and transition area.
Functions of the Coordination and Communication Forum are: (a) formulating mechanism for coordination and communication for implementing concept of management of the Cibodas Biosphere Reserve; (b) implementation of coordination and communication between stakeholders in the Cibodas Biosphere Reserve; (c) implementation of initiation and mediation as well as advocating measure with regards to the difference of interest and perception between stakeholders in the execution of the concept of management of Cibodas Biosphere Reserve; (d) implementation of operational and communication networks with comparable forum/institution, including the world network of Biosphere Reserve; and (e) compilation of periodic report to the National Committee with file copies to Ministry of Forestry, government (local government: regency or provincial), and important stakeholders.

FORUM KOORDINASI DAN KOMUNlKASI PENGELOLAAN CAGAR BIOSFER
CIBODAS
GUBERNUR JAWA BARAT,
Menimbang : a. bahwa berdasarkan Dokumen 28 C/Resolusi 2.4 Konferensi Umum UNESCO November 1995 dan Deklarasi Madrid pada Program the Man and the Biosphere UNESCO 2008, eagar biosfer merupakan ekosistem daratan . dan pesisir/laut atau kombinasi dar; ekosistem daratan dan pesisir/laut, yang seeara internasional diakui berada di dalam kerangka Program Manusia dan Biosfer dari UNESCO;
b. bahwa kawasan Cibodas dengan area inti (core area) Taman Nasional Gunung Gede Pangrango, telah ditetapkan oleh UNESCO sebagai Cagar Biosfer Cibodas sejak tahun 1977, meneakup kawasan konservasi, lansekap alami, dan kawasan budidaya, yang perlu dikelola seeara terintegrasi, terkoordinasi dan sinergi diantara berbagai instansi yang berwenang, melalui pembagian peran dan tanggungjawab agar dapat memberi manfaat dalam mendukung dan menyelaraskan konservasi keanekaragaman hayati, pembangunafl berkelanjutan, penelitian dan pendidikan;
c. bahwa untuk terlaksananya pengelolaan Cagar Biosfer Cibodas sebagaimana dimaksud pada pertimbangan huruf a dan b, perlu dibentuk Forum Koordinasi dan Komunikasi Pengelolaan Cagar Biosfer Cibodas, yang ditetapkan dengan Keputusan Gubernur Jawa Barat;
Mengingat :
1. Undang-Undang Nomor 11 Tahun 1950 tentang Pembentukan Provinsi Jawa Barat (Berita Negara Republik Indonesia tanggal 4 Juli Tahun 1950) jo. Undang-Undang Nomor 20 Tahun 1950 tentang Pemerintahan Jakarta Raya (Lembaran Negara Republik Indonesia Tahun 1950 Nomor 31, Tambahan Lembaran Negara Republik Indonesia Nomor 15) sebagaimana telah diubah beberapa kali, terakhir dengan UndangUndang Nomor 29 Tahun 2007 tentang Pemerintahan Provinsi Daerah Khusus Ibukota Jakarta sebagai Ibukota Negara Kesatuan Republik Indonesia (Lembaran Negara

MEMUTUSKAN:
Menetapkan :
KESATU : Membentuk Forum Koordinasi dan Komunikasi Pengelolaan Cagar Biosfer Cibodas yang selanjutnya disebut Forum Koordinasi dan Komunikasi, dengan susunan personalia dan uraian tugas
sebagaimana tercantum dalam Lampiran I dan II, sebagai bagian yang tak terpisahkan dari Keputusan ini.
KEDUA : Forum Koordinasi dan Komunikasi sebagaimana dimaksud pada Diktum KESATU mempunyai tugas melaksanakan koordinasi dan komunikasi diantara berbagai instansi yang berwenang dengan para pemangku kepentingan (stakeholders) melalui pembagian peran dan tanggungjawab dalam mengimplementasikan konsepsi pengelolaan Cagar Biosfer Cibodas, yang mencakup kawasan konservasi, lansekap alami dan kawasan budidaya.
KETIGA : Dalam melaksanakan tugas sebagaimana dimaksud pada Diktum KEDUA, Forum Koordinasi dan Komunikasi mempunyai fungsi:
a. perumusan mekanisme koordinasi dan komunikasi untuk implementasi . konsepsi pengelolaan Cagar Biosfer Cibodas;
b. penyelenggaraan koordinasi dan komunikasi antar pemangku kepentingan dalam implementasi konsepsi pengelolaan Cagar Biosfer Cibodas;
c. penyelenggaraan inisiasi, mediasi dan advokasi terhadap perbedaan kepentingan dan persepsi antar pemangku kepentingan dalam implementasi konsepsi pengelolaan Cagar Biosfer Cibodas;
d. penyelenggaraan jaringan kerja dan komunikasi dengan
forum/lembaga sejenis termasuk dengan jaringan Cagar Biosfer Dunia-MAB UNESCO;
e. penyusunan laporan secara periodik kepada Gubernur Jawa Barat dengan tembusan disampaikan kepada Bupati Bogor, Cianjur dan Sukabumi.

