CONSTITUTION OF THE COLUMBIAN INSTITUTE FOR THE PROMO- TION OF ARTS AND SCIENCES

by ballot a chairman and secretary from their body; the remaining twelve members,exclusive of their officers,shallbe formed intofour departments,or subcommittees, eachcomposedof threemembers, agreeably to thenomination of theirchairman,viz:

No.1.

Corresponding Committee.

Thedutyofthiscommitteeshallbetocorrespond with naturalists,orother persons, in the different sections ofthe United States, to solicit and receive all specimens and communications embraced in the objects of this Institute;

also to correspond with theamateurs ofbotany, natural history, agriculture,

&c. of other countries;and, unlessotherwise ordered bythe Institute,toconduct all correspondence.

No. 2.

Committee on Mineralogy.

Tothiscommitteeshallbesubmittedallquestions,communications,andspeci-

mensofeverykind,embracedinthe3dArticle ofthe1stSectionofthe consti- tution,andwhentheyshallhaveexaminedthesame, theyshallreportthe result of theirexaminationtothechairmanoftheGeneralCommittee.

No.3.

CommitteeonBotany andAgriculture.

Tothiscommitteeshall be submitted theexecution ofthe2dArticle of the 1st Section of this constitution, and they shall arrange and deliver over to theCurators such specimensaswill notadmitof cultivation. Thiscommittee shalllikewisebe charged withthesuperintendenceoftheBotanicalGarden,and shallreport to theGeneralCommitteethe progressand state of the establish- ment.

No.4-

Committee on General Subjects.

To this committee shall be submitted all communications which

may

be 'received,connectedwiththe4th, 5th,and6th articlesofthe 1st Section ofthis constitution. This committee shall report to the General Committee on all communicationswhichareembracedinanyorallof the aforesaidarticles,and shallendorsethosewhich,intheir opinion,aremostworthyofpublication;they shallthen bedeliveredtotheCuratorsforpreservation.

Art.4. TheGeneralCommitteeshallhavepowerto direct theapplication of thefundsofthe Institutetosuch purposesas they

may

deemproper,according to their discretion,in allcases,whereafund,bythe condition ofthedonation, is not appropriatedto a particular purpose; and the said committeeshall be empoweredto do allactsthat will promotethe general interests ofthe Insti- tute,and they shall establishsuchrulesandregulations for the preservation of orderandtransaction of their business, asthey

may

deemproper.

Art. 5.The officersof the Instituteand members ofthe GeneralCommittee shallbechosenfromthe residentmembers,andbeelectedbyamajoritypresent, onthe statedmeetingofOctoberineveryyear.

Art.6. Seven members,exclusive ofOfficers,shallformaquorumtotransact business, except altering the constitution and electing honorary members, in whichcases,thirteenmembers,exclusive ofofficers,shallberequiredto form a quorum.

Art.7. Theelectionofnew membersshall takeplaceon anystated meeting, andshallbebyballot;amajorityofthememberspresent shallelect.

Art. 8.

Any

gentlemandistinguished for hisknowledgeofany ofthe objects ofthis Institute,

may

be proposedandelectedan honorarymember;providedhe does not residewithinthe limits of the District ofColumbia, but noobligations shallberequired of him.

Art.9. All resident membersshallpay into the handsof thetreasurer, five dollars,at the statedmeetinginOctoberofeveryyearduringhismembership.

SectionIII.

DUTIES OFOFFICERS.

President.

Art. 1.Itshallbethedutyofthe presidenttotakethe chair precisely at the hourassigned foreach meeting, to preserve order, and, in all equaldivisions, togivethe castingvote;heshalllikewisehave ageneralsuperintendence over theconcernsoftheInstitute.

VicePresidents.

Art.2. Duringtheabsence ofthe president, his duties shall devolveon the eldest vicepresident present.

Secretary.

Art.3.Thesecretary shalltakeminutesoftheproceedings ateachmeeting, note thememberspresent,andcarefully transcribe,inabook providedforthat purpose,allthe transactions of theInstitute,andattestthesamebyhis signa- ture.

He

shalllikewise give notice of the meetingsofthe Institute in twoor morenewspapersofthe District ofColumbia..

Treasurer.

Art. 4. Thetreasurer shallcollect allmonies dueto, and discharge all bills acceptedby, the Institute,whichthe president orchairmanofthe generalcom- mittee shall have signed.

He

shall keep a regular account current of his receipts and expenditures, in a book provided for that purpose, which shall be open for the inspectionof every member at each stated meeting; and a fair copy of his receipts and expenditures shall be submitted, at the stated meetinginOctoberofeveryyear, oroftenerifrequired,tothe inspection of the general committee, or any special committee, appointed by the general com- mittee for that purpose, which, when verifiedby the general or special com- mittee, shallbedeposited with the curators. Thetreasurer shall giveabond forthe faithful discharge of histrust.

Curators.

Art.5.Thecurators shalltakechargeofalloriginalcommunications, andfile

them undertheirrespective heads; also,specimens which are not tobe culti- vatedinthe Botanical Garden;also all drawings,books, &c.belonging to the Institute, and shall keep abook with a list of donations,with the namesof the respectivedonors,andtheirplaces of residence.

SectionIV.

OfMeetings.

Art. 1.Thereshall bea stated meetingon thefirstMondayof Octoberand April ofeveryyear.
