BAB II.

Negeri Sipil (PNS Otonom Daerah) di lingkungan Pemerintah Kabupaten Kebumen sebanyak 15.527 orang. Dari jumlah tersebut 54,51% adalah pegawai laki-laki, dan 45,49%

pegawai perempuan. Menurut tingkat pendidikannya 2,74% diantaranya berpendidikan SD; sedang yang berpendidikan SLTP sebanyak 6,06%; SLTA sebanyak 32,55%; D1 sebanyak 0,62%; D2 sebanyak 18,14%; D3 sebanyak 7,29%; D4/S1 sebanyak 31,38%, dan S2 sebanyak 1,23%. Jika dilihat menurut golongan kepangkatannya berturut- turut golongan I (4,35%), golongan II (30,50%), golongan III (32,90%), dan golongan IV (32,26%).

Disamping PNS Otonom Pemerintah Daerah, di Kabupaten Kebumen juga terdapat PNS Instansi Vertikal yang berjumlah 1.806 orang, terdiri dari 1.074 laki-laki dan 732 perempuan, dengan tingkat pendidikan 1,00%

Jumlah anggota TNI di Kabupaten Kebumen pada tahun 2011 sebanyak 475 orang, dari jumlah tersebut hanya ada satu anggota yang perempuan. Menurut tempat tugasnya 109 orang bertugas di MAKODIM 0709 Kebumen, 11 orang bertugas di Unit INTELDIM 0709 Kebumen dan sisanya sebanyak 355 orang tersebar di 26 KORAMIL yang ada di wilayah Kabupaten Kebumen

Sedang anggota POLRI yang ada di Kabupaten Kebumen sebanyak 926 orang dengan jumlah anggota perempuan sebanyak 22 orang. Menurut tempat tugasnya 363 orang bertugas di POLRES Kebumen dan 563 orang bertugas di 26 POLSEK yang ada di wilayah Kabupaten Kebumen.

Pada Pemilihan Presiden dan Wakil Presiden tahun 2009 yang dilaksanakan pada bulan Juli 2009 di Kabupaten Kebumen terdaftar 970.606 pemilih dan yang melaksanakan hak pilihnya sebanyak 672.159 pemilih (69,25%) yang tersebar di 2.080 Tempat Pemungutan Suara (TPS). Perolehan suara sah pada pemilihan tersebut sebagai berikut: pasangan I memperoleh 236.304 suara (37,69%), pasangan II memperoleh 344.013 suara (54,88%), dan pasangan III memperoleh 46.580 suara (7,43%).

Pada putaran kedua yang dilaksanakan pada tanggal 6 Juni 2010 diikuti oleh 2 (dua) pasangan calon Bupati dan Wakil Bupati, dengan jumlah pemilih terdaftar sebanyak 974.766 orang, dan yang melaksanakan hak pilihnya sebanyak 556.692 orang (57,11%), tersebar di 2.070 TPS. Dari hasil Pemilukada putaran kedua diperoleh angka 263.038 (49,09%) untuk Pasangan I, dan 272.779 (50,91%) untuk Pasangan II.

Dari lembaga legislatif dapat digambarkan kegiatan sidang yang dilaksanakan selama tahun 2011, Komisi A sebanyak 115 kali, Komisi B sebanyak 70 kali, Komisi C sebanyak 89 kali, Komisi D sebanyak 100 kali. Kegiatan sidang pleno DPRD Kabupaten Kebumen sebanyak 54 kali dan pada sidang-sidang tersebut dihasilkan 24 buah Surat Keputusan DPRD dan 36 buah Peraturan Daerah (Perda). Sedangkan rapat/sidang panitia yang dilaksanakan sebagai berikut: sidang Panitia Musyawarah sebanyak 21 kali, sidang Panitia Anggaran sebanyak 13 kali, sidang Panitia Fraksi
