ABSTRAK
Laporan akhir ini berjudul “ KINERJA APARATUR PEMBERDAYAAN MASYARAKAT DAN DESA, PEMBERDAYAAN PEREMPUAN DAN PERLINDUNGAN ANAK, KELUARGA BERENCANA ( DPMDP3AKB ) DALAM PELAKSANAAN PROGRAM SIDOARJO KABUPATEN RAMAH ANAK ( SIKARA ) ”
Penelitian ini bertujuan untuk mengetahui kinerja aparatur Dinas Pemberdayaan Masyarakat dan Desa, Pemberdayaan Perempuan dan Perlindungan Anak, Keluarga Berencana (DPMDP3AKB) dalam melaksanakan program SIKARA (Sidoarjo Kabupaten Ramah Anak), untuk mengetahui faktor penghambat pelakaksanan program SIKARA, serta untuk mengetahui upaya yang dilakukan untuk mengatasi hambatan yang ada.
Metode yang digunakan oleh penulis pada Laporan Akhir ini adalah metode kualitatif deskriptif dengan pendekatan induktif. Metode pengumpulan data yang digunakan adalah triangulasi dengan cara wawancara, observasi, dan dokumentasi.
Hasil dari pengamatan peneliti yang dijelaskan di Laporan Akhir ini ialah kinerja Dinas PMD, P3A, KB dalam pelaksanaan SIKARA masih belum berjalan dengan maksimal. Hal ini dikarenakan masih ditemukan hambatan yang terjadi pada saat pelaksanaan program.
Saran yang dapat peneliti berikan kepada pemerintah daerah dan Dinas PMD, P3A, KB Kabupaten Sidoarjo ialah agar meningkatkan sosialisasi kepada OPD dan masyarakat serta melakukan rapat koordinasi secara intensif sehingga dapat ditemukan kesepakatan dalam pelaksanaan SIKARA.

This study is about “ The Perfomance Of Civil Servant Departement Society And Village Empowerment , Women Empowerment And Child Protection, Family Planning (DPMDP3AKB ) In The Program Implementation Sidoarjo Child Friendly City (SIKARA)
This study aims to investigate the performance of civil servant Departement Society And Village Empowerment, Women Empowerment And Child Protection, Family Planning ( DPMDP3AKB ) in the implementation SIKARA program, to know the factors inhibiting the SIKARA implementation program and to know the efforts made to overcome the existing obstacles.
The methods used in this study is a qualitative descriptive. Method of data collection with Triangulasi by of direct observation, interviews and documentation.
The result show that Perfomance Of Civil Servant Departement Society And Village Empowerment, Women Empowerment And Child Protection, Family Planning ( DPMDP3AKB ) in the implementation SIKARA program in Sidoarjo city is generally good but not running maximal because there are still obstacles that occur during the implementation program.
Suggestion that researches can give to the local government and Departemen PMD, P3A, KB Sidoarjo is to increase socialization to the OPD and cominity and conduct intensive coordination meeting so that can be found agreement in the implentation program.