KEEMPAT : Biaya yang diperlukan untuk melaksanakan kegiatan Forum
Koordinasi dan Komunikasi sesuai dengan peran dan tanggungjawab anggota Forum Koordinasi dan Komunikasi dalam pengelolaan Cagar Biosfer Cibodas, dibebankan pada anggaran instansi terkait masing- masing, serta sumber lain yang sah dan tidak mengikat.
KELIMA : Hal-hal yang belum cukup diatur dalam Keputusan ini sepanjang Mengenai teknis pelaksanaannya, ditetapkan oleh Kepala Badan Koordinasi Pemerintahan dan Pembangunan Wilayah I Provinsi Jawa Barat.
KEENAM : Keputusan ini mulai berlaku pada tanggal ditetapkan.

URAIAN TUGAS
Pengarah : Memberikan arahan umum tentang pengelolaan Cagar Biosfer Cibodas secara berkelanjutan yang bersinergis dengan kebijakan Rencana Tata Ruang Wilayah Kabupaten/Kota dan Provinsi.

Bidang Konservasi, Pendidikan dan Penelitian:
1. Merumuskan berbagai kebijakan penyelenggaraan program konservasi, pendidikan dan penelitian baik di dalam maupun di luar kawasan konservasi;
2. Mengkoordinasikan dengan instansi terkait dan bidang lainnya pada Forum Koordinasi dan Komunikasi, dalam penyusunan rencana
3. Mengkoordinasikan kegiatan konservasi (termasuk rehabilitasi dan restorasi daerah/lahan yang rusak) di luar kawasan.
4. Mengintegrasikan dan menyelaraskan program konservasi ekosistem,spesies maupun genetik di Cagar Biosfer Cibodas dengan rencana pembangunan Pemerintah Provinsi Jawa Barat, Kabupaten Bogor, Kabupaten Sukabumi dan Kabupaten Cianjur;

5. Menyesuaikan Rencana Program cagar Biosfer dengan Rencana tata Ruang Wilayah Provinsi Jawa Barat, Kabupaten Bogor, Kabupaten Sukabumi dan kabupaten Cianjur;
6. Menyusun pedoman pengawasan yang meliputi pelaporan, evaluasi dan pemantuan penyelenggaraan Program Pengelolaan cagar Biosfer Cibodas, terutama Program Pemberdayaan Masyarakat dan Pembangunan berkelanjutan serta ramah lingkungan yang didukung kegiatan konservasi, pendidikan dan pelatihan;
7. Menyusun proposal kegiatan penyelenggaraan program konservasi, pendidikan dan penelitian.
Bidang PemberdayaanMasyarakat:
1. Merumuskan berbagai kebijakan dan program penyelenggaraan pemberdayaan masyarakat;
2. Mengkoordinasikan perencanaan dan pelaksanaan kegiatan pengembangan social ekonomi masyarakat termasuk diantaranya melalui pemanfaatan jasa lingkungan diantaranya melalui pemanfaatan jasa lingkungan dan pemanfaatan Corporate Social Responsibility;
3. Memberikan masukan kepada Ketua dan Bidang lainnya pada Forum Koordinasi dan Komunikasi dalam rangka perumusan kebijakan pemberdayaan masyarakat;
4. Mengkoordinasikan dengan instansi terkait tentang program pemberdayaan masyarakat dalam kawasan Cagar Biosfer Cibodas;
5. Menginventarisasi dan mengkaji masalah yang timbul dalam penyelenggaraan pemberdayaan masyarakat serta memberikan alternatif pemecahannya;
6. Menyusun pelaporan, evaluasi, dan pemantauan penyelenggaraan program pemberdayaan masyarakat secara berkala;
7. Menyusun proposal kegiatan penyelenggaraan pemberdayaan masyarakat sebagai van untuk perencanaan program di masing-masing instansi.
Bidang Pembangunan Berkelanjutan dan Ramah Lingkungan:
1. Merumuskan berbagai kebijakan dan program penyelenggaraan pembanguna berkelanjutan dan ramah lingkungan;
2. Memberikan masukan kepada Ketua dan Bidang lainnya pada Forum Koordinasi dan Komunikasi dalam rangka perumusan kebijakan program pembangunan berkelanjutan dan ramah lingkungan;
3. Menyusun pedoman praktik pengelolaan terbaik kegiatan penggunaan lahan;
4. Mengkoordinasikan dengan instansi terkait tentang program pembangunan berkelanjutan dan ramah lingkungan;
5. Menginventarisasikan dan mengkaji masalah yang timbul dalam penyelenggaraan pembangunan berkelanjutan dan ramah lngkungan serta memberikan alternatif pemecahannya;
6. Menyusun pelaporan, evaluasi, pemantauan penyelenggaraan program pembangunan berkelanjutan dan ramah lngkungan secara berkala;
7. Menyusun proposal kegiatan penyelenggaraan program pembangunan berkelanjutan dan ramah lingkungan sebagai bahan untuk perencanaan program pembangunan di masing-masing instansi.

