1. Kesesuaian dan kelengkapan unsur isi jurnal:

Karil terbit dalam waktu yang sangat singkat. Kelengkapan karil sudah cukup baik dengan menampilkan metodologi, analisa dan kesimpulan. Jurnal fokus pada arsitektur dan urban, sehingga tidak sangat sesuai untuk bidang spesifik struktur.

2. Ruang lingkup dan kedalaman pembahasan:

Pembahasan karil berupa studi terhadap pustaka dalam bidang ini, namun dilengkapi dengan studi kasus sebuah bangunan. Kesimpulan juga terbatas pada evaluasi terhadap teori yg sudah dikembangkan peneliti lain. Solusi yang diberikan juga tidak sangat aplikatif. Pustaka yang dirujuk banyak dan segaris dengan bidang judul karil 3. Kecukupan dan kemutakhiran data/informasi dan metodologi:

Studi pustaka dilakukan pada literatur yang sangat lengkap dan banyak. Fokus pada irregularity dibahas dengan mendalam. Validasi hanya dilakukan pada satu buah struktur yang dilakukan secara analitis.

4. Kelengkapan unsur dan kualitas terbitan:

Proses review terlalu singkat dan diduga langsung terbit karena hanya satu minggu sampai accepted. Jurnal secara keseluruhan baik dengan informasi editor serta data yang lengkap serta halaman web juga mudah di akses.

Sehubungan dengan hasil Akreditasi Jurnal Ilmiah Periode III Tahun 2020 dan telah diterbitkannya Surat Keputusan Menteri Riset dan Teknologi/Badan Riset dan Inovasi Nasional Nomor 200/M/KPT/2020, tanggal 23 Desember 2020, dengan hormat bersama ini kami sampaikan hasil akreditasi sebagaimana terlampir.

Adapun ketentuan penerbitan sertifikat akreditasi sebagai berikut:

1. Bagi usulan akreditasi baru maka sertifikat akreditasi akan diterbitkan dan diberikan kepada pengelola jurnal.

2. Bagi usulan akreditasi ulang yang hasil akreditasi naik peringkat maka sertifikat akreditasi akan diterbitkan dan diberikan kepada pengelola jurnal.

3. Bagi usulan akreditasi ulang yang hasil akreditasi peringkatnya tetap dan telah memiliki sertifikat yang masih berlaku masa akreditasi, maka sertifikat baru tidak akan diterbitkan, dan sertifikat sebelumnya dapat digunakan sampai berakhir masa berlaku.

4. Bagi pengelola yang sudah terakreditasi dan namanya tercantum dalam SK sebelumnya serta belum memiliki sertifikat dapat meminta sertifikat terdahulu.

5. Penerbitan sertifikat dilakukan secara bertahap paling cepat 2 minggu setelah pengumuman ini dan dilakukan pemutakhiran data di laman :

6. Mengingat terdapat lebih dari 2.000 (dua ribu) usulan jurnal pada periode 3 tahun 2020, bagi jurnal yang telah lolos evaluasi administrasi namun belum berkesempatan untuk dinilai, maka akan dilakukan penilaian akreditasi dan menjadi prioritas utama pada periode berikutnya di tahun 2021.

7. Bagi usulan baru dan jurnal dengan masa berlaku habis sertifikat pada tahun 2021 yang tidak lolos evaluasi administrasi, maka dapat melakukan pengajuan usulan akreditasi kembali pada periode berikutnya tahun 2021, untuk tanggal dan waktunya menunggu pengumuman resmi di laman :

“Europa in de Tropen”, The Colonial Tourism and Urban Culture in Bandung

Abstract. Bandung experienced a rapid urban development after 1918, when the city was prepared to be the new Dutch East Indies’ capital city, replacing Batavia. In the era of economic liberalization, Bandung also became one of the tourist destinations that has promoted by the businessmen. This paper is a study on how mass tourism as the new urban culture in the beginning of 20th century had a contribution to urban planning in Bandung. The timeline was after the establishment of train as a modern transportation in Bandung (1884) until the end of the Dutch Colonialism in Dutch East Indies (1942). Through the Georg Simmel's theory of sociology and the city, This paper tried to analyze the the tourism activity and its relations to the 20th century urban architecture in Bandung, West Java. This paper used the method that was introduced by Iain Borden and friends in The Unknown City to understand tourism and urban history of Bandung through the spatial practice, city representation and experiences. The result showed that the tourism activity did not have a direct relation to urban planning of Bandung, but the elite middle class community activity had some significance contributions to increase the quality of aesthetic on the city.

