Indonesia soybean production in these 5 years is relatively stagnant on a low level, ave. 487thousand ton/year ,in other words, less than 1% of the world production. Naturally, domestic consumption cannot be fulfilled. To meet the demand, government started the "Soybean Awakement" movement which was not succesful. Although this program has decreased the export-import volume deficit from 1.1 mill ton in year 2001 to 651.8 thousand ton (with the value of 180.5 juta US $), it couldn't cover the domestic demand. With such a tremendous demand and the national production that cannot fulfill this, naturally import market is widely open. The biggest supplier country is USA with 550 thousand ton in year 2004, followed by Argentine(92 thousand ton) and Malaysia(5 thousand ton). Swastika (2003), said that Indonesia recently included soybean, one of its major food crops, in a "strategic commmodity" but Indonesia has no comparative or competitive advantage in producing soybean. The revenue cost ratio (RCR's) value is greater than one, meaning that USD 1 earned from soybean production require more than a USD 1 resources cost (Gonzales, 1993).
