The results of self-evaluation related to the opportunities and challenges as well as the existing potentials and weaknesses have identified strategic issues and problems that have a high priority to be resolved. The next problem-solving strategies are developed and adapted into the Master Plan related to physical investment and strategic plans related to Tridharma
activities. The particular concept to achieve the goal in developing UNEJ as Center of Excellent for Biotechnology and related the 4 in 1 initiative concept is based on the general problems such as Technological Readiness, Innovation and Higher Education and Training. Self-evaluation shows the best strategies to solve the problem are through Commercialization of research and innovation, and through human development. To realize the first strategy, UNEJ design the research consortia development, and for the second strategy through curriculum development. Both strategies are supposed to be the best activities in order to develop UNEJ as Center of Excellence for Biotechnology (Figure 18).
Curriculum development consists of several activities such as reorientation learning outcome, Formulation of body of module on the specific area, Teaching-learning innovation, Assessment innovation, Improvement of Graduates Employability, Inventory and equalize learning outcome, Selecting appropriate criteria for student mobility candidate, Setting up
