PENJELASAN TEKNIS TECHNICAL NOTES 1. Berdasarkan Undang–undang No. 10
Tahun 1948 tanggal 15 April 1948, Pemerintah menetapkan Sumatera menjadi 3 Provinsi yang masing–
masing berhak mengatur dan mengurus rumah tangganya sendiri yaitu :
2. Provinsi Sumatera Utara yang meliputi Keresidenan Aceh, Sumatera Timur, dan Tapanuli
3. Provinsi Sumatera Tengah yang meliputi Keresidenan Sumatera Barat, Riau, dan Jambi
4. Provinsi Sumatera Selatan yang meliputi Keresidenan Bengkulu, Palembang, Lampung, dan Bangka Belitung.
5. Dengan mendasarkan kepada Undang–undang No. 10 Tahun 1948, atas usul Gubernur Kepala Daerah Provinsi Sumatera Utara dengan suratnya tanggal 16 Pebruari 1973 No. 4585/25, DPRD Tingkat I Sumatera Utara dengan keputusannya tanggal 13 Agustus 1973 No. 19/K/1973 telah menetapkan bahwa hari jadi Provinsi Sumatera Daerah Tingkat I Sumatera Utara adalah tanggal 15 April 1948 yaitu tanggal ditetapkannya U.U No.
10 Tahun 1948 tersebut.
6. Berdasarkan Undang–undang Darurat No. 7 Tahun 1956, Undang–
undang Darurat No. 8 Tahun 1956, Undang–undang Darurat No.9 Tahun 1956, Peraturan Pemerintah Pengganti Undang–undang No.4 Tahun 1964, Provinsi Sumatera Utara terdiri dari 17 kabupaten/
Kota. Tetapi dengan terbitnya Undang–Undang No. 12 Tahun 1998, tentang pembentukan Kabupaten Mandailing Natal (Madina) dan

Based on the decree No.10, 1948 on April 15, 1948 as well as on proposals of the Governor of Sumatera Utara Province in letter No.4586/25 on February 16, 1973; and the Provincial Parliament of Sumateras Utara decree No.19/K1973 on August 13, 1973, the formation day of Sumatera Utara Province was on April 15, 1948 inwhich the date of the law No.10, 1948 was corncidentally issued.
6. In accordance with the Emergency Law No.7, 1956, concerning autonomous regency formation, the Emergency Law No.8, 1956, the Emergency Law No.9, 1956, and the substitution of Government Regulation Law No.4, there were seventeen regencies/
municipalities. However, with the issuing of Decree No. 12, 1998 regarding to the formation of Mandailing Natal and Toba Samosir Regencies, Decree No. 4, 2001 regarding to the formation

sidimpuan, Undang–undang No. 9 Tahun 2003 tentang pembentukan Kabupaten Nias Selatan, Humbang Hasundutan, dan Pakpak Bharat, serta Undang–undang No. 36 Tahun 2003 tentang pembentukan Kabupaten Samosir dan Serdang Bedagai, dan pada tahun 2007 dibentuk Kabupaten Batu Bara melalui Undang–undang No. 5 Tahun 2007, kemudian pada tanggal 10 Agustus 2007 disahkan Undang–undang No. 37 Tahun 2007 tentang pembentukan Kabupaten Padang Lawas Utara, Undang–
undang No. 38 Tahun 2007 tentang pembentukan Kabupaten Padang Lawas. Pada tahun 2008 kembali diterbitkan Undang–undang No. 22 Tahun 2008 tentang pembentukan Kabupaten Labuhanbatu Selatan, Undang–undang No. 23 Tahun 2008 tentang pembentukan Kabupaten Labuhanbatu Utara, Undang–
undang No. 45 Tahun 2008 tentang pembentukan Kabupaten Nias Utara, Undang–undang No. 46 Tahun 2008 tentang pembentukan Kabupaten Nias Barat dan Undang–undang No.
47 Tahun 2008 tentang pembentukan Kota Gunungsitoli, dengan demikian wilayah Provinsi Sumatera Utara pada Juli 2009 sudah menjadi 25 Kabupaten dan 8 Kota.

In accordance with the decree No. 22, 2008 regarding to the formation of Labuhanbatu Selatan Regency, decree No. 23, 2008 regarding to the formation of Labuhanbatu Utara Regency, decree No. 45, 2008 regarding to the formation of Nias Utara Regency, decree No. 46, 2008 regarding to the formation of Nias Barat Regency, and decree No.
47, 2008 regarding to the formation of Gunungsitoli municipality, so Province of Sumatera Utara has consisted of 25 regencies and 8 cities as listed below.

