Report on audit results of state budget funds use for improvement of sanitary conditions of Dnipro River basin
Audit was conducted during December 2013-February 2014.
Audit object: Ministry of Ecology and Natural Resources of Ukraine, State Agency for Water Resources of Ukraine, Ministry for Regional Development, Construction, Housing and Communal services, Dnipro River Basin Branch for Water Resources Management, Dnipropetrovsk Regional Branch for Water Resources Management.
Main outcomes: the audit showed that the ecological state of the Dnipro River basin water is deteriorating and needs measures to be taken to improve it.
Monitoring data indicate a deterioration of basin’s water quality by hydrochemical indicators and their stable state of radiation, which in turn depends on hydrometeorological situation in the basins of the Dnipro and Pripyat Rivers.
Therefore there is a need to carry out work to ensure the barrier function of the exclusion zone, to prevent the removal of radionuclides by water, and help improve flood forecasting and flood monitoring pollution of water objects.
In 2012-2013 the state budget funds for environmental rehabilitation of the Dnipro River basin by the central executive authorities were not planned to the full extent, including in 2013, for implementation of the State Program of Water Resources and Environmental Rehabilitation of the Dnipro River.
Consequently, the implementation of these activities was not of integrated nature, indicating a need to strengthen the coordination between responsible parties.
However, because of underfunding during 2012-2013 measures for environmental rehabilitation of the Dnipro River were performed in volumes, which did not have a significant impact on the water condition.
