It has been agreed, on the other hand, that the increase of the rate of interest of private guaranted credits mixed with the Treasury loans, which will apply to the Protocol signed to-day

FIN NCIAL AGREEMENT
relating to french credits destined for the
economic development of INDONESIA
-=-=-=-=-The Government of the Republic of Indonesia and the Government of the French Republic have, with a view to facilitate the economic rehabili-tation and development efforts of Indonesi a , agreed on the following pro-visions :
ARTICLE 1
-A total amount of ONE HUNDRED -AND SEVENTY MILLION Francs
(F. 170.000.000) is put at the disposal of the Indonesian Government in the form of credits to finance the purchase of French commodities and services by Indonesia.
ART ICLE 2
-The entire financial aid consists of :
- A loan from the French Treasury to the Central Bank of Indonesia, acting on the account of the Indonesian Government of SEVENTY-SEVEN MILLION and FIVE HUNDRED THOUSAND francs (77.500.000 F.) and bankers ' credits gua-ranteed by the French Treasury of SEVENTY-SEVEN MILLION and FIVE HUNDRED THOUSAND francs (77.500.000 F.) making a total of ONE HUNDRED AND FIFTY-FIVE MILLION francs (155.000.000 F.) destined for ｦｩｮｾｮ｣ｩｮｧ＠ the importation of heavy equipment in accordance with the provisions mentioned in article 6, paragraph a) , of the present agreement.
- A loan from the French Treasury to the Central Bank of Indonesia, acting on the account of the Indonesian Government,of SEVEN NILLION and FIVE HUNDRED THOUSAND francs (7.500.000 F.) and bankers' credits guaranteed by the French Treasury of SEVEN HILLION AND FIVE HUNDRED THOUSAND francs
(7 .500.000 F.) making a total of FIFTEEN HILLim ｦｲＱｮＱ｣ Ｎｾ＠ ._(15.000.000 F.) destined for financing the importation of goods , in accordance with the provisions mentioned in article 6, pa ragraph b), of the present agreement .
ARTICLE

-The two lo ans from the Fr ench Tr easury are repayable in twenty-fi ve years , by equal and successive semi-annual instalments which are calculated from the date of each drawing and bearing an interest rate of 3
%
per annum, all owing a grace period of eight years.The interests due on the balance are payable at the end of each half-year. An agreement on the implementation between Credit National acting for account of the French Government and the ｃ･ｮｴｾ｡ｬ＠ Bank of Indo-nesia acting for account of the IndoIndo-nesian Government will stipulate the terms and conditions of utilisation and reimbursement of these lo ans •

ARTICLE
4
-The guaranteed bankers ' credits are redeemable in ten years . Their rate of interest is the usual export credit rate to which is added the cost of the credit insurance .
A financial agreement between the French Institutions and the Central Bank of Indonesia will stipulate the modali ti es
of utilisation and reimbursement of these guaranteed bankers ' credits .
The agreements relating to the bankers ' credits intended for financing of heavy equipment of article
6,
paragraph a , will be approved by the Central Bank of Indonesia in case they are not directly signed by this Bank .ARTICLE 5
-The loans from the Treasury and the guaranteed bankers ' credits which are extended in conjunction with the former will be utilised in equal proportions for each contract .
The rights of drawing on the Government loans will
thus be equal to half the value of the goods ordered in France for each contract .
ARTICLE 6
-The means of financing provided for in article 1 are earmarked to the amount of :
a) ONE HUNDRED AND FIFTY- FIVE MIL ION francs (155 . 000 . 000 F . ) for the financing of the importation of such heavy equipment as mentioned in the priority list of the economic development plan of Indonesia .
b) FIFTEEN MILLION francs (15 . 000 . 000 F . ) for the purchase of all commodi ties and products the importation of which is governed by the foreign trade regulations of Indonesia under lists , A. B. and C. of the Indonesian decree of 24 th of January
1967
as amended , with the exception of mineral products , raw metals , products of the first transformati on of these metals , weapons , amunition and military equipment .Derogations in favour of items of the D list of the above mentioned decree as amended can be authorised by the Com-mercial counsellor to the French Embassy in Indonesia .
The minimum individual amount of each order is set at twenty five thous and francs .
ARTICLE
7
-Each order relating to h eavy equipment under articl e 6, paragraph a) is subject to a contract between the French suppli er and the Indonesian buyer, the qualification of which into the present agreement requires a prior approval of the co mp e tent Indo-nesian and Fre nch authorities .
French Franc will be used as curr ency of account and currency of payment for the contracts.
A down- payment equal to 10 ｾｾ＠ of the amount of the contract will be paid when placing the order and the balance will be settled between the order and its receipt in conformity with the terms and conditions of each contractr by successively utilizing the means of financing foreseen in article 2 in accordance with the modalities of article
5
of the present agreement .ARTICLE 8
-The ultimate date for the drawing up of contracts to be financed under the present agreement is set at december
31
st .1975.