REGARDING
THE FORMATION OF A COORDINATING AND COMMUNICATION FORUM OF THE MANAGEMENT OF THE CIBODAS BIOSPHERE RESERVE
THE GOVERNOR OF WEST JAVA
Considering:
a. That based on Document 28 C/ November 1995 Resolution 2.4 of the General Conference of UNESCO and The Madrid Declaration regarding the Man and the Biosphere Program, UNESCO 2008, the biosphere reserve consists of a mainland ecosystem and a coastal/ecosystems, or a combination of more than one ecosystems, that have been internationally recognized as part of the UNESCO’s Program on Man and the Biosphere;
b. That the landscape of Cibodas with a core area consisting of the Gunung Gede Pangrango National Park (GGPNP), have been declared the Cibodas Biosphere Reserve by UNESCO on 1977, and encompasses the conservation area, the natural landscape, and the cultivated region that require integrated, coordinated and synergic management by several competent institutions through a division of roles and responsibilities, in order that this management may be beneficial to the support and the coordination of the conservation of biodiversity, sustained development, research and education;
c. That based on the consideration as proposed in the above mentioned points (a) and (b), the necessity arises as to Establish a Decree from the Governor of West Java regarding the Formation of a Coordinating and Communication Forum for the Management of the Cibodas Biosphere Reserve.
In view of:
1. Ordinance Number 12 of 1956 regarding the Establishment of the Autonomous Region in the form of Regencies within the territory of the Province of West Java (Government Gazette of the Republic of Indonesia, in 4 July, year 1950) Jo. HEREWITH HAS DECIDED To Decree:
FIRST: To form a Coordinating and Communication Forum of the Management of the Cibodas Biosphere Reserve which shall henceforth be called The Coordinating and Communication Forum, with the composition of its members as included in the Attachment I and II of this Decree.
SECOND: The Coordinating and Communication Forum as mentioned in the first point is assigned to carry out and implement the coordination and communication between various authorized institutes/agencies and the stakeholders through the allocation and sharing of roles and responsibilities in implementing the concept of management of the Cibodas Biosphere Reserve, which encompasses the conservation areas, the natural landscapes, and the cultivated regions.
THIRD: The Coordinating and Communication Forum as mentioned in the first point has the following functions:
(a) The formulation of a mechanism for the coordination and communication for the implementation and conception of the management of the Cibodas Biosphere Reserve Biosphere Reserve;
(b) The implementation of coordination and communication between stakeholders in the implementation of the conception of the management of the Cibodas Biosphere Reserve;
(c) The implementation of initiation, mediation and advocating measures in regard to the difference of interests and perception between the stakeholders in the execution of the conception of management of the Cibodas Biosphere Reserve;
(d) The implementation of an operational and communication network with comparable forums/institutions, including the network of the Cibodas Biosphere Reserve – MAB UNESCO;
(e) The compilation of periodical reports to the National Committee and Governor of West Java, with file copies delivered to the Regents of Bogor, Cianjur and Sukabumi.
FOURTH: All expenses required for the execution of the activities of the Coordinating and Communication Forum, in accordance with the functions and responsibilities of all the members of the Coordinating Forum of the management of the Cibodas Biosphere Reserve, are charged to the financial resources of the concerned institutions/agencies and/or individual Institutions as well as other resources that are legal and not binding.

