1. Background
Institute for Essential Services Reform (IESR), is a think-tank in the field of energy and environment.
IESR encourages transformation into a low-carbon energy system by advocating a public policy based on data-driven and scientific studies, conducting capacity development assistance, and establishing strategic partnerships with non-governmental actors.
The rapid cost decline of renewable energy technologies, particularly solar PV and wind, has stimulated countries around the world to declare their commitments to net-zero emissions. The global average power generation cost of solar PV and wind (average onshore and offshore) fell to 4.8 and 5.5 cents/kWh, respectively, which is more than 60% decline within the past decade1. In 2021, the Indonesian government also submitted its long-term strategy (LTS) to UNFCCC, with a more ambitious scenario than NDC that is expecting the GHG emission to decline a er 2030 and achieve NZE by 2060 or earlier. Subsequently, in the energy sector, the MEMR of Indonesia introduced Net Zero Emission Scenario in Power Sector, which targets 87% renewable energy (RE) and 13% abated fossil generators (i.e., CCS coal and CCS Gas) with a total capacity of 672 GW by 2060. [ref]
Although the Indonesian governmentʼs commitment to climate change mitigation has been reinforced, the electricity system in Indonesia practically is still very dependent on CFPPs, which contributed to about 67.21% of the share of power generation mix in 2022. It is expected to continue to increase in the next few years, given that about 13.8 GW contracted CFPP is in the pipeline. A stronger commitment, thankfully, has been expressed by the government through Presidential Decree 112/2022 about the Acceleration of Renewable Energy Development for the Supply of Power that establishes the new price-ceiling mechanism for renewable energy, which potentially attracts more investment and developerʼs interest. Furthermore, the directive is the preliminary legal ground for the early retirement of CFPPs and mandates the retirement roadmap. Nonetheless, there are still aspects that are lacking, for example, incentive schemes so that renewables can be more competitive2.
With this background, Institute for Essential Services Reform is publishing a report and platform launching of LCOE which will provide information about the data and projection of electricityʼs cost in various technologies. This research report and tools are public access to be reference data for all on calculating and forecasting the future electricity cost.

The webinar objectives are as follow
1. To launch an IESR report and platform that could provide research-based projection of electricity cost in various technologies.
2. Demonstrate the IESR platform of electricitycost.id to the public.
3. To discuss the trend of electricity cost and projection of renewable energy development as competitive electricity sources.

With the Request for Proposal (RFP), IESR is soliciting proposals from event organizers to host the webinar. IESR will evaluate all proposals that have been submitted. A er reviewing all proposals, IESR will select the company/institution that brings the appropriate expertise and best fits the objectives of the event, and articulates a clear and achievable production plan to meet those objectives within the specified timeframe.
3. PROPOSAL GUIDELINES
If the organizations submitting the proposal must outsource or contract any work to meet the requirement, this must be clearly stated in the proposal. In addition, the costs included in the proposal must cover the work outsourced or contracted. Each outsourcing or contracting organization must be identified and described in the proposal. All submissions must be signed by an authorized agent or representative of the company.
Please itemize all costs and include a description of the related services. Terms and conditions of the contract will be negotiated upon selection of the winning bidder for this RFP.
4. REQUEST FOR PROPOSAL AND PROJECT TIMELINEProposal Timeline:
Proposal will be accepted until 10.00 P.M on Monday, 6thMarch 2023. Any proposal received a er the deadline will be regarded as inadmissible. Please kindly send the proposal to Energy Transformation Program through emaildeon@iesr.or.idand cc:uliyasi@iesr.or.id(communication manager, IESR) and rahmat@iesr.or.id (program officer, IESR). Please include "RFP Response - EO LCOE 2023" in the email subject.
The evaluation of the proposals and the winning bidder will be announced on Wednesday, 8 March, 2023. A er notification, contract negotiations with the winning bidder will begin immediately and must proceed very quickly to meet the activity schedule.
Timeline Activities
The agreement of activities must be implemented immediately a er the contract is signed.
5. COST AND SERVICES
All proposals must include proposed costs (in IDR) to accomplish the tasks described in the project scope. Costs should be expressed as one-time costs or non-recurring costs.
Cost and Services included:
Venue Broadcast Studio to allow for smooth execution of webinar activities and able to host speaker and moderator (2 people) and staff (around 5 people) from IESR and other supporting crew members from the organizer
Dedicated internet of 100 mbps that would allow for simultaneous zoom webinar and youtube broadcast
Event promotion
support Promotional material consist of three carousels, and one short video Supporting Event Event broadcast equipment to support webinar online activities
(included camera, lighting, sound system, dedicated microphone) Sufficient number of Official Crew with excellent capacity to conduct webinar
Interpreter Indonesia - English (familiar in energy issue is a must) Virtual Platform Zoom Account HD Quality for 500 participants

Estimated budgets from IESR for all the costs and services described above is in the range of IDR 40-45 million. Clear description of budget breakdown would help IESR in evaluating the proposal and
whether there are added services provided beyond the scope asked above.

6. EVENT ORGANIZATION QUALIFICATION
The Provider should provide the following items as part of their proposal:
● Description of experience in offline events and event organization
● Examples of three or more similar events conducted by your organization
● Testimonials from previous clients about events conducted by your organization
● Resources you will assign to this project (total number, roles, job titles, experience)
● Confirmation of project completion timeframe
● The concept of organizing the event to be offered
