Agricultural history has been written the past four
decades
because of voca- tional agriculture and the FFA.From
1928 until about ten years ago, vocational agriculturewas
blessed with ahomogeneous
groupwith both students and teacherscoming
from the farm. Teachingwas
based entirelyupon
production agriculture;there
was
afirm belief thatfarmingwas
away
of life and theFFA was
an organiza- tion of, by and forfarm boys.We
can be proud that today's successful farmer has been taughthow
tomeet
the complexity of greater production, toemphasize
efficient
management,
to apply sound financing and at thesame
time be frugal, be practical in soil and watermanagement
and in the maintenance of farm machinery and equipment.The FFA
has helped preparemembers
to live andcom-
pete in acomplex
society and a competitive agriculture that is undergoing greatchanges
today.The
"audience" is also changing considerably. There is an increasingly greateremphasis
on agri-business; that agriculture isdynamic —
andmore
thanfarming! This
change
hasexpanded
the high school vocational agriculture cur- riculum to provide training to students preparing for off-farm as well as production careers in agriculture.There is an increasing
number
ofFFA members becoming
established inhundreds of different agricultural occupations related to farming; the vocational agriculture training, together with the leadership learned through the FFA, have enabled
them
to contribute to the greatness of agriculture.Many
havemoved
into positions of influence affecting the trends and policies in agriculture. Their con- tribution has greatly increased the importance of American agriculture and the security of the free world. Yet, ifwe
look to the rising sunwe
see the day is just beginning; the taskis incompleteandmuch
isto be done.The FFA
ischallenged tomake
the correct decisions that will enable it to bemore
effective in preparing youth for tomorrow'semployment
in agriculture and to helpmembers become
responsible, useful citizens.
In January, 1963, in an article in the Agricultural Education Magazine, I wrote,
"Agriculture will continue to
change
in thefuture as it has in the past and there isno doubt but
what
the instructionalprogram
in vocational agriculture will continue to bemodified tofit thetraining needsof students. Therefore, theFFA
will need tochange
and continueto improve in quality." It is not unreasonableto state thattheFFA
has received the impact of thechanges
in agriculture and is challenged to project an image "in step" withmodern
agriculture, as well as legislation relating to the vocational agricultural instructional program.Since the article
was
written there have been two national ad-hoc committees on theFFA
Constitution and modifications.These
committees,composed
of State supervisors, teacher educators, executive secretaries, teachers and national officers, devoted over twoweeks
effort torecommend changes
in the best interest ofFFA
membership, andsome changes were
adopted.Last
May
6-9, in St. Louis,the National OutlookSeminar
on Agricultural Educa- tionwas
attended byState supervisors,teacher educators andexecutive secretaries.Your national president participated in the conference. This group agreed on goals for modifying the FFA, which provide the basis for the proposals your Board of National Officers and Board of Directors have provided you.
The
suggested goals were:1. Adoptthephilosophythatall studentsshould be
members
ofthe FFA;thatit no longer remain a "voluntary" organizationforfarm boys.46

2. Continueto strengthen the
FFA
asan integral part of the agricultural educationprogram
(a current proposal relating to certainchanges
inPL

from the instructional program).3.
Make
adjustments in theFFA
so it will properly serve all students.The FFA
should be modified in terminology, degrees, ceremonies and activities so thatifa student in agri-business desiresto be a
member
of theFFA

his organization as well as the student in production agriculture.4. Place greater
emphasis
on thename
of"FFA"
rather than Future Farmers to keep "in step" with the instructional program.Many
organizations havechanged
thename emphasis
without losing identity; for instance, the Radio Corporation ofAmerica
isnow commonly known
as"RCA."
Let usagree on an appropriatename
thatwill "turnmembers
on" and project the correctimage
for the organization—
yet the basicname
(for legal purposes) should remain"Future FarmersofAmerica."
5. Developflexibility ofoperation toenablethe
FFA
to be used effectivelyin multi- teacher departments with large student enrollment, such as, permitting "sub- chapters"made
up of mutual interest groups (such as, agri-business or horti- culture) to function as a unit which will provide greaterFFA
participation tomore
youth. Competition between sub-chapters can determine whichmembers
will bethe official school chapter officers (or leaders).
6. Give less
emphasis
toeconomic
success in selecting State andAmerican
Farmers,because
of the changing opportunities foremployment
in agriculture that have affected the instructional program.The
off-farmwork
experience program, the partnership or farm placement might restrict capital earning opportunities ascompared
to production agriculture.7. Place greater
emphasis
on leadership achievement in eligibility requirements for holding a national office.Each
yearthere are fewernational officers going intofarming.The
major responsibility of an officer isto understand theFFA
so that hecan use hisleadershiptalents to improve theprogram
through inspiring others.Many
opportunitiesfor leadershipdevelopment
and contribution to theFFA
by outstandingmembers end
at the State levelbecause
of theAmerican
Farmer Degree requirement relating towork
experience. There isneed
forsome
regions to give greateremphasis
to encouraging—
and running— mem-
bersforNational Office.
8. Establish a post high school organization in
harmony
with and supplementary to the FFA. Recent legislationmakes
it clear that greateremphasis
on voca- tional education in thefuture will be atthe post high school level.Our