FIFTH: All matters which have not been sufficiently regulated in this Decree, as far as the technical implementation thereof is concerned, are decided upon by the Head of the Coordinating and Communication Forum of the Management of the Cibodas Biosphere Reserve.
SIXTH: This Decree shall take effect as of the date of authorization.

DESCRIPTION OF DUTIES
THE COORDINATING AND COMMUNICATION FORUM OF THE MANAGEMENT OF THE CIBODAS BIOSPHERE RESERVE
BOARD:
Provide general guidance concerning Cibodas Biosphere Reserve Management for Sustainable Development Model in Synergy with the Space Structuring Policy for the Area of the Regencies and the Province.
Legalizes the program and the priorities of all activities regarding the management of the Cibodas Biosphere Reserve in a synergic way, and legalizes the guidances for the best management practices in the utilization of the land;
THE CHAIRMAN:
1. Builds and develops a thorough common understanding of the vision, mission and objectives regarding the management of the Cibodas Biosphere Reserve;
2. Integrates the activities of all parties within the region of the Biosphere Reserve in accordance with the concept of management of the Cibodas Biosphere Reserve;
3. Creates a program and provides priority towards all management activities of the Cibodas Biosphere Reserve in a synergic, environmentally-friendly and perceptive manner;
4. Provides solutions for dissimilarities in interests and disputes regarding the utilization of the land.
THE VICE CHAIRMAN:
Assists the Chairman in formulating general policies, and coordinates and prepares reports regarding the management of the Cibodas Biosphere Reserve.
THE SECRETARY:
1. Assists the Chairman and the Divisions within the Secretariat in performing their duties;
2. Acts as a treasurer for the Coordinating and Communication Forum, among others manages the funds acquired from the Coordinating Forum activities (for instance from fund-raising, the utilization of environmental services and Corporate Social Responsibility, et cetera);
3. Prepares all necessary information and material with the intention of expediting the duties of The Coordinating Forum regarding the Management of the Cibodas Biosphere Reserve;

4. Facilitates the implementation of a work schedule for all the activities of The Coordinating Forum for the Management of the Cibodas Biosphere Reserve; and periodically submits to the National Committee and Governor a compilation of the reports of the results of all activities from each of the Coordinating Forum Divisions, including financial reports;
5. Prepares, develops and disseminates all information concerning the management of the Biosphere Reserve;
6. Accepts input from all other stakeholders for the Coordinating Forum of the Management of the Cibodas Biosphere Reserve;
THE MEMBERS:
1. Compile the agenda and priorities of the Cibodas Biosphere Reserve a synergic, environmentally-friendly and discerning manner;
2. Compile the program in accordance with the vision, mission and administrative purposes of the management of the Cibodas Biosphere Reserve;
3. Integrate various activities and programs within the region of the Cibodas Biosphere Reserve;
4. Provide solutions for dissimilarities in interests and disputes regarding the utilization of land within the framework of the management and development of the Cibodas Biosphere Reserve;
5. Create a plan in the realm of financing for the management of the Cibodas Biosphere Reserve.
THE DIVISION OF CONSERVATION, EDUCATION, AND RESEARCH
1. Formulates various policies for the implementation of the conservation, education, and research programs, either within or exclusive of the conservation area;
2. Coordinates with related institutes, agencies and other divisions in the Institution of coordination and communication, regarding the compilation of programs;
3. Coordinates conservation activities (including the rehabilitation and restoration of areas/lands that have been damaged) outside the region;
4. Integrates and synchronizes the conservation programs of ecosystems, species and genetics in the Cibodas Biosphere Reserve with the development plan of the Government of the West Java Province, the Sukabumi Regency, Cianjur Regency and the Bogor Regency;
5. Adjusts the planned program of the Biosphere Reserve to the Plan for the Space Structuring of the region of West Java Province, the Sukabumi Regency, Cianjur Regency and the Bogor Regency;
6. Composes a manual for supervision which includes the reporting, the evaluation and the monitoring of the implementation of the Management Program of the Cibodas Biosphere Reserve, especially the progam for empowerment of the community and environmental friendly development which is supported by conservational, educational and training activities;
7. Compiles a proposal for activities pertaining to the implementation of ecological awareness, education and research.

