DECREE OF THE MINISTER OF INDUSTRY AND TRADE NO. 337/MPP/Kep/11/2001 DATED NOVEMBER 30, 2001
ON
COMPULSORY APPLICATION OF THE INDONESIAN NATIONAL STANDARD (SNI) OF SELF-BALLAST LAMPS FOR PUBLIC ILLUMINATION SERVICE - SECURITY
REQUIREMENT (SNI 04-6504-2001 AND ITS REVISION)
THE MINISTER OF INDUSTRY AND TRADE,
Considering :
a. that self-ballast lamps constitute electrical lamps, which save energy and are widely used by the society; b. that in the framework of enhancing protection of consumers and other communities and security for the use
of self-ballast lamps as well as in order to encourage fair competition in the industry and trade sector, it is deemed necessary to stipulate compulsory application of self-ballast lamps for public illumination service-security requirement (SNI 04-6504-2001 and its revision);
c. that in relation thereto, it is necessary to stipulate a decree of the Minister of Industry and Trade.
In view of :
1. Law No. 5/1984 on Industry (Statute Book of 1984 No. 22, Supplement to Statute Book No. 3274);
2. Law No. 8/1999 on Consumer Protection (Statute Book of 1999 No. 42, Supplement to Statute Book No. 3821);
3. Government Regulation No. 17/1986 on the authority to regulate, foster and develop industries (Statute Book of 1986 No. 23, Supplement to Statute Book No. 3330);
4. Government Regulation No. 102/2000 on the national standardization (Statute Book of 2000 No. 199, Supplement to Statute Book No. 4020);
5. Presidential Decree No. 177/2000 on organizational structures of ministries as already amended several times and the latest by Presidential Decree No. 58/2001;
6. Presidential Decree No. 228/M/2001 on the establishment of the mutual cooperation cabinet;
7. Presidential Decree No. 102/2001 on the status, tasks, functions, authority, organizational structures and working arrangements of ministries;
8. Decree of the Minister of Industry and Trade No. 108/MPP/Kep/5/1996 on standardization, certification, accreditation and supervision over the quality of products within the Ministry of Industry and Trade as already amended by Decree of the Minister of Industry and Trade No. 384/MPP/Kep/8/1999;
9. Decree of the Minister of Industry and Trade No. 86/MPP/Kep/3/2001 on the organization and working arrangement of the Ministry of Industry and Trade.

THE DECREE OF THE MINISTER OF INDUSTRY AND TRADE ON COMPULSORY APPLICATION OF THE INDONESIAN NATIONAL STANDARD (SNI) OF SELF-BALLAST LAMPS FOR PUBLIC ILLUMINATION SERVICE-SECURITY REQUIREMENT (SNI 04-6504-2001 AND ITS REVISION)

Manufacturers producing self-ballast lamps are obliged to apply the Indonesian National Standard of self-ballast lamps for public illumination service-security requirement and have certificates of products to use the sign of the Indonesian National Standard (SNI) in accordance with provisions in force.
Article 3
The self-ballast lamps for public illumination service as meant in Article 1, which are traded in the country that come from both the country and import are obliged to comply with the requirement (SNI 04-6504-2001 and its revision).
Article 4
(1) To appoint the Directorate General of Metal, Machine, Electronic and Multifarious Industries and the Standardization and Accreditation Center to prepare and execute the application of SNI of self-ballast lamps for public illumination service-security requirement.
(2) The Directorate General of Metal, Machine, Electronic and Multifarious Industries has the task of providing technical counseling for manufacturers of self-ballast lamps for public illumination service with regard to the capability of producing products in accordance with SNI requirements.
(3) The Standardization and Accreditation Center issues certificates of products to use the sign of SNI to manufacturers of self-ballast lamps for public illumination service, which apply the quality system and produce products in accordance with SNI requirements.
(4) The Standardization and Accreditation Center is responsible for the implementation of supervision over the use of sign of SNI.
(5) The supervision as meant in paragraph (4) shall be done periodically and at any time along with the Directorate of Information Technology and Electronic Industries.
(6) The supervision as meant in paragraph (5) includes : a. supervision over the quality system;
b. supervision over the quality of products, consisting of the sampling and test of products by test laboratories, which are accredited or appointed by the Minister of Industry and Trade.
Article 5
(1) In implementing this decree, the Directorate General of Metal, Machine, Electronic and Multifarious Industries and the Standardization and Accreditation Center are assisted by the service in charge of industry and trade in regencies/cities and testing centers/institutions accredited or appointed by the Minister of Industry and Trade.
(2) The service in charge of industry and trade in regencies/cities has the task of assisting in the technical administration field.
(3) Testing centers/institutions have the task of sampling and testing products.
