Abst r a k : Tuj uan penelit ian ini adalah unt uk m engopt im alkan kom pet ensi m oral anak usia dini m elalui pem belaj aran t erpadu berbasis m oral. Penelit ian dilakukan di Tam an Kanak-kanak Tri Karya dan Tam an Kanak- Kanak-kanak Nusa I ndah di Medan pada t ahun 2008 dengan j um lah sam pel sebanyak 35 orang anak. Penelit ian t indakan ini m enggunakan m odel dari Kem m is dan Taggart . Model ini t elah dilaksanakan dalam dua siklus dan set iap siklus m em iliki em pat langkah yait u: 1) perencanaan, 2) t indakan, 3) pengam at an, dan 4) refleksi. Analisis dat a m enggunakan analisis kualit at if dan kuant it at if. Hasil analisis kualit at if m enunj ukkan bahwa pem belaj aran t erpadu berbasis m oral m elibat kan berbagai akt ivit as, m edia, dan m et ode. Hasil analisis kuant it at if m enunj ukkan bahw a t erdapat perbedaan yang berart i ant ara t es awal dan t es akhir kom pet ensi m oral anak usia dini. Unt uk m enerapkan pem belaj aran t erpadu berbasis m oral disarankan kepada guru, pengelola pendidikan anak usia dini, penelit i, dan pem erint ah unt uk m erencanakan, m elaksanakan, m engem bangkan dan m endukung m odel pem belaj aran t erpadu berbasis m oral.

Abst r a ct : The obj ect ive of t his research is t o m ake early childhood’s m oral com pet ence opt im ally t hrough t he int egrat ed learning based- m oral m odel. The st udy was conduct ed at
Tri Karya and Nusa I ndah Kindergart ens in Medan in t he year of 2008 wit h n= 35. This act ion research was using Kem m is and Taggart m odel. The m odel has t wo cycles and

Abst r a k : The paper present s t he condit ion of five Com m unit y Reading Places ( TBM) in t he effort t o im prove com m unit y reading int erest . I t aim s t o get dat a on t he hist ory of t he est ablishm ent , facilit ies, t he m anagem ent , and net works of t hose TBM. This st udy is qualit at ive in nat ure wit h t he obj ect of social sit uat ion which has t hree elem ent s; place, act ors, and act ivit ies. The dat a collect ed by observat ion and int erview t o t he m anager or designer of TBM. TBM w hich was founded purely on com m unit y effort s est ablished t o im prove public reading int erest and cult ure , while t he TBM founded on t he idea of governm ent , est ablished because of inst ruct ions from t he governm ent . Organizat ion of act ivit ies has already done well by t he TBM which was founded purely from t he com m unit y, whereas act ivit ies of t he TBM init iat ed by t he governm ent depend on t he dedicat ion and m ot ivat ion of t he m anagers. TBM which was est ablished purely by t he com m unit y are working hard t o build a net work wit h various part ies, while t he TBM under PKBM net work depends on t he creat ivit y of t he m anagers. Abst r a k: Penelit ian ini ber t uj uan unt uk m enget ahui gam baran pelaksanaan yang berkait an dengan pem berlakuan KTSP khususnya pada pem belaj aran I PA di SMP. Jenis penelit ian ini adalah penelit ian survei dengan j um lah sam pel sebanyak 40 orang yang t ersebar di 11 SMP Negeri dan Swast a di Kabupat en Bekasi. Dat a dianalisis dengan m enggunakan analisis deskript if dalam bent uk t abel dist ribusi frekuensi dan persent ase unt uk set iap indikat or dan unt uk set iap dim ensi im plem ent asi KTSP. Hasil penelit ian ini m enunj ukkan bahwa: 1) perencanaan program yang t erdiri dari pem buat an silabus; pem buat an Rencana Pelaksanaan Pem belaj aran ( RPP) , dan program rem edial/ pengayaan m enunj ukkan sebagian besar berada pada kat egori cukup, hanya sebagian kecil saj a berada pada kat egori rendah dan kat egori sangat rendah, 2) pelaksanaan program yang t erdiri dari im plem ent asi kom ponen silabus; im plem ent asi kom ponen RPP, dan program rem edial/ pengayaan m enunj ukkan sebagian besar berada pada kat egori cukup, dan sebagian kecil berada pada kat egori sangat rendah, dan ( 3) pelaporan program yang t erdiri dari penilaian proses dan penilaian hasil m enunj ukkan sebagian kecil saj a berada pada kat egori cukup, dan sebagian besar berada pada kat egori sangat rendah

