Implementation
To help safeguard the sustainability of the Company’s operations, FIF bases the implementation of its CSR programs on the Catur Dharma Astra philosophy and a structured corporate policy. Every year, the Company regularly publishes statements from the President Director and the Corporate Policy employed to determine its CSR future implementation measures. The President Director’s Statement serves as a general guideline for each employee and the Company to achieve the targets for the given year. The Corporate Policy, however, is more specific and descriptive in nature, in particular in the Occupational Health, Safety & Environment (OHSE) and Corporate Social Responsibility (CSR) aspects.

The Company implements a series of CSR programs under the Astra Friendly Company management system, which focuses on Education, Economic Empowerment, Public Health, Environment, and Community Relationship, and covers National, Regional, and Branches’ areas.
In terms of ongoing programs’ strategic implementation, the Company established the Winning Team to synergize externally and internally with ikaFIF (FIF Employees’ Association), KopFIF (FIF Cooperative), Astra International and Astra Group Subsidiaries, Organizations/Foundations/Social Institutions, Customers, and Suppliers, including a special cooperation with Astra Buana Insurance. Systematically, a process covering steps on Plan-Do-Check-Action that includes a Routine Review is essential for program implementation. The culture of gratefulness and social awareness processes therefore are at the heart of every successful implementation of these programs.
CSR applications are based on the Company’s operational areas and direct interaction points with stakeholders, such as teachers communities, people living nearby FIF’s offices or operational areas, customers and their families, colleagues at FIF, and respective governmental administrations.

Donation Provision Policy
a. Requests for donation from people living nearby the Company’s operational areas, such as community units, neighborhood units, villages and districts, are proposed by FIF branches, to be subsequently evaluated and decided by the head office. It is highly possible for FIF to synergize with other Astra subsidiaries to provide this donation.
b. Requests for donation covering larger regional areas, such as provinces and the country, from organizations, foundations, or individuals, will be coordinated by FIF’s departments, and are informed to the Director in charge of the Environment & Social Responsibility. It is highly possible for FIF to synergize with other Astra subsidiaries to provide this donation.
c. As a principal material for donation request evaluation, the Corporate Environment & Social Responsibility administer the provision of donations to foundations, organizations, agencies, or institutions.
d. Each request for donation related to SESR and related foundations, organizations, or individuals, must be coordinated with the Management Representative and the Director in charge of Corporate Security, Environment and Social Responsibility.

Based on the Catur Dharma philosophy and the Company’s vision to “meet the expectations of customers, employees, shareholders, creditors, and the government,” FIF is highly committed to the public and community development through its integrated CSR programs.
Through the Astra Friendly Company (AFC) standards, the Company is expected to integrate social aspects in each of its business decisions by taking into account the Catur Dharma principles and to implement systematic

sesuai ”kontrak sosial”-nya yakni memenuhi hak-hak pemangku kepentingan. Dengan demikian, Perseroan senantiasa memilih langkah yang membawa dampak negatif terkecil bagi kepentingan masyarakat serta komunitas.
Standar AFC memberi pedoman konstruktif untuk
meningkatkan kualitas hubungan Perusahaan
dengan para pemangku kepentingan, termasuk para karyawan, keluarga dekat mereka, para pemegang saham, pelanggan, pemasok, komunitas, pemerintah, lingkungan, dan masyarakat umum. Hubungan yang seimbang dan harmonis harus dikembangkan dan dipelihara, agar tercipta kemitraan saling menguntungkan dengan semua pemangku kepentingan. Standar yang ditetapkan dalam AFC mengatur Sistem Manajemen, program-program CSR, dan Indikator Kinerja Utama bagi penerapan inisiatif-inisiatif CSR.
Sistem Manajemen AFC memiliki tiga komponen utama, yakni:

Memastikan seluruh program CSR dapat membantu Perusahaan dalam memenuhi hak para pemangku kepentingan.
AFC memberi pedoman bagi Perseroan dalam menentukan prioritas terhadap setiap program CSR, menyangkut minat para pemegang saham.
Setiap program CSR ditujukan untuk memberi solusi terhadap masalah yang muncul di masyarakat sebagai akibat kegiatan bisnis. Solusi ini difasilitasi dalam program pengembangan masyarakat dengan memakai penilaian kebutuhan, pemetaan sosial, dan studi kelayakan sebagai acuan.
Indikator Kinerja Utama (Key Performance Indicators atau KPI) dipakai sebagai alat ukur untuk mengevaluasi target yang dicapai setiap program CSR. KPI merupakan metode evaluasi obyektif tentang keberhasilan Perusahaan dalam memenuhi kebutuhan pemangku kepentingan.

The AFC provides the guideline for the Company to determine the priority for each of its CSR programs in relation with the interests of the shareholders.
The implementation of each CSR program is aimed at providing solutions to the problems that may arise due to FIF’s presence and business operations among the society. These solutions are facilitated through the society empowerment programs by assessing the needs, mapping social issues, and conducting feasibility studies to provide a sound framework of reference. The Key Performance Indicators (KPI) serve as a tool to evaluate targets achieved by each CSR program. The KPIs are an objective method for evaluating the Company’s success in fulfilling the needs of all stakeholders.

Proses assessment Astra Friendly Company (AFC) telah diimplementasikan secara komprehensif sejak tahun 2007, dimana status internal assessment pada tahun 2011 menghasilkan status 5 star: 6 cabang, 4 star: 14 cabang, 3 star: 33 cabang, 2 star:14 cabang, 1 star: 4 cabang, dan patrol: 4 cabang.

