Overview

Thank you for your interest in the position of Gender and Inclusion Manager with the KOMPAK Program, as managed by Abt JTA on behalf of the Australian Government.

This document includes information on the following:  Program Overview;

 Introduction to Abt JTA;  Application process;  Terms of Reference; and  Key Selection Criteria.

Program Overview

KOMPAK is a large and complex program that is uniquely placed to add value to the Government of Indonesia’s own efforts to improve the social and economic conditions of its citizens; it is aimed at economic expansion and poverty reduction in Indonesia. Abt JTA is supporting frontline services—including health and education—while identifying governance constraints. The work accompanies implementation of Village Law, new national rules that empower local communities and increase the direct flow of money to village governments and services. KOMPAK seeks to strengthen the capacity of all levels of government to improve services, respond to citizen needs and contribute to stable prosperity.

Terms of Reference

The Services that the successful candidate is to provide include, but are not limited to, fulfilling the following Terms of Reference:

Position Title: Gender and Inclusion Manager

Duty Statement

The position will provide high quality cross-program technical support to KOMPAK work streams to to influence their work and ensure that program delivery across KOMPAK effectively incorporates gender and inclusion in design, delivery, monitoring and evaluation. This position will also develop positive working relations with KOMPAK’s embedded TA in the ministries to help foster support for an agenda of gender equality and inclusion.

Pemegang Jabatan ini akan memberikan bantuan teknis lintas program dengan mutu yang tinggi kepada pengarusan kerja KOMPAK guna mempengaruhi pekerjaan mereka dan memastikan bahwa penyelenggaraan seluruh program KOMPAK secara efektif menggabungkan jender dan inklusi di dalam rancangan desain, penyampaian, pemantauan dan evaluasi. Pemegang Jabatan ini juga akan mengembangkan hubungan kerja yang positif dengan para TA yang ditugaskan di dalam kementerian guna membantu membina dukungan untuk agenda kesetaraan jender dan inklusi.

Specific Duties

1. Provide cross-cutting technical support to program work streams to influence their work and ensure that program delivery across KOMPAK effectively incorporates gender and inclusion in design, delivery, monitoring and evaluation. Specifically this may also include: technical inputs to program supported pilots (eg. Bappenas district pilots, Landasan and Kiat Guru); some analysis of frontline sector budget allocations; and technical review of the tools and smart practices for evidence-based planning and gender budgeting. 2. women, and uses gender responsive indicators and monitoring processes for all program activity design, implementation and monitoring.

3. Develop and maintain effective working relations with KOMPAK embedded TA in the Ministry of Villages, Ministry of Home Affairs, PMK and BAPPENAS to promote open exchange of information and knowledge sharing related to issues of gender, equality and inclusion and foster support of embedded TA to advance women’s empowerment, inclusion and gender equality in KOMPAK’s policy support to GoI ministries.

4. Participate in field missions monitoring implementation of Village Law, providing practical recommendations to share with government to support their efforts to strengthen implementation. This may also include helping to arrange field missions, including those involving government, donor and other partners.

5. Assist the program to leverage existing politically networked champions connected to programs including MAMPU, Peduli and PEKKA, and beyond, who are already working to influence the MoV and MOHA development and implementation of policies

6. Bring learning, good practice, innovation and new networks to the program to support innovation, sharing and learning on women’s empowerment, inclusion and gender equality.

7. Support KOMPAK’s efforts to proactively form alliances with other donor and DFAT funded programs (eg. MAMPU, KSI, AIPJ and PEDULI) with objectives aligned with KOMPAK’s own to link up activities, complement and leverage existing resources and assets.

8. Complete other tasks as directed by the IEC Lead.

4. Berpartisipasi dalam misi-misi pemantauan dan implementasi Undang-undang Desa ke lapangan, memberikan rekomendasi praktis untuk dibagi bersama dengan pemerintah guna mendukung usaha-usaha mereka untuk memperkuat implementasi. Dalam hal ini termasuk membantu mengatur misi-misi kunjungan ke lapangan, termasuk yang melibatkan pemerintah, donor dan mitra lainnya. 5. Membantu program untuk meningkatkan jaringan kerja yang secara politik sudah ada dan terhubung kepada program-program termasuk MAMPU, Peduli dan PEKKA, dan di luar itu, yang sudah bekerja untuk membantu pengembangan dan implementasi kebijakan kepada Kementerian Desa dan Kementerian Dalam Negeri. 6. Membawa serta pembelajaran,

praktek-praktek yang bagus, inovasi dan jaringan baru untuk mendukung inovasi, berbagi dan pembelajaran dalam pemberdayaan perempuan, inklusi dan kesetaraan jender.

7. Mendukung upaya-upaya KOMPAK untuk secara proaktif membentuk aliansi dengan donor lain dan program-program yang didanai DFAT (seperti MAMPU, KSI, AIPJ dan Peduli) dengan obyektif yang selaras dengan tujuan KOMPAK guna meningkatkan pertautan semua kegiatan, saling melengkapi dan meningkatkan sumberdaya dan aset-aset yang sudah ada.

8. Melengkapi tugas-tugas lain sesuai pengarahan Pimpinan IEC.

 Immediately report any suspected fraudulent or corrupt activities to your KOMPAK supervisor or relevant Director.

 Proactively identify and report risks, and manage risks within your level of accountability.

 Undertake other duties as required by your supervisor.

 Comply with Abt JTA and Program’s policies on gender, disability, fraud and anticorruption, HIV and AIDS, child protection and the environment.

Key Selection Criteria

For your application to be considered by the panel, interested applicants must submit a response to each of the following Key Selection Criteria:

KSC 1. A degree in a relevant field (gender and social studies, legal studies and so on; KSC 2. At least 8 years of relevant experience in community development programs,

working with the Government of Indonesia;

KSC 3. Demonstrated experience adapting and providing practical support governments to utilize various tools and approaches that support gender equality and inclusion; KSC 4. Ability to work independently and set priorities, take initiative and work well as part

of a team;

KSC 5. Written and verbal communication skills of a high order able to develop good drafts of reports and analysis in a clear, concise and convincing manner;

KSC 6. Interpersonal communication skills of a high order able to forge relations easily with a range of stakeholders including for example: civil society, government, donors, development partners and private sector; and

KSC 7. Fluency in Bahasa and English languages.

If no response to the above Key Selection Criteria is made, applications will not be considered further.
