JOINT COMMUNIQUE BETWEEN
TH E REPUBLIC OF INDONESIA AND THE SOCIALIST REPUBLIC OF VI ET NAM
JAKARTA, 14 SEPTEMBER 2011
1. At the invitation of the President of the Republic of Indonesia, H.E. Susilo Bam bang Yudhoyono, the Prime Minister of the Socialist Republic of Viet Nam, H.E. Nguyen Tan Dung paid an official visit to Indonesia on 13-14 September 2011 .
2. The official welcoming ceremony in honour of H.E. Prime Minister Nguyen Tan Dung was held in the Presidential Palace in Jakarta on 14th September 2011. During the visit, Prime Minister Nguyen Tan Dung had talks and attended the reception hosted by President Susilo Bambang Yudhoyono; met with Chairman of the People's Consultative Assembly Taufik Kiemas; witnessed the signing of the VietNam - Indonesia Plan of Action in the period of 2012 - 2015; the Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Indonesia and the Ministry of Foreign Affairs of the Socialist Republic of Viet Nam on Joint Activities to Enhance Bilateral Communications and Consultations; and paid tribute to Kalibata Heroes Cemetery. By the end of the visit, the two Leaders released a Joint Communique.
3. During the talks and the meetings, the two Leaders exchanged information on the outstanding points achieved in the socio-economic development and foreign policy by respective country. President Susilo Bambang Yudhoyono congratulated Viet Nam on the success of the 11th National Congress of the Communist Party of Viet Nam and the election of the 13th National Assembly. Prime Minister Nguyen Tan Dung highly valued remarkable achievements in all fields recorded by the Government and people of Indonesia in the course of national construction and development, helping further enhance the important role and position of Indonesia in the region and the wo rld .
5. In that spirit, the two Leaders agreed to further strengthen cooperation in the areas of politics, security, national defense, economic-trade-investment, and agriculture; and at the same time, strive to expand cooperation into other potential cooperation areas such as education and training, healthcare, information and communication, tourism, sports, culture, and other areas of mutual interest. The two Leaders also commended the effectiveness of the Jomt Commiss1on on Economic, Scientific and Technical Cooperation and agreed to establish the Joint Commission for Bilateral Cooperation at the Foreign Ministerial level.
6. The two Leaders praised the signing of the Viet Nam - Indonesia Plan of Action for 2012 - 2015; the Memorandum of Understanding on Joint Activities to Enhance Bilateral Communications and Consultations; in addition to that of the previous agreements, namely the Memorandum of Understanding on Strengthening of Cooperation between Defence Officials and Its related Activities; and the Memorandum of Understanding on Marine and Fisheries Cooperation. These agreements have created strong legal foundations for Ministries and agencies of both countries to realize cooperation in concrete fields. Both Leaders agreed to promote negotiations to soon sign cooperation agreements in other fields , namely diplomacy, naval cooperation, education and training, sports, information and communication.
7. The two Leaders are pleased to note that the two-way trade volume has been increasing steadily in the recent years and is heading towards trade balance. The two Leaders agreed to strive toward a target of US$ 5 billion in trade volume by 2015 and continue to promote a more attractive and favorable environment for greater and direct two-way trade and investment cooperation. The two Leaders also agreed to continue to bring economic cooperation to a level on a par with current good political relations as well as the enormous potentials of both countries.
8. The two Leaders welcomed the organization of the third round of negotiations on delimitation of the exclusive economic zone; and agreed to accelerate the settlement of the exclusive economic zone boundary of the two countries.
9. Without prejudice to the final settlement of maritime boundary delimitation , the two Leaders also agreed to further strengthen cooperation in marine and fisheries affairs, incltJding the prevention , combating and elimination of Illegal, Unreported and Unregulated (IUU) Fishing and other matters of mutual interest in regional and fisheries forum , as stipulated in the Memorandum of Understanding on Marine and Fisheries Cooperation signed in 2010.

11 The Prime Minister also reiterated his commitment to continue to actively support Indonesia during its Chairmanship of ASEAN in 2011 and the successful convening of the upcoming 19th ASEAN Summit and East Asia Summit in November 2011 in Bali. President Susilo Bambang Yudhoyono affirmed continued cooperation and close coordination of views with VietNam at regional and International forums. striving to promote solidarity, cooperation, and Intra-regional integration.
12. The two Lead ers applauded the successful convening of the 44th AMM/PMC/18th ARF on 18 - 23 July 2011 in Bali, which resulted in encouraging outcomes, particularly with respect to regional issues, such as the Guidelines on the Implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) and working towards the code of conduct in the South China Sea, further developments in Thailand - Cambodia border issue, and the Korean Peninsula.
13. The two Leaders reaffirmed their commitment to establish an ASEAN Commumty by 2015 by accelerating the implementation of the ASEAN Charter and the Roadmap for an ASEAN Community 2009-2015 to create a common peace. secunty, stability, and prosperity in the region ; and to commence deliberation on a post 2015 vision of an ASEAN Community in a Global Commun1ty of Nations.
