Chief Monitoring and Data Analysis Section (P-5), VA46-02-2013
The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its Headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the Treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 321 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.
Under the supervision of the Director, International Data Centre Division (IDC), to:
Supervise the tasks of the Units to ensure smooth and timely production of the results of International Monitoring System (IMS) data processing (IDC products) in waveform and radionuclide technologies, the fusion of data from all technologies and the calculation of atmospheric transport modeling;
Be responsible for the operating schedules and procedures for the section staff members, the majority of whom are the staff who interactively review IDC products;
Propose, review and evaluate recommendations to enhance procedures in interactive analysis, to achieve optimal production of IDC products, and ensure the implementation of these procedures;
Coordinate with the IMS Division in order to ensure the evaluation of data from IMS stations; Provide, in coordination with other sections, training and technical support for States Signatories;
Support, in coordination with other sections, the testing, evaluation and enhancement of the IDC applications software related to the processing of data from all technologies;
Interact as necessary with other divisions and sections in order to ensure smooth implementation of tasks; Be responsible for the training, coaching and development opportunities for Section staff;
Perform other duties as assigned.
Qualifications:
Advanced university degree in physics, geophysics, acoustics or a related field;
At least 10 years relevant working experience in the field of analysis of seismic, acoustic or radionuclide data, preferably in an international environment and a minimum of three years in a managerial position with proven ability to manage staff;
Excellent written and oral communication skills in English are essential. Working knowledge of one of the other official languages of the CTBTO Preparatory Commission is an asset.

Leadership: Ability to provide leadership and direction to a highly professional and multicultural team; proven record of building and managing teams and creating an enabling environment.
Managing performance: Ability to coach, mentor, motivate and develop staff and encourage good performance.
Judgment/Decision-making: Good judgment and initiative, imagination and resourcefulness, energy and tact; capable of ensuring an effective work structure to maximize productivity and achieve Section’s goals.
Remuneration/Contract:
CTBTO offers an attractive remuneration package with competitive pay and benefits. The level of pay for internationally recruited staff is set within scales comparable to United Nations salaries. The indicative annual net base for this particular post includes a starting tax free salary of US$ 80,734 (single rate) and US$ 86,904 (dependency rate), plus a variable Post Adjustment which stands at 59,60% for Vienna, Austria (at the time of publication). The post adjustment is reviewed from time in line with the provisions that apply to staff in other comparable International Organizations.
Additional benefits attached to the post include, where applicable, dependency allowance, education grant, rental subsidy, six weeks annual leave and home leave travel every two years. The salary offered is subject to deductions of contributions to the CTBTO Provident Fund and Health Insurance Scheme.
Initial contract for a fixed term of three years.
