Owner’s Estimate

Problem To Be Addressed

Price reference is very important to get the right price in a procurement process. One of the

reference is a calculation resulted from calculation using Owner Estimate method.

Owner Estimate is a an art for estimating the price of goods/services in procurement

process. In the Owner Estimate method, the analysis is conducted professionally and the

result is validated by executive who has authority for the job. We use Owner Estimate to

evaluate bid prices of goods and services proposed by supplier in order to get proper price,

accountable, and executable by the suppliers in accordance with the conditions stated in

the contract.

Because Owner Estimates development activities have great impact to Supplier Bid

Evaluation activities, the understanding on legal aspect related to Owner Estimates

development is very important. We can conclude that Owner Estimates development is the

key success factor in goods/services procurement.

Menjawab Masalah Apa

Dalam pengadaan barang dan jasa di perusahaan, sangat penting untuk dapat menentukan

harga yang tepat. Untuk dapat menetapkan harga yang tepat, pejabat bagian pengadaan

harus memiliki referensi. Salah satu referensi yang dapat digunakan adalah harga yang

diperoleh berdasarkan perhitungan menggunakan metode Owner Estimate.

Owner Estimate adalah seni melakukan perkiraan atas harga barang/jasa, melalui analisis

yang dilakukan secara profesional dan hasilnya disyahkan oleh eksekutif yang memiliki

otoritas untuk melakukan hal tersebut. Owner Estimate berfungsi sebagai acuan dalam

melakukan evaluasi atas harga penawaran barang dan jasa yang diajukan oleh pemasok,

dengan tujuan untuk mendapatkan harga penawaran yang wajar, dapat

dipertanggungjawabkan, dan dapat dilaksanakan oleh rekanan sesuai dengan ketentuan

yang tertuang dalam kontrak.

Mengingat bahwa kegiatan penyusunan Owner Estimate memiliki dampak yang cukup besar

terhadap kegiatan Evaluasi Penawaran Pemasok, maka pemahaman terhadap aspek hukum

yang mengikat dengan kegiatan penyusunan Owner Estimate merupakan hal penting.

Dengan demikian, penyusunan Owner’s Estimate merupakan kunci keberhasilan dalam

pengadaan barang/jasa.