3. Provides input to the Chairman and other divisions at the forum of coordination and communication within the framework of the formulation of program policies regarding community development;
4. Coordinates the community development with all related institutions in Cibodas Biosphere Reserve and compiles a practical manual of the best management of all land- utilization activities;
5. Makes an inventory of as well as carries out investigations of all problems that may arise from the implementation of community development and provides alternatives for the solution thereof;
6. Periodically compiles reports, information regarding evaluations, and information regarding monitoring activities concerning the implementation of sustainable development and environmental friendly;
7. Compiles proposals of all activities pertaining to the sustained environmental friendly development program as material for preparing and scheduling community development programs in each institution/agency.

7. Compiles proposals of all activities pertaining to the implementation of sustainable development policies as material for preparing and scheduling programs in each institution/agency.

2. Enhancing stakeholders involvement in the Cibodas Biosphere Reserve Development
The coordination and socialization activities of biosphere reserve management concept in Cibodas Biosphere Reserve was carried out with the involvement of the keys stakeholders in this area. This activity begins with an inventory of key stakeholders that have important role in the Cibodas Biosphere Reserve development, especially local government and private sectors.
The role of local government in province level, regency level (Research and Development Agency of Local Government, Forestry Office, Development Planning Agency of Local Government, Agricultural Office, etc.), scientists from university and research institution are needed to support a successful Cibodas Biosphere Reserve development. Local government and private sector involvement in the Cibodas BR development are very important especially in the buffer zone and transition area development. The development of buffer zone and transition area is under the authority of local government (sub-district, regency and province). The involvement of local society is very important in all step of the program (involvement the local people from the planning preparation until the implementation of the program).
With respect to the implementation of Cibodas Biosphere Reserve development program, each stakeholder commits to the expansion program in accordance with the duties and functions. For example, The Gunung Gede Pangrango National Park develops core area management, not only in order to protect and to conserve the National Park (conservation area) solely but also in enhancing National Park roles in biodiversity conservation (ecological aspect), economical and social functions for local society in the surrounding area. Therefore, the presence of Gunung Gede Pangrango National Park is very important for the local society in buffer and transition area. If the Gunung Gede Pangrango National Park is beneficial for the local people, illegal activities (encroachment, illegal logging, illegal hunting, etc.) in this conservation area will indeed can be avoided. The local government (Bogor, Cianjur and Sukabumi), through the local institutions develop several programs on agriculture, animal husbandry, restoration program, implementation of appropriate technology, tourism development, etc., in buffer zone and transition area whicch are in accordance with sustainable development. Research institution such as The Indonesian Institute of Sciences (LIPI) and also the universities develop appropriate technology in this area as the basis for development of the region.

The NGOs conduct guidance to implement environmentally friendly appropriate technology and others. Coordination of the implementation of regional development program excecuted by each institution involved in the frame of Biosphere Reserve Management concept will result in more effective and goal achieving activitiess. In addition, it also will reduce overlaping of activities.
Through this Forum some technical obstacles such as (a) frequent deadlock communication and inter institutional coordination; (b) shifting stakeholders characteristic from “rule driven” towards a more of “competency”; (c) the doubt of certain parties that assume no obligation and consequency if it is not excecuting the Biosphere Reserve Management concept; and (d) vision differences of stakeholders in applying the development having sustainable orientation are expected to be solved.
In order to realize the involvement of stakeholders of Cibodas Biosphere Reserve Management, the following efforts are carriedd out:
(a) Meeting of Coordination and Communication Forum for Biosphere Reserve Management to be held 3 times in a year which is supported by Regional development and governmental coordinating agency Region I Bogor.
(b) Meeting of Key stakeholders supported by Indonesia MAB Program, Gunung Gede Pangrango National Park and Regional development and governmental coordinating agency Region I Bogor.
(c) Workshop on exposure of regional development Program in the buffer zone and transitional area of Cibodas Biosphere Reserve conducted once a year (2010, 2011, and 2012), supported by Indonesia MAB Program, Regional development and governmental coordinating agency Region I Bogor (Chairman of Coordination and Communication Forum for Cibodas Biosphere Reserve Management), TNGGP, Local Government (Cianjur, Bogor, and Sukabumi). Program exposure is implemented by Local Government, TNGGP, Indonesia MAB Program, Provincial government, NGOs and Private Sector.
(d) Coordination meeting of stakeholders funded by ITTO project and Regional development and governmental coordinating agency to discuss on the development of buffer and transitional areas.

