4.2.3.1 Key Experts
a. Team Leader/Senior Highway Engineer
This is the senior most position and the expert engaged will function as Team Leader and will be responsible for the entire project preparation activities including timely completion. The expert will undertake frequent project site visits and shall guide, supervise, co-ordinate and monitor the work of other experts. The candidate should have a proven record of designing, supervising, organizing and managing of project preparation and construction of Road projects. This position requires a senior Highway Engineer who shall be at least a graduate in Civil Engineering with at least 15 years of relevant professional highway engineering experience and 5 years as Team Leader.
Minimum 5 years relevant international experience is required.
b. Pavement/Highway Engineer
Pavement/Highway Engineer should have a Bachelor Degree or higher level of education in Civil Engineering from an internationally recognized University, with minimum 10 years relevant professional experience in designing urban road project. The Consultant is preferably registered in an internationally recognized professional engineering body. The Consultant will have to submit in this bid a Certificate of Expertise issued by a professional institution. Previous work experience in Timor-Leste and proficiency in Tetum or Bahasa Indonesia or Portuguese will be an added advantage
The tasks of Pavement/Highway Engineer are the following:
1) To report to the Team Leader;
2) To be responsible for planning and implement all activitie covering design of pavement/highway works.
3) Training for counterpart personnel in the use of automated drafting software (i.e. Auto Cad or similar software).
4) To give input to the other experts related to this design services.
c. Geotechnical Engineer
Geotechnical Engineer should have a Bachelor Degree or higher level of education in Civil Engineering from an internationally recognized University, with minimum 10 years relevant professional experience in site investigation and evaluation of materials for road construction project and in soil bioengineering in mountainous regions, and slope stability mitigation works. The Consultant is preferably registered in an internationally recognized professional engineering body. The Consultant will have to submit in this bid a Certificate of Expertise issued by a professional institution. Previous work experience in Timor-Leste and proficiency in Tetum or Bahasa Indonesia or Portuguese will be an added advantage
The tasks of Geotechnical Engineer are the following:
1) To report to the Team Leader;
2) To be responsible for planning and implement all activities covering site investigation and evaluation of materials and soil bioengineering, and slope stability mitigation works.
3) To give input to the other experts related to this design services.
d. Hydrologist cum Drainage Engineer
The candidate should have relevant Bachelor Degree or equivalent with minimum 10 year relevant professional experience. Experience of 2 years in highway and bridge projects is essential. The person should be fully familiar with the acceptable study methods, "best practices" and must have experience of successfully using various methods in different situations.
The Consultant is preferably registered in an internationally recognized professional engineering body. The Consultant will have to submit in this bid a Certificate of Expertise issued by a
professional institution. Previous work experience in Timor•
Leste and proficiency in Tetum or Bahasa Indonesia or Portuguese will be an added advantage
The tasks of Hydrologist are the following:
1) To report to the Team Leader;
2) To be responsible for planning and implement all activities covering data analysis of catchments area calculations for drainage and minor bridge.
3) To give input to the other experts related to this design services
e. Structure/Drainage Engineer (1 Person)
Structure/Drainage Engineer should have a Bachelor Degree or higher level of education in Civil Engineering from an internationally recognized University, with minimum 10 years relevant professional experience in designing urban drainage structures on roads, slope protections and stabilization works. The Consultant is preferably registered in an internationally recognized professional engineering body. The Consultant will have to submit in this bid a Certificate of Expertise issued by a professional institution. Geodetic Engineer should have a Bachelor Degree or higher level of education in Geodetic Engineering from an internationally recognized University, with minimum 10 years relevant professional experience in topographic survey of urban road design. The Consultant is preferably registered in an internationally recognized professional engineering body. The Consultant will have to submit in this bid a Certificate of Expertise issued by a professional institution. Previous work experience in Timor-Leste and proficiency in Tetum or Bahasa Indonesia or Portuguese will be an added advantage
The tasks of Geodetic Engineer are the following:
4) To report to the Team Leader;
5) To be responsible for planning and implement all activities covering topographical survey and demarcation of site of urban road.
6) To give input to the other experts related to this design services.
g. Contract/Cost Engineer
Senior Contract/Cost Engineer should have a Bachelor Degree or higher level of education in Civil Engineering from an professional recognized University, with minimum 10 years relevant international experience in preparation of civil engineering contracts for urban road projects. The Consultant must be familiar with FIDIC Conditions of Contract for Construction. Previous work experience in Timor-Leste and proficiency in Tetum or Bahasa Indonesia or Portuguese will be an added advantage.
The tasks of Contract/Cost Engineer are the followings:
1) To report to the Team Leader;
2) To plan and implement all activities covering technical specifications, bill of quantities, and cost estimates
3) To give input to other experts related to this design services.
h. Environmental Specialist
Environmental Specialist should have a Bachelor Degree or higher level of education in Environmental Engineering from an internationally recognized University, with minimum 7 years relevant professional experience in preparation of environmental impact assessment studies for designing urban road projects. Previous work experience in Timor-Leste and proficiency in Tetum or Bahasa Indonesia or Portuguese will be an added advantage
The tasks of Environmental Specialist are the followings 1) To report to the Team Leader;
2) To plan and implement all activities covering environmental impact assessment;
3) To give input to the other experts related to this design services.
i. Social Safeguard Specialist
Social Safeguard Specialist should have a Bachelor Degree or higher level of education in Social Science from an internationally recognized University, with minimum 7 years relevant professional experience in land acquisition and resettlement policy framework design and implementation, and social impact assessment for urban road projects. Previous work experience in Timor-Leste and proficiency in Tetum or Bahasa Indonesia or Portuguese will be an added advantage
The tasks of Social Safeguard Specialist are the followings:
1) To report to the Team Leader;
2) To plan and implement all activities covering land acquisition and resettlement policy framework design;
3) To carry out social impact assessment.