1. Introduction

In 1928 CIAM meeting, Bandung had been categorized as a pleasure city, a place for sport and recreation (Mumford, 2002). At that time, Bandung was one of the tourists’ favorite destinations in Dutch East Indies. After the tourism organization Veregniging Toeristveerker (VTV) was established in 1908, the number of tourists who came to Dutch East Indies was increasing each year. The idea of mass tourism as an organized trip was originally found in the mid of 19th century by the Englishman, Thomas Cook, who worked to help the alcoholics to join the therapy in different cities. He organized hundreds of people from one to another cities and applied travel fares for the train tickets (Zuelow, 2015). Then he changed the travel business to be a pleasure trip to other countries (Rae, 1891).

The era of economic liberalization also affected the rise of tourism business in Dutch East Indies and the emerge of middle class life style in leisure. Tourism as the new urban lifestyle in the Dutch East Indies showed the existence of the new middle class that needs to travel far from home. It had emerged along with the development of modern transportation.

Bandung as the capital of the Preanger Residency had a railway since 1884 and became more open for public to visit. The city was popular because of its beauty of nature and the climate that is suitable for Europeans. However, the urban narration of Bandung that is seen from tourism activities has never been mentioned, so I think there is a missing fragment in the Bandung urban history.

This paper is a study to understand the urban development of Bandung as well as one of the tourist destination in the colonial era that is seen from the study of sociology and space.The research question is how mass tourism as the new urban culture had a contribution to urban planning in Bandung, especially after the establishment of modern transportation (train)? The

Abstract. This study examined the accessibility of elderly citizens to some basic services in Akure metropolis. This was carried out with a view to determine the patterns of distribution and accessibility of these services in the city. Primary and secondary data were employed for this study. Geographical Positioning System was used to capture the coordinates of important locations and of some basic facilities such as Public Tertiary Hospital, Primary Health care centre and banks in the city. Nearest Neighbour Analysis was used to calculate the mean distance travel to some basic services from 13 major localities in Akure metropolis. Descriptive and inferential statistics were employed to analyse the data. Finding reveals that some basic facilities are not evenly distributed across different localities in Akure. The mean distance travel to Public Tertiary Hospital is 3.36kms. The pattern of distribution of Public Tertiary Hospital is dispersed rather than random. More than 60% of the elderly rely on public transport services for their trip to access some basic facilities in the city. Traffic delay was ranked highest (66%) among the problems militating against the effective utilization of urban facilities in Akure metropolis. The study recommends that more basic facilities should be provided in localities where such services are lacking. This would reduce long distance trip to these facilities in the city. The study concludes that better transport services should be made available at reasonable transport fares in order to promote accessibility of the elderly and other segments of the population to urban facilities in Akure and similar other cities in Nigeria.

1. Introduction

The provision of efficient and reliable transport system is highly essential to the general populace, particularly the less privileged citizens, who include the poor, the elderly, the young and the disabled with less access to personal means of transportation for their day to day transactions (Adesanya, Adeniji and Daramola, 2002: p.239; Duvarci, Yigitcanlar, Alver, and Mizokami, 2010; Giuliano, 2005 as cited in Yi Zhang, Wei Wu, Qian He, and Chaoyang Li, 2018: p.702). Studies have shown that good mobility is associated with a better quality of life (Mussel White and Haddad, 2010). Mobility of senior citizens is highly imperative because they are becoming a larger proportion of the society and participate in different activities such as escorting their grandchildren to school, visiting health care providers or relatives, and providing voluntary services which require daily commuting(Mackett, 2014:

p.5). Senior citizens need to have more access to basic facilities distributed over space and time, within short distance and at minimal cost in order to perform their civic responsibilities (Mengying Cui and David Levinson, 2018: p.661).

The concept of accessibility, with respect to transportation can be defined as ease with which an individual can reach valuable destinations. This can be measured in terms of the number of opportunities that can be reached within a given threshold (Mengying Cui and David Levinson, 2018: p.661). Many studies have used mode choice of transportation to determine the level of accessibility of people to some basic facilities located in geographical space
