St ressing t he need t o enhance t he funct ioning of t he Com m ission on Narcot ic Drugs t o enable it t o discharge it s new m andat es em anat ing from t he t went iet h special session of t he General Assem bly, at which Mem ber St at es wer e called upon t o report biennially t o t he Com m ission on t heir effort s t o m eet t he goals and t arget s for t he years 2003 and 2008 set out in t he Polit ical Declarat ion adopt ed by t he
Assem bly at t he special session,1/ on 10 June 1998,
Not ing t hat t he t went iet h special session of t he General Assem bly has been designat ed as a m aj or global conference wit hin t he fram ewor k of t he Unit ed Nat ions syst em and t hat follow- up will be review ed in t hat cont ext ,
Recognizing t he crucial role of t he I nt ernat ional Nar cot ics Cont rol Board in m onit or ing t he im plem ent at ion of t he int ernat ional drug cont rol t reat ies,
Not ing wit h concern t hat t he low level of cont ribut ions t o t he Fund of t he Unit ed Nat ions I nt ernat ional Drug Cont r ol Pr ogram m e has adverse consequences for t he abilit y of t he Pr ogram m e t o fulfil it s m andat es and t o r espond t o em er ging priorit y needs,
Reit er at ing t he need t o st rengt hen int er - agency cooperat ion and coordinat ion wit hin t he Unit ed Nat ions syst em t o count er t he world drug problem ,
Recalling it s resolut ion 1997/ 37, in which t he Secret ary- General was request ed t o convene a high- level expert group t o review t he Unit ed Nat ions I nt ernat ional Drug Cont rol Pr ogram m e and t o st rengt hen t he Unit ed Nat ions m achiner y for int er nat ional dr ug cont r ol,
Com m ending t he work carried out by t he high- level expert group and expressing appreciat ion for it s report and com prehensive recom m endat ions,2/

agenda of t he Com m ission should be st ruct ured in t wo dist inct segm ent s, as follows:
( a) A nor m at ive segm ent , during which t he Com m ission would discharge it s t reat y- based and norm at ive funct ions, including m andat es received from t he General Assem bly and t he Econom ic and Social Council, and deal wit h em erging drug cont rol issues;
( b) An oper at ional segm ent , dur ing which t he Com m ission would exer cise it s role as t he governing body of t he Unit ed Nat ions I nt ernat ional Drug Cont rol Program m e and consider issues relat ed t o t he provision of policy guidance t o t he Program m e;
Com m ission t o pr ovide cont inuous and effect ive policy guidance t o t he Program m e. The Chairm an should, whenever appropr iat e, invit e t he chairm en of t he five regional groups t o part icipat e in t he m eet ings of t he bur eau.

Encourages t he Execut ive Direct or of t he Unit ed Nat ions I nt ernat ional Drug Cont rol Program m e and t he President of t he I nt ernat ional Narcot ics Cont r ol Board t o cont inue t heir m ut ual effort s t o develop closer cooper at ion in order t o t ake full advant age of t he pot ent ial syner gies bet ween t he Board and t he Program m e;
3. I nvit es Mem ber St at es and t he World Healt h Organizat ion, when select ing candidat es for t he I nt ernat ional Nar cot ics Cont rol Board, t o ensur e t he necessar y m ult idisciplinary expert ise and t he requir ed independence and im part ialit y for t he effect ive discharge of t he responsibilit ies of t he Board.

1. Recom m ends t hat a sufficient share of t he regular budget of t he Unit ed Nat ions be allocat ed t o t he Unit ed Nat ions I nt ernat ional Drug Cont rol Program m e t o enable it t o fulfil it s m andat es;
2. Urges all Governm ent s t o provide t he fullest possible financial support t o t he Program m e by widening it s donor base and incr easing volunt ary cont ribut ions, in part icular general- purpose cont ribut ions; 3. Request s t he Execut ive Direct or, in pursuance of Com m ission resolut ion 10 ( XXXI X) , t o cont inue his effort s t o broaden t he donor base and increase volunt ar y cont ribut ions t o t he Fund of t he Unit ed Nat ions I nt ernat ional Drug Cont rol Program m e;
4. I nvit es Mem ber St at es, as beneficiaries of t echnical assist ance provided by t he Program m e, t o cont ribut e t hrough an agreed cost - sharing m echanism t o t he financing of t hat assist ance;
5. Encourages t he Execut ive Direct or t o explore ways and m eans t o obt ain addit ional funds from t he privat e sect or and non- governm ent al organizat ions;
t he Fund of t he Unit ed Nat ions I nt ernat ional Drug Cont rol Pr ogram m e, including t he ident ificat ion of possible perform ance indicat ors, t aking int o account t he pr act ices of ot her funds and program m es of t he Unit ed Nat ions syst em , and t o report t o t he Com m ission at it s reconvened fort y- second session; st rengt hen t he Unit ed Nat ions Machinery for Drug Cont rol, t o cont inue t o explore innovat ive m eans of incr easing t he resources for drug cont rol program m es, including t he creat ion of a global drug facilit y, for exam ple, along t he lines of t he Global Environm ent Facilit y, and t o report t her eon t o t he Com m ission at are regularly included in t he agenda of t he governing bodies of t he Joint and Co- sponsored Unit ed Nat ions Program m e on Hum an I m m unodeficiency Vir us/ Acquired I m m unodeficiency Syndrom e, t he Unit ed Nat ions Children's Fund, t he Unit ed Nat ions Developm ent Program m e, t he Unit ed Nat ions Populat ion Fund, t he I nt ernat ional Labour Organizat ion, t he Unit ed Nat ions Educat ional, Scient ific and Cult ural Organizat ion, t he Wor ld Healt h Organizat ion and ot her int erest ed agencies;
4. I nvit es t he Unit ed Nat ions I nt ernat ional Drug Cont rol Program m e t o increase it s cooperat ion wit h Unit ed Nat ions agencies working in t he field of developm ent in im plem ent ing alt ernat ive developm ent program m es;
5. Calls for a significant increase in cooperat ion bet ween t he Unit ed Nat ions I nt ernat ional Dr ug Cont rol Program m e and t he Unit ed Nat ions Developm ent Program m e, in view of t he special role of t he lat t er body as a coor dinat or for developm ent act ivit ies wit hin t he Unit ed Nat ions syst em , and t o t hat effect recom m ends t hat :
( a) Drug- relat ed indicat ors be j oint ly developed by t he Unit ed Nat ions I nt ernat ional Drug Cont rol Program m e and t he Unit ed Nat ions Developm ent Program m e for inclusion in t he hum an developm ent report of t he Unit ed Nat ions Developm ent Pr ogram m e;
( b) Unit ed Nat ions resident coordinat ors, in close consult at ion wit h Governm ent s, give higher priorit y t o t he reduct ion of t he dem and for and supply of illicit drugs;
6. Request s t he Execut ive Direct or t o cont inue his effort s, in cooperat ion wit h Mem ber St at es, t o forge closer cooperat ion wit h regional and int ernat ional financial inst it ut ions engaged in t he field of
developm ent , in or der t o secure increased funding for dr ug- r elat ed act ivit ies as proposed by t he High-level Expert Group t o Review t he Unit ed Nat ions I nt ernat ional Drug Cont rol Program m e and t o St rengt hen t he Unit ed Nat ions Machinery for Drug Cont r ol, and t o encour age t hose inst it ut ions, in part icular t he World Bank, t o accord higher prior it y t o funding such act ivit ies.