have not onlyrecognized thisbutDE
is giving greater training oppor- tunities to theirmembers
preparing for careers in Distribution. It would notseem
unreasonable to begin planninghow
a post high school organization shouldwork
with the FFA, to prevent competition inawards
orother activities.To meet
the challenges facing theFFA
and also to fulfill thedemands
of tomorrow's trainingprogram
in agriculture, your national organization is planningits most extensive National
Program
of Activities.The
Boards of National Officers and Directors have authorized the national office to initiate a national operationalprogram
with the assistance of State staffs, teachers and other consultants. You, as delegates, have a most important part in the initial planning of thisprogram
through committee work. This information and material will be "pulled together"and
made
available prior to all StateFFA
Conventions each year. It is anticipated thatState staffs, teachers' conferences, State and national leadershipprograms
willmake
extensive use of this material.Your
State officers participated in an outstanding conference lastJuly. Others are planned next year and you will hearmore
aboutthem when
theCommittee

Leadership reports.
We hope
youwere
impressed by the outstanding public rela- tionsandnews
coverage you received atthe conference, asthis demonstrated what can be done.Since 1948, the
FFA
hasmade
an impact onmany
developing countries, especially Japan and the Philippines.Programs
areunderway
in Brazil,Panama
and Thailand. There arenow
four chapters in South Vietnam, and the future looks good. If theFFA
shoulddo more
in International Education Activities,members
should accept the challenge, and theCommittee
on International Education Activities should also present tothe delegate body thescope ofthe program, plans foroperation andhow
theprogram
will be financed.FFA members
benefitfromthe inspiration provided by the national officers, but a need still exists to schedulethem
into additional activities towork
withmore members. Many
requests are received each year from State associations forFFA program
reviews by the national office staff.We
desire to "give assistancewhere needed"
because this willhelp uskeep "in step" with theprogram.Two
yearsago
the national officers expressed a desire to have a National Leadership Conference Centerthat would belong toand be extensively used bytheFFA
in self-development programs. Considerable study has beendone
but no final plans havebeen made.
If the leadership center is to be built you mustmake
the decision. Your approval will allow theFFA
to beginwork
to develop plans for your center, which must be appropriate and in keeping with the high prestige of the FFA. Financing such a center will require thorough planning and great dedicated effort.At least one, and preferably two, regional leadership and citizenship confer- ences for State officers should be held in each region, and each one receive
more
financial assistance fromthe national organization. It should also
seem
reasonable for State executive secretaries tomeet
with national staffmembers
during the national convention to plan a general formatand program thatwill aid in coordinat- ing the conference which will result inmore
effective use of the national officers.The
NationalFUTURE FARMER
has continued to be amagazine
whichwe
can be justly proud of.The
staff is providing greater service inmany needed
areas to the national organization. However, with increased costs in postage, paper and labor, action isneeded
onhow
to raise additional revenuefor the magazine.The FFA
first operated the national office budget on 10 cents per yearmem-
bership dues. However, today this is not realistic, especially with a budget of
$413,925.00. For the past 20 years additional
money
for operating the national organization has been derived from a7%
royalty of gross receipts of the Future Farmers Supply Service.Because
of increased operating costs and expanding service tomembers
and States, it has been necessary each of the past two years to appropriate approximately $30,000.00 from theFFA
reserve fund to balance the budget. During these two years the increased costs of items purchased from the Supply Service have not been passed on to themembers
and State associations.The
Boardsdesire tocontinueto keepthese pricesata moderate level tomembers,
resulting in less revenue expected from the Supply Service to operate the national organization. In attempting tofinance the organization from theSupply Service, the largest share of the cost is borne by those
members who
purchase most heavily from the Supply Service.From
the standpoint of fairness, you should establish nationalmembership dues
so that everymember
will share equally in the cost of operating the national organization. But most important the NationalFFA
Office budgetwill be balanced, operate within itsincome, and allmembers
will be assured of receiving benefits of thenew
broadened NationalProgram
of Activities outlined above.The many
pressing problems confronting theFFA
are indeed challenging, but solvingthem
canbecome
opportunitiesto beofgreaterservice.The
problems must49 be considered with keenforesight,a
deep
understanding on thepart ofthemembers
and advisors working in cooperation with national officers, and State and national staffs.You
must considerthe problems in an unbiased and fair manner.One
thingis certain: the
outcome
of yourdecision should be in the best interest of the broadfield ofagriculture, the improvementofthe
FFA
and must have a desirableeffect on thewelfare ofthemajorityofmembers now
and in thefuture.The
time for action is now! Let us use foresight, experience andgood
judg-ment
aswe
cooperatewith othermembers,
teachers, Statestaffs andotherstomake
decisionsthatwill
