Inputing French quotes as single characters when they are available on the key- board (through a compose key for instance) is more comfortable than typing

The purpose of the following code is to map the French quote characters to \og\ignorespaces and {\fg} respectively when the current lan- guage is French, and to \guillemotleft and \guillemotright otherwise (think of German quotes); thus correct unbreakable spaces will be added automatically to French quotes.
