Abstract: Health is a primary right of every individual and must be guaranteed by the state;
therefore, the state has regulated the health of its citizens as stipulated in the 1945 Constitution Article 28 Section 3 which is further regulated in law No. 40 Year 2004 concerning the national social security system. One of the concerns of the government is that many Indonesians who have reached the age of 50‐60 years who experience vision problems due to cloudy eye lense or cataract. The government concern is can be seen from their attention on health problems by passing Minister of Health Regulation No. 29 Year 2016. Concerning with eye Health Care Services at the Health Care Amanities and the Director of Health Service Security on Health (SSAH) passed a regulationNo. 2 Year 2018 concering with cataract service security service.The Method Used in this study is a normative juridical method, using secondary data consisting of primary, secondary and tertiary legal materials. The end purpose of this study is to get clarity about the legal protection of patients against health services by the Health amenities and SSAH or BPJS with the existence of restrictions on cataract surgery and to find out the claim procedures concerning with this restriction.

BACKGROUND
Health is a basic right of every citizen and the state is mandatorily responsible for it. There are plenty of strategies the government tries to endorse in accordance with health care including preventive actions, firstly, to avoid any possible deseas attact mankind, secondly, promotive action that is to empower the community to maintain and improvehealth level and thirdly, the currative action that is to provide excellent service for the sick people to be able to use the state health services.1
Here are some legal basis why National Healt Services is promoted to become a unified health security for every citizen. First of all is the Universal Independence of Human Right declared on 10th of Decemebr 1948. Furthermore, in the Indonesian constitution year 1945 article 25 section (1) which states that every citizen has right to posess better living and his or her family, including the right on having food, clothing, housing, health services, social services including while unemployed, being sick, disable, widow/widower, rich an elderly age or any other causes that result in unprosperousity beyond his capasity to manage that caused him or her to live under the minimum living standard.” Another legal basis is article 34 section 4 of 1945 constitution that says The state is responsible in providing health ammenities services for the betterment of its people or for humanity reasons.2

Abstract: Telemedisin in Indonesia was known a few years ago but unfortunately did not make progress in its implementation. As technology developed during the Industrial Revolution 4.0 era, Indonesia returned to pay attention to the telemedicine system. One manifestation is the enactment of Minister of Health Regulation No. 20 of 2019 concerning the Implementation of Telemedicine Between Health Service Facilities. In the preamble of this Permenkes, it appears that the spirit of doing telemedicine is in order to bring health services closer and improve the quality of health services in health facilities in remote areas that prioritize patient interests and safety. Despite the fact that telemedicine currently available in Indonesia is more personal between doctors and patients. Of course, this can be considered to violate existing regulations, because there are no rules that frame them. In addition to the benefits derived from telemedicine because health services for remote areas are increasingly affordable and faster, there are still many obstacles in terms of ethics and law. In legal matters, the lack of rules that frame the implementation of telemedicine can jeopardize the position of doctors in the event of a medical dispute. In terms of ethics, there are still a number of things that are not in accordance with the principles of bioethics, namely beneficence, non‐maleficence, autonomy, and justice. It is feared that the doctor‐patient relationship will fade in telemedicine. The doctor's professional standard is also the case, because a doctor may not be able to conduct a direct examination of patients. There are still many obstacles in the implementation of telemedicine that this should be a challenge for the Indonesian government through the Ministry of Health to pay more attention and make clearer rules to frame the implementation of telemedicine in Indonesia.

PENDAHULUAN
Dunia kesehatan mengalami kemajuan yang cukup pesat akhir‐akhir ini. Indonesia sebagai salah satu negara berkembang di Asia Tenggara berusaha mengikuti perkembangan bentuk layanan kesehatan sesuai era Revolusi Industri 4.0, diantaranya dengan telemedisin yang banyak menggunakan kemajuan teknologi informasi dan komunikasi.
Kesehatan adalah hak asasi manusia, seperti disebutkan dalam UUD 1945 pasal 28H, “Setiap orang berhak hidup sejahtera lahir dan batin, bertempat tinggal, dan mendapatkan lingkungan hidup yang baik dan sehat serta berhak memperoleh pelayanan kesehatan”.
Sayangnya mewujudkan pelayanan kesehatan yang merata bagi seluruh rakyat Indonesia, sebagai negara kepulauan dengan lebih dari 17000 pulau, bukanlah sesuatu yang mudah.

