Report of performance audit results of state budget funds use, allocated in 2012-2013 for public control in the sphere of environment protection, rational
use, reconstitution and protection of natural resources
Audit was conducted during March–June 2015.
Audit object: Ministry of Ecology and Natural Resources of Ukraine, State Ecologic Agency of Ukraine, State Ecologic Inspections in Lviv, Kharkiv, Odesa, and Kyiv Regions, State Ecologic Inspection in Kyiv City, State Ecologic Inspection of the North-Western Region of the Black Sea.
Main outcomes: during 2012-2013 agencies of the State Ecologic Inspection were operating in conditions of constant shortage of financing from general and special funds of the state budget, the ineffectiveness of internal controls, and incomplete staffing, which adversely affected the achievement of planned targets.
As a result, the State Ecologic Inspection did not provide a full range of implementation measures defined by its state target programs and the National Action Plan for Environmental Protection.
Legislation of Ukraine designates the authorities for state supervision (control) in the field of environmental protection, rational use, reproduction and protection of natural resources, their powers, interaction and rules for conducting monitoring. Government and the Ministry of Ecology and Natural Resources of Ukraine approved by-law regulations on issues of environmental control measures, providing the necessary conditions for its implementation on the principles stipulated by the relevant order.