Abst r a ct : This research was conduct ed t o prove t he PBI m odel can im prove learning out com es, act ivit ies and responses of st udent s in learning. The m odel is applied t o t wo classes XI of High school in Sout h Jak art a. The first is class- XI of I PA1 and t he ot her is class- XI of I PA2. I PA1 given t reat m ent by applying PBI learning m odel, while for class- XI I PA2 perform ed as convent ional classical learning. Aft er t he applicat ion of learning m odels obt ained PBI ’s first t reat m ent of Class- XI of I PA1 av erage value for t he lowest pret es is 3.25 while t he average value is t he highest 6.75. Meanwhile, for class- XI of I PA2, value of t he lowest average is 3.25 and t he highest is 6.25. Post t es for first - class average score is 6.45 and t he lowest t he highest is 8.75, whereas for class XI post t es value I PA2 lowest average is 6.75 and t he highest value of 9.00. I n t he second t reat m ent available, I PA1 class- XI , t he average value of t he lowest st udent score is 5.00 and t he highest average is 7.35, while for class- XI I PA2 average value is 6.45 t he lowest and t he highest is 8.5. I n t he t hird t reat m ent result s obt ained pret es average grade XI of I PA1 lowest and t he highest 3.25 for 4.25. and t he average value post t es st udent s obt ained t he lowest I PA1 is 7.25 and t he highest 9.75. For class- XI I PA2 aver age score of st udent s in t he lowest pret es is 3.00 and t he highest is 4.5. While t he value post t es lowest average is 7.00 and t he highest is 9.00. At first t eachers were not used but t he im plem ent at ion of t he t hird t reat m ent t eachers have m ast ered t he learning m odel PBI well. Teachers hav e been able t o design a m odel of t he PBI wit h a good learning, t eachers have been able t o m ot ivat e st udent s act ively involved in problem - solving act ivit ies, define and organize learning t asks and det erm ine t he st eps t o solve t he problem . Teachers m ot ivat e st udent s t o do reflect ion, and have been able t o evaluat e t he process of invest igat ions conduct ed so t hat st udent s can underst and t heir weaknesses and short com ings of t he reflect ion done.

dicanangkan pada t ahun 1994 dan dit arget kan penunt asannya pada t ahun 2008. Akan t et api dalam pelaksanaannya m asih m enem ui banyak kendala, ant ara lain adalah fakt or biaya, sarana persekolahan, dan keadaan yang m engharuskan anak didik bekerj a, sehingga t arget penunt asan waj ib belaj ar sem bilan t ahun secara keseluruhan belum t ercapai. Khusus Provinsi DKI Jakart a program waj ib belaj ar 9 t ahun t elah berhasil dit unt askan. Angka Part isipasi Kasar ( APK) Sekolah Menengah Pert am a Provinsi DKI Jakart a pada t ahun 2004 t elah m encapai 102,86% , sedangkan unt uk Sekolah Menengah m encapai 81,41% . Berdasarkan fakt a ini, seharusny a provinsi DKI Jakart a m ulai
m eningkat kan kualit as pendidikan warganya dengan program waj ib belaj ar 12 t ahun. Hal ini sesuai dengan perkem bangan kot a Jakart a sebagai kot a j asa yang sej aj ar dengan kot a- kot a besar lainnya di Asia, yang m em but uhkan sum ber daya m anusia yang unggul dan t angguh dalam bidang indust ri j asa. Dalam rangka m enunt askan waj ib belaj ar 12 t ahun, m asih dibut uhkan t am bahan anggaran baik dari APBN, APBD m aupun part isipasi m asyarakat dan dunia usaha. Pem biayaan program waj ib belaj ar 12 t ahun, harus
diarahkan pada pengelolaan dan pengaw asan sum ber daya pem biayaan dan peningkat an kualit as pendidikan.