Background: Nutrition plays an important role in health maintenance, rehabilitation, and prevention and control of disease for the elderly. If undetected, nutritional problems among the elderly may result in more rapid deterioration of health and early death.
Methods: In this study, the researcher conducted descriptive correlational design to describe the perspectives of trained health workers and significant others on the nutritional condition of the elderly in terms of nutritional screening, nutritional assessment, and nutritional indication score.
Results: The population of this study is the trained health workers in Bambanglipuro and the significant others of the elderly who met the inclusion criteria. There are 50 of trained health worker respondents and 112 significant other respondents. Their assessment was assessed by themselves and tested significant differences using the T-test. All the computed t values were less than T values of 1.96. This result shows that the null hypothesis is accepted, meaning there is no significant difference between the assessment of the trained health worker respondents and the significant other respondents on the nutritional condition of the elderly. It proved that the significant others completely knew about the nutritional condition of the elderly.
Conclusions: Proposed action plan can be applied for enhancement of the nutritional condition of the elderly, such as to conduct a lecture related to the importance of assessing the physical problems of the patient, conduct a lecture related to the importance of assessing the patient’s mode feeding, conduct a training workshop related how to measure Calf Circumference and Mid-arm Circumference (MAC).

INTRODUCTION
The number of elderly people worldwide will dramatically increase over the next decades. A study was found that the world's elderly population is exploding, with the number of people aged 65 and over expected to more than double by 2050 (Davies, 2016). Biological aging and disablement processes occur continuously and varies between individuals. Many factors affect individual aging and there is a large heterogeneity between individuals. Social, economic, physiological and psychological changes with aging have effects on eating patterns and nutritional status.

Abstract: The internet offers unprecedented power to provide users with health information for patients, health professionals, and professionals. Maintaining the integrity, data systems, and confidentiality of individual health information, quality of content, and consumer protection and the commercial interests of the health industry against unethical practices, are areas of greatest concern in the implementation and use of the Internet. However, there is no national and international legislation for regulating the use of online-based health services. This research is a Literature review that aims to explore ethical and legal issues in the use of online- based health services (E-Health). The review process begins by identifying journal articles that are relevant to the research topic. This study concludes that the use of online-based health services (E-Health) is an important public health issue. E-Health emerged as a tool for developing new diagnostics and therapeutic interventions. Ethical issues related to crossing clinical practice and online communication about health services. This allows discriminatory or unethical behavior and is not following the professional code of ethics. E-Health licensing standards and regulations have not been implemented in many countries. So that health workers are required to code of ethics in the use of online-based health services (E-Health).

Abstrak: Internet menawarkan kekuatan yang belum pernah ada sebelumnya untuk menyediakan pengguna informasi kesehatan bagi pasien, tenaga kesehatan dan profesional.
Menjaga integritas, sistem data, dan kerahasiaan informasi kesehatan individu, kualitas isi, dan perlindungan konsumen dan kepentingan komersial industri kesehatan terhadap praktik-praktik yang tidak etis, adalah bidang yang menjadi perhatian terbesar dalam implementasi dan penggunaan Internet. Namun belum ada legislasi nasional dan internasional untuk pengaturan tentang penggunaan layanan kesehatan berbasis online.
Penelitian ini merupakan Literature review yang bertujuan untuk mengeksplorasi issue etik dan hukum dalam penggunaan layanan kesehatan berbasis online (E-Health). Proses review dimulai dengan mengidentifikasi jurnal artikel yang relevan dengan topik penelitian.
Simpulan penelitian ini bahwa penggunaan layanan kesehatan berbasis online (E-Health) adalah masalah kesehatan masyarakat yang penting. E-Health muncul sebagai alat pengembangan diagnostik baru dan intervensi terapeutik. Adanya masalah etika yang berkaitan dengan persimpangan praktik klinik dan komunikasi online tentang pelayanan kesehatan. Hal ini memungkinkan adanya perilaku diskriminatif atau tidak etis serta tidak sesuai dengan kode etik profesi. Standar lisensi dan regulasi E-Health belum dilakukan di