AFC Status Achievement
The Astra Friendly Company (AFC) assessment processes have been implemented comprehensively in the Company since 2007. The internal assessment in 2011 yielded the 5-star status for 6 branches, 4-star for 14 branches, 3-star for 33 branches, 2-star for 14 branches, 1-star for 4 branches, and the Patrol status for 4 branches.
The five-star certification was bestowed by the Environment & Social Responsibility Division of Astra International for FIF’s branches in Denpasar, Bandung 1, Semarang, Solo, and Makassar. The Mataram branch attained 5-star status, while Surabaya and Karawang each got a 4-star status from the External Assessment. These status improvements in 2011 resulted from the strong commitment from all employees and their awareness on nurturing relationship with all stakeholders.

No 20 Tahun 2003 tentang Sistem Pendidikan Nasional (RENCANA STRATEGIS Kementerian Pendidikan Nasional 2010-2014, Bab I - Latar Belakang Hal 1-5).
Namun demikian, disebabkan oleh kendala-kendala geografis, kemampuan pemerintah daerah, kompleksnya sistem pendidikan nasional dan masalah kesejahteraan guru, banyak sekali guru-guru di daerah (khususnya yang jauh dari pusat pemerintahan), kurang mendapatkan kesempatan yang maksimal untuk mengembangkan kompetensi mereka. Akibatnya, proses pembelajaran yang mereka lakukan di sekolah menjadi tidak berkembang dan berakibat pada mutu para lulusan yang kurang berkualitas. Oleh karena itu, PT. Federal International Finance (FIF), membantu pemerintah dalam mewujudkan peningkatan mutu pendidikan, kesejahteraan guru dan kecakapan hidup (life skills) masyarakat.
Pemberdayaan Ekonomi Masyarakat
Salah satu upaya dalam membantu optimalisasi sumber daya perekonomian masyarakat dan langkah nyata kontribusi dalam pembangunan, Perseroan mengembangkan program bantuan pemberdayaan ekonomi masyarakat bagi kelompok masyarakat kurang mampu. Program tersebut memiliki bagian penting keberhasilan program seperti pendampingan berkelanjutan yang dibantu lembaga pendamping dan tentunya hal-hal yang mampu meningkatkan kemampuan seperti pelatihan spesifik serta pemberian dana bergulir. Diharapkan dengan pola bantuan ini, mampu menjadi pintu masuk peningkatan kualitas hidup dan kesejahteraan masyarakat.
FIF telah membantu memberdayakan masyarakat dalam bentuk pelatihan mekanik, pelatihan membuat mie, pelatihan pengemasan, pelatihan manajemen keuangan untuk kelompok ibu-ibu, pemberdayaan budidaya lele sangkuriang, pemberdayaan petani sayur, dan kegiatan usaha kecil menengah lainnya di berbagai kota.
Kesehatan Masyarakat
Kesadaran tentang pentingnya kesehatan, akan membawa dampak peningkatan kesehatan masyarakat. Perseroan telah membantu membangun kualitas kesehatan masyarakat melalui beberapa program penyuluhan gizi melalui Pos Pelayanan Terpadu (Posyandu), bantuan mobil tim medis, periksa kesehatan gratis, mobil layanan peduli kemanusiaan, donor darah, dan bantuan operasi pasien colostomy.

However, limitations in terms of regional administrations’ capabilities, geographical obstructions, complicated national education system, and teachers’ welfare problems, provide few chances to the teachers, particularly those living remotely, to enhance their competence. As a consequence, teachers find it hard to develop their teaching skills, resulting in the low overall quality of school graduates. Therefore, PT Federal International Finance (FIF) assists the Government in raising the bar for education, teachers’ welfare, and people’s life skills enhancement programs.
Economic Empowerment
As one of the ways to help optimize the economy and the use of available resources and also as a concrete move toward public development, the Company initiated a number of public economic empowerment assistance program for the underprivileged. The program provided continuous assistance supported by foundations and other things that can improve capabilities, such as specific trainings and rolling funds provision. The Company hopes that this method of assistance will pave the way towards better quality of life and greater public welfare.
FIF has contributed and helped empower selected communities through trainings and other activities. These include training for mechanics, training for noodle making, training for packaging, financial management training for housewives, catfish aquaculture training, vegetable farming training and other SME activities in various cities.
Public Health
Awareness on the importance health will eventually improve public health. In 2011, FIF engaged in the improvement of public health quality through nutrition counseling programs via Posyandus, mobile clinics, free health checkups, humanitarian service vehicles, blood donation, and free colostomy surgeries.

The Company has been successful in identifying the needs of the communities surrounding it and initiated sustainable social responsibility programs that targets the public and local governments. The awareness program has priority scales and is made manifest in the provision of grants.
Environment
Being consistently committed to the creating of a comfortable, beautiful, clean, and healthy environment, the Company pays considerable attention to global warming, energy saving, economic use of natural resources, and positive behaviours that encourage frugality in terms of natural resources utilization. The programs implemented in 2011 include cleaner production, conservation, cleanliness and environmental health programs, as well as the application of the Reduce-Reuse-Recycle lifestyle.

Awards
FIF received Top CSR Award in Scholarship Program 2011 at the 2011 Charta Peduli Indonesia from the non-profit humanitarian institution Dompet Dhuafa, due to the Company’s focused attention to the education sector. FIF has contributed to the education sector for the country since its establishment 23 years ago. In 2011, FIF provided scholarships to 3,000 underprivileged students and trainings for increasing professionalism and welfare of more than 6,000 teachers. Also, FIF donated more than 3,000 books for libraries and renovated classrooms in many schools.