7. Anggota Dewan Perwakilan Rakyat Daerah (DPRD) dipilih melalui pemilihan umum (pemilu) dan dilantik dalam masa jabatan lima tahun 8. Pegawai Negeri Sipil (PNS) adalah
setiap warga negara Republik Indonesia yang telah memenuhi syarat yang ditentukan dan diangkat oleh pejabat yang berwenang dan diserahi tugas dalam jabatan negeri, atau diserahi tugas negara lainnya dan digaji berdasarkan peraturan perundang–undangan yang berlaku.
PNS terdiri dari PNS Pusat dan Daerah 9. Realisasi Penerimaan dan Pengeluaran
Pemerintah Provinsi adalah realisasi/
perhitungan APBD Provinsi pada tiap tahun anggaran.
10. Pendapatan Asli Daerah (PAD) adalah pendapatan yang diperoleh daerah yang dipungut berdasarkan peraturan daerah sesuai dengan peraturan perundang–undangan, guna keperluan daerah yang bersangkutan
dalam membiayai kegiatannya.
11. Dana Perimbangan adalah dana yang bersumber dari pendapatan APBN yang dialokasikan kepada Daerah untuk mendanai kebutuhan daerah dalam rangka pelaksanaan desentralisasi.
12. Lain–lain Pendapatan yang Sah adalah pendapatan lainnya dari pemerintah pusat dan atau dari instansi pusat, serta dari daerah lainnya.

Civil Servants (PNS) is every citizen of the Republic of Indonesia that which been determined eligible, be appointed by the competent authority and assigned the task in the country office, or charge of other countries and paid based on the legislation and regulation. Consits of the central adn regional civil servants.
9. Actual revenue and expenditure of Provincial Government is the realization/
provincial budget calculations for every fiscal year.
10. Original Local Government Revenue is revenue that withheld based on local regulations in accordance with the legislation, for the purposes of financing their activities.
11. Balanced Budget is the fund coming from the state budget that allocated to regions to fund their needs in the context of decentralization.
12. Other Legal Revenue is other income that coming from the central government and or from the central agencies, as well as from other local government.

Provinsi Sumatera Utara pada bulan Desember 2024 terdiri atas 25 Kabupaten dan 8 Kota. Selanjutnya Kabupaten/Kota tersebut terdiri atas 455 kecamatan. Pada administrasi yang paling bawah, kecamatan terdiri atas kelurahan untuk daerah perkotaan (urban) dan desa untuk daerah perdesaan (rural).
2.2. DPRD Provinsi
Anggota DPRD Provinsi Sumatera Utara pada tahun 2024 berjumlah 98 orang yang terdiri dari 20 orang Partai Demokrasi Indonesia Perjuangan (PDIP), Fraksi Gerindra sebanyak 13 orang, Fraksi Partai Golkar 22 orang, Nasdem sebanyak 11 orang, PKS 10 orang, Fraksi Partai Demokrat 5 orang, PAN 6 orang, Hanura 5 orang, Fraksi PPP 1 orang, PKB sebanyak 4 orang, dan Perindo sebanyak 1 orang.
2.3. Sumber Daya Manusia
Jumlah PNS daerah (otonomi) di Sumatera Utara pada keadaan Desember 2024 ada sebanyak 247.304 orang. Terdiri atas 89.117 orang (36,04%) PNS laki–laki dan sisanya sebanyak 158.187 orang (63,96%) adalah PNS perempuan.
2.1. Administrative Area
Sumatera Utara Province in December 2024 consist of 25 Regencies and 8 Cities. Those regencies/cities consist of 455 sub districts. In the lowest level administration sub district consist of kelurahan (wards) in the urban area and desa (villages) in the rural area.
2.2. Provincial Parliament
Provincial DPRD Sumatera Utara in 2024 amounted to 98 people composed of 20 people from PDIP faction, 13 people Gerindra faction, 22 people from Golkar Faction, 11 people from Nasdem Faction, 10 people from PKS, 5 people from Democratic Faction, 6 people from PAN Faction, 5 people from Hanura Faction, 1 people from PPP faction, 4 people from PKB Faction, and 1 people from Perindo Faction.
2.3. Human Resources
The number of civil servants under local governments in Sumatera Utara in December 2024 has reached 247,304 people.
They were consits 89,117 people (36.04%) male and the rest were 158,187 people (63.96%) female civil servant.

2.4 Keuangan Daerah
Anggaran Pendapatan
Pemerintah Provinsi Sumatera Utara pada tahun 2023 tercatat sebesar Rp 12,76 triliun, yang terdiri atas Pendapatan Asli Daerah (PAD) sebesar Rp 7,23 triliun, Pendapatan Transfer sebesar Rp 5,44 triliun, dan sisanya dari lain–lain Pendapatan Daerah yang Sah.
Adapun Realisasi Belanja Pemerintah pada tahun 2023 adalah sebesar Rp 13,75 triliun, yang terdiri atas belanja daerah sebesar Rp 13,75 triliun, dan pembiayaan daerah sebesar Rp 4,70 juta.
2.4 Regional Finance
The Income of Goverment of Sumatera Utara in 2023 were Rp 12.76 trillion, which is consisting of Local Goverment Original Receipt (PAD) which were Rp 7.23 trillion, Income Transfer which were Rp 5.44 trillion, and the rest from Other Income in accordance with the Provisions of Laws and Regulations. Actual Government Expenditure in 2023 were amounted to Rp 13.75 trillion, which consist of Regional Government Expenditure which were Rp 13.75 trillion, and Regional Government Financing which were Rp 4.70 million.