-'rhe present agreement enters into force on the date of i ts signing .

Le Gouverne ment de la Repub l ique de l'Indonesie et le Gouvernement de la Republique ｦｲ｡ｮｾ｡ｩｳ･＠ sont convenus des dispositions suivantes en vue de faciliter l'effort de redresse ment et de developpement economique de
l'Indonesie :
ARTICLE 1
-Une somme globale de CENT SOIXANTE DIX MILLIONS de francs (170.000.000 F.) est mise

la disposition du Gouvernement indonesien sous forme de credits, pour financer l'achat par l'Indonesie de biens et de services ｦｲ｡ｮｾ｡ｩｳＮ＠ARTICLE 2
-L'ensemble de ces concours financiers est constitue par :

l'an. Ils comportent un differe d'amortissement de 8 ans.Les interets sur le solde dft sont payables

la fin de chaque semestre. Une convention d'application entre la Banque Centrale de l ' I n donesie agissant pour le compte du Gouvernement indonesien et leCredit National, agissant pour le compte du Gouvernement ｦｲ ｡ ｮｾ｡ｩｳＬ＠ precisera les modalites d'utilisation et de remboursement de ces prets •
ARTICLE
4
Les credits bancaires garantis sont amortissables en dix ans. Leur taux d'interet est le taux usuel descreditsa l'exportation, auquel s'ajoute le cout de l'assurance-credit.
Un accord financier entre la Banque Centrale de l'Indonesie et les etablissements bancaires ｦｲ｡ｮｾ｡ｩｳ＠ precisera les modalites de leur utilisation et de leur remboursement.
Les accords relatifs aux credits bancaires destines au financement des equipements lourds de l'article 6, alinea a), seront approuves par
la Banque Centrale de l'Indonesie s'ils ne sont pas signes directement par elle.
ARTICLE 5
-Les prets du Tresor et les credits bancaires garantis qui le5accompagnent seront, pour chaque contrat, utilises dans une proportion
egale.

b) QUINZE MILLIONS de francs (15.000.000 F.) a l'achat de tous biens et produits dont l'importation est autorisee par le reglement du commerce exterieur de l'Indonesie au titre des listes A, B et C du decret indonesien du 24 janvier
1967
modifie, a l'exception des produits mineraux,metaux a l'etat brut et produits de premiere ttansformation de ces metaux, ainsi que des armes, munitions et materiels de guerre.Des derogations pourront etre autorisees par le Conseiller Commercial de l'Ambassade de France en Indopesie en ce qui concerne les biens et produits inscrits

la liste D du decret mentionne ci-dessus.Le montant minimal unitaire de chaque commande est fixe a VINGT CINQ MILLE francs (25.000 F.)

7
-Chaque commande relative aux equipements lourds de l'article 6,
alinea a) fait l'objet entre l'acheteur indonesien et le fournisseur
ｦｲ｡ｮｾ｡ｩｳ＠ d'un contrat dont l'admission sur le present protocole doit etre prealablement approuvee par les autorites indonesiennes et ｦｲ｡ｮｾ｡ｩｳ･ｳ＠
competentes.
La monnaie de compte et la monnaie de paiement des contrats sont le fran c . ｦｲ｡ｮｾ｡ｩｳＮ＠
Un acompte egal

compter du 15 fevrier 1975.Le Gouvernement de l'Indonesie deviendra proprietaire du ble des son chargement et assurera la responsabilite du transport jusqu'au lieu de destination, en reservant par priorite le chargement aux armaments fran9ais et indonesiens.
Le ble sera conforme au "standard europeen de qualite" et sa valeur marchande sera estimee, pour !'application du present accord,

745 francs fran9ais la tonne metrique.Selon l'usage, la contrevaleur en roupies indonesiennes de cette fourniture de ble sera affectee, sous forzne de pr3t ou de don, au financement de projets figurant sur la liste des priorites du plan de developpement economique de l'Indonesie, et par preference au financement de ceux de ces projets qui seront realises au moyen de l'aide fran9aise.
Cette contrevaleur sera calculee sur la base de 745 F.F. par tonne

la date du coruiaissement, quel que soit le prix de cession ulterieur du ble sur le marche interieur indonesien,ou ce dernier prix s'il est superieur.Monsieur le President de la