B. Development Activities in Cibodas Biosphere Reserve
Activities of Biosphere Reserve Area Development especially in the buffer zone and the transition have been carried out by several stakeholders, such as:
1. Capacity Building
Capacity building activities carried out by some projects developed by the stakeholders, among others were:
• Developing Collaborative Management of Cibodas Biosphere Reserve, West Java Indonesia (by ITTO Project)
This project has a goal i.e., socialization of Cibodas Biosphere Reserves through collaboration with 3 regencies (Bogor, Sukabumi, Cianjur) and related stakeholders. One of the aims is to promote sustainable conservation and diversity as well as the environment services at Cibodas Biosphere Reserve, West Java, Indonesia using a collaborative management system.
Outputs to be achieved are :
(1) The existence of commitment of the parties to increase the effectiveness of Cibodas Biosphere Reserves management. Several activities conducted to cover this point are: (a) Development of programs and activities related to Cibodas Biosphere Reserve by the Forum of Coordination and Communications, and (b) Implementation of three times trainings or workshops for related stakeholders in improving the capacity and understanding the importance of the biosphere reserves
(2) The existence of integration of development plan for Cibodas Biosphere Reserve management. This was done through several activities, namely (a) Assessment of the existing conflict in implementing the integration of natural conservation resource and management; (b) Data and information collection to design and to map zoning limits of the biosphere reserves, and (c) Conducting three trainings on every sector about the biosphere reserve planning management.
(3) The existence of public awareness in understanding the importance of biosphere reserves in improving livelihoods. Activities undertaken were (a) Implementing a sustainable agriculture system which benefit from forest conservation as a core zone, (b)

Disseminating access of information to the public regarding the friendly products marketing, and (c) Providing three trainings on entrepreneurship to the local community living in the buffer zone.
Main activities in the ITTO funded project are:
(1) Coordination and consultation with related stakeholders listed as Member of Communication and Coordination Forum of Cibodas Biosphere Reserve Management.
(2) Assistance to communities in 3 regencies (Bogor, Cianjur, and Sukabumi) on Cibodas Biosphere Reserve management
(3) Conducting selection of prospective consultants to provide guidance in the implementation of project outputs.
(4) Conducting workshops in 3 regencies which is the implementation of the results of mentoring in the community.
(5) Providing training for community groups in the three districts as an implementation of the workshop results
(6) Collecting data and information to design zoning limits of the biosphere reserve
Training activities which have been implemented
a) Training:
Training of Community Development was funded by ITTO Project and implemented in 3 locations in Bogor, Cianjur, and Sukabumi regencies Training on "Management of Plastic Waste and Organic Fertilizer" was conducted in Bogor regency on July 2-4, 2012, the participants were community in the buffer zone and the transition area in the regency of Bogor.
(1) Training on "Integrated Agricultural Management" which was held in Cianjur, on July 5- 7, 2012. The participants were people of the Sarongge village, Cianjur regency.
(2) Training on "Utilization of biogas into alternative energy from cow dung and plastic waste management", carried out in Sukabumi regency, on July 16-18, 2012. The participants were rural communities in Biosphere Reserve buffer zone in the region of Sukabumi regency.

