REPORT OF THE COMMITTEE ON PRINCIPLES, STATUTES, AND GRIEVANCES

To the 47th National Convention of the American Turners:

Greetings:

The Committee met with the following members present: Turners Osborne, Crook, Westermeyer, Johnson, Troester, Fleischman, Diamant, Lauppe, and Franck.

The Committee elected Turner Elmer Crook as Chairman and Dr. Lauppe, as Secretary.

The following resolutions were favorably acted upon:

1. Amend paragraph 33 of the Statutes to read: .. The Regional Council- ors shall be elected by incumbent council from three nominations by the districts comprising the region, prior to a convention, and certifying to the convention as the duly elected member to represent the region as a member of council. All nominees for regional councilors must be residents of the region which nomin- ated them." Amended to read: .. The Regional Councilors shall be elected by incumbent council from nominations from the respective region . . . . "

Defeated by Roll Call vote: 44 for - 122 against; 5 not present.

2. Amend paragraph 85 (1957 edition) and paragraph 81 (1951 edition) by deleting ••must contain a provision that in the event of the dissolution of the society any remaining assets shall become the property of the American Turners."

Motion made, seconded, and carried that the resolution be amended to read:

delete «such copy of the society statutes must contain the provision that in the event of dissolution of the society any remaining assets shall become the prop- erty of the American Turners." Approved unanimously as amended.

3. Amend the first sentence of paragraph 109 of the Statutes of the American Turners ( 19 57 edition) to read as follows: « 109. Each society shall pay to the American Turners an annual per capita tax of $2.50 for each of its members, regardless of the type or name of the membership issued, whether such mmeber does or does not pay dues or other fees." Defeated by roll call vote: 72 for- 94 against- 5 not present.

4. Amend the statutes of the American Turners ( 1957 edition) by add- ing paragraph 110a to read as follows: .. llOa. Twenty-five cents of the national per capita tax shall be set aside in a special fund to be used and expended only for the purpose of a National Festival." Approved unanimously.

5. Amend the first paragraph of paragraph 111 of the Statutes of the American Turners ( 1957 edition) to read as follows: .. Ill. The National Council shall set aside in a separate fund, seventy-five cents of the national per capita tax." Approved by roll call vote: 145 for - 21 against - 5 not present.

The following resolutions submitted to the committee were rejected in committee:

1. Resolved that the Statutes of the American Turners to be amended on the election of the Regional members of council. "Par. 3 3. The Regional Councilors shall be elected by the District or Districts comprising the Region and shall be certified to the convention as duly elected members of Council to represent the Region. The nominee for Regional Councilors must be resident members of the Region which elects them."

2. Recommend the following addition to paragraph 12 (1957 edition).

"That National Convention shall not convene in a week in which a National holiday is scheduled."

3. Paragraph 109 (1957 edition) That the following portion of the statutes be deleted: "Forty Year Honorary Members who have been duly recog- nized by the National Council shall be exempted from the payment of the per capita tax." Further delete: "Forty year honorary members may become fifty year honorary members, upon becoming eligible by years of membership, upon application by the society. Such membership must aso be recognized by the National Council before uch a member can be named as a fifty year Honorary Member."

4. Paragraph 179 ( 19 57 edition) be amended to read: .. Proposed revision and amendments to the Principles and Statutes, respectively, must be submitted to the National Council in writing not later than sixty (60) days prior to the National Convention. The National Council shall forward copies of such pro- posed revisions and amendments to each district forty-five days prior to the Convention."

5. Resolved that the presiding officer of each National Convention be the National Presidents of the American Turners (add as paragraph 27a).

In view of the action taken on recommendations of Principles, Statutes, and Grievance Committee, no further action was required on recommendations 3 and 4 of the Finance Committee.

Turner Frank Falkel submitted a minority report on recommendation 2 of the Bowling Committee Report.

MINORITY REPORT ON BOWLING COMMtnEE

The undersigned submits the following recommendation on item 2 of the Bowling Committee Report:

2. That paragraph 5 of application for Bowling Survey be changed to read: "Each participant to pay 20 cents per entry to be used as follows: 10 cents to American Turners General Fund and 10 cents to National Bowling Fund."

This changes rules on Page two to read «Prize money $2.00, tournament ex- pense 90 cents, National fee 20 cents. New England Candlepin Tournament shall abide by the same national fee rule."

Chairman Zimmermann next called for a report of the Nominating Com- mittee, and appointed Turners Ken Adler, Jack Kovats, and James Szilagyi as Tellers for the election of officers.