Sebelum kuesioner disebarkan kepada responden, dilakukan penguj ian validit as dan reliabilit as dengan m enggunakan t es product m om ent correlat ion dan alpa cronbach. Out st anding schools are schools which have already achieved t he “ plus” school crit eria by t he Jakart a Province Educat ion Office. From t he 41 select ed schools cat egorized as out st anding schools in Jakart a, t en of t hem was select ed as sam ple schools. The sam ples of t he respondent s are 150 t eachers who are select ed using proport ional random sam pling t echnique. Dat a was collect ed by using quest ionnaire. Before t he quest ionnaire was dist ribut ed, t he st udy perform s som e init ial t est ing in order t o m ake sure it s validit y and reliabilit y using Product Mom ent Correlat ion t est and Alpha Cronbach t est . Abst r a ct : The evaluat ion m odel for I ndonesian language sust aining t he im plem ent at ion of t he in- effect prim ary school curriculum is different from t he previous one. Accordingly, t his result s in different percept ions and different use of t he m odel by t he im plem ent ers at som e prim ary schools in different dist rict s/ m unicipalit ies. The difference of using t he m odel are ranging from t he sim ple t o t he m ore com plext . The sim ple one m erely covers one score for t he subj ect concerned while t he com plext one encom passes four scores, for: list ening, speaking, reading and writ ing respect ively. The use of various evaluat ion m odels for I ndonesian language would cert ainly result s in a problem because t he evaluat ion syst em has st rong im pact against s t he learning process in t he classroom . So it is worried t hat t he four predet erm ined com pet ence cat agories of I ndonesian language would not t ot ally be achieved by st udent s in t he prim ary schools which use t he sim ple m odel one. This st udy aim s t o ident ify t he obj ect ive read of t he school needs obj ect ively which can be t aken int o account in det erm ining policy int ervent ion t hrough educat ional planning. The specific aim s of t he st udy are t o obt ain inform at ion on: a) t eacher charact erist ics perceived as det erm inant s of t eacher qualit y b) t eacher qualit y which focuses on t heir com pet ence in t eaching and learning process and need assessm ent of t eacher t raining. Findings of t he st udy show t hat t here are m any t eachers whose educat ional backgrounds did not m at ch wit h t he subj ect t hey t each ( m ism at ch) . This is especially t rue in t he case of privat e j unior and senior secondary school t eachers. There was a concern on t he m ast ery of prim ary school t eachers in t he subj ect s t hey t each. At t he j unior and senior secondary levels m ost of t he t eachers had t he m ast ery in m ost part s of t he subj ect s t hey t each. At t em pt s t o im prove t eacher professionalism were conduct ed t hrough t raining. However, m ore t han t wo fift h of t eachers did not part icipat e in any t raining. Training on how t o develop curriculum and t est s were needed by m ost of I slam ic prim ary, j unior secondary and senior secondary t eachers who had non- t eaching qualificat ion background.

However, in it s’ curriculum developm ent was not expect ed wit h t he int ended regulat ion. The expect at ion of t he school curriculum is supposed t o be t he curriculum used by t he count ry under t he OECD ( Organizat ion for Econom ic Co- operat ion and Developm ent ) . The int ended curriculum in t his m at t er part icularly is t he curriculum used by t he educat ional concern which is reference t o t he Graduat e Com pet ence St andard ( SKL) and t he Cont ent St andard ( SI ) t hat all enrich t o wit h reference t o t he OECD m em ber count ry or t he curriculum used by developed count ries. Abst r a ct : The obj ect ives of t he research is t o k now t he im plem ent at ion of policy and im plem ent at ion of t he research program and t he public service at Higher Educat ion ( HE) . The research m et hod is t he m ixed of quant it at ive and qualit at ive m et hods wit h a descript ive analysis. Sam ple of t he research is 160 repondent s t aken purposively of head and m em bers of t he research and public service inst it ut ions at public and privat e of HE. The research was conduct ed for 7 m ont hs from April t o Oct ober 2008 at six provinces: West Nusa Tenggara province, Bali province, Special Yogyakart a province, West Java province, West Sum at era province, and Sout h Sum at era province. Tools and t he t echniques of dat a collect ing are using docum ent at ion st udy, quest ionnaires, int eview, and focus group discussion. Prim ary dat a is t he inform at ion from t he resource persons from HE w hile t he secondary dat a is t aken from t he docum ent s about t he rules as well as t he laws and t he relat ed research done by ot her people. The findings of t he research are: 1) t he policy of research program and t he public service at HE is based on t he general policy of t he HE Direct orat e, Minist ry of Nat ional Educat ion; 2) t he im plem ent at ion of policy in im proving qualit y of HE st ill has const raint s such as t he inst it ut ions of research and public service are st ill separat e, t he socializat ion of program s of public service is st ill low, and m ost lect urers at HE are st il lack of having r esearch m et hodolgy; 3) t he research findings of bot h public and privat e HE can be im plem ent ed t o develop and im prove science.