b) Workshop:
Workshop was conducted by involving the key stakeholders to establish communication between the parties and can further enhance coordination and cooperation in developing buffer and transitional zone of Cibodas Biosphere Reserve.
(1) Workshop of Synchronization, Synergy of Biosphere Reserves Management:
This workshop aims to synchronize community development activities undertaken by the local government, research institutions and universities, Gunung Gede Pangrango National Park and NGOs. Workshop was held in the meeting room of Regional Coordinating Agency on June 25, 2012. Speakers: (1) MAB Program Director; (2) Head of Greater Office of Gunung Gede Pangrango National Park; (3) Livestock Research Office; (4) Sarongge Group of Farmers; and (5) Bogor Rabbit Breeders Cooperative.
Participants include various institutions including: related offices at the level of West Java Province, including Development Planning Agency of Local Government (Bappeda), Environment Agency of Local Government (BPLHD), Community Development Agency of Local Government (BPMD), Forestry Office, Animal Husbandry Office; related authorities in Bogor, Sukabumi and Cianjur; Farmers Group, Rabbit Breeders Cooperative; Gunung Gede Pangrango National Park, The Indonersian MAB Program National Committe, The Indonesian Institute of Sciences (LIPI), Bogor Agricultural University (IPB), and NGOs.
The output of the workshop was the collaboration of rabbit husbandry development in the Biosphere Reserve buffer zone between Gunung Gede Pangrango National Park, community and private sector (breeders) in the transition region.
(2) Workshop of preparation plan for integrated management plan and action plan:
Workshop was held to obtain information of "need assessment" and the problems faced in the development of the buffer zone and transition area of Cibodas Biosphere Reserve. Workshop was held in Cipanas City (Transition Area of Cibodas Biosphere Reserve) in October 2012. Speakers: local government of West Java Province, local government of Sukabumi Regency, Cianjur Regency, and Bogor Regency, the head of

Gunung Gede Pangrango National Park, The Indonesian Institute of Sciences (LIPI) and the Program Director of The Indonesian MAB Program National Committee.
c) Environmental Education
Environmental education has become a regular program of some institutions, among others are :
(1) Environmental education and natural care coordinated by the Indonesian MAB Programme National Committee. The program is specifically for high school students who have good academic achievement. The material taught in class is not just theory but practice in the field including data collection and analysis, report writing and presentation of the results of the field study.
(2) Gunung Gede Pangrango National Park (GGPNP): Environmental education is carried out through several methods, among others: (a) school visits in the Cibodas Biosphere Reserve; (b) conduct training for nature lovers , community, and educators of the school around the protected areas; (c) through dissemination of information in the form of leaflets, booklets, films, banners, stickers, and others
(3) UNESCO Office in Jakarta and the Better Indonesia Foundation (YILB) conducted an environmental education program through a competition on research proposals for high school students located in the Cibodas Biosphere Reserve. The winner is nurtured to implement the project proposal and grant for training and support facilities.
(4) Cibodas Botanical Gardens: Educational program is conducted for elementary school until high school students.
2. Community Development Program
(1) Development of Conservation Village Model by Gunung Gede Pangrango National Park
Development of conservation village model is a model of sustainable development at village level that is developed by Gunung Gede National Park, Ministry of Forestry. Gunung Gede Pangrango National Park developed this conservation village model at several villages

in the buffer zone that immediately adjucent to the conservation area (core area of Cibodas Biosphere Reserve). The conservation villages chosen were:
(a) Kebon Peteuy Village, Sub District of Gekbrong, Cianjur Regency:
Kebon Peteuy village: The village is situated at an altitude of 1,100 m above sea level, with an average rainfall 3000 mm/year. Livelihoods of the villagers are farmers and livestock raisers.
Development activity conducted is the cultivation of fruits, namely: (1) Cultivation of banana (Musa paradisiaca) in an area of 6 hectares with a yield of 36 tons/year, (2) development of community coffee plantations (Coffea spp.) of 1.5 ha; (3) development of community clove (Syzygium aromaticum) plantation covering 6.6 ha, and (4) development of tea plantations (Camelia sinensis) as large as 120 hectares.
The development of community tea plantations in this village is very important and making tea products is a main source of income. The tea leaves are marketed through local brokers with an average price of IDR 800 per kg. Harvesting capacity is 1.5 tons per ha every 2 weeks.

(b) Sukamaju village, Sukalarang sub-district, Sukabumi Regency:
Sukamaju Village: The village is situated around the forest at an altitude of 900 m above sea level, with an average rainfall of 3045 mm/year. Livelihoods of the villagers are farmers and livestock raisers.
Development activities include the cultivation of fruits, namely: (a) the cultivation of avocado (Persea americana) in an area of 2 ha with a yield of 7 tons/ha, (b) papaya (Carica papaya) in area of 2 ha with a yield of 48 tons/ha, and (c) banana (Musa spp.) in an area of 15 hectares with a yield of 25 tons/ha. Other crops developed by local societies are maize (Zea mays) plants covering an area of 68 ha and clove (Syzygium aromaticum) plants in area of 4 ha.
