IUPUI Organization in the IU Context

Increasingly, some administrative functions of the eight campuses are centralized in offices located in Bloomington. An IUPUI Board of Advisors, comprised of community leaders in Indianapolis government, industry and nonprofit organizations, provides important guidance to the chancellor in aligning IUPUI's academic efforts with the needs and desires of the metropolitan area.

The Indiana Commission for Higher Education

IUPUI's highest-ranking official is the chancellor (who is also IU's executive vice president, IU's second-highest ranking officer), who reports to IU's president. At the campus level, the IUPUI Faculty Council plays a central role in providing faculty leadership and input into campus governance (a university faculty council – UFC – has representatives from all eight IU campuses; the heads of the IUPUI, Bloomington and Council of Regional Campuses are joint co-presidents of the UFC).

Search and Screen Procedures for Administrators

The search committee reviews the job description and may recommend changes to the director. The search committee shall submit written recommendations to the chancellor as required in the order.

Review Procedures for IUPUI Administrators

The chancellor will provide the assessed officer with a copy of both the review committee report and the chancellor's response. In the case of the Dean of the IUPUI University Library, the Chancellor will provide a summary report to the librarians.

Review Procedures for Core School Deans

The provost/chancellor and the co-chairs of the UFC will convene the Review Committee. A copy of the written comments will be sent to the dean and to the provost/chancellor and will be treated as confidential.

Program Review

In the case of a survey conducted in connection with a comprehensive review, tabulated survey results will be reflected in the draft and final reports as set forth in Section 8 above (of this policy). In the case of an initial survey of a dean, the professor/chancellor will prepare a summary report of the results of the table survey, in accordance with the consultation procedures set forth in Section 9 above (of this policy).

IUPUI Formal Ceremonies

The involvement of IUPUI faculty from academic units outside the assessed unit promotes campus-wide understanding of each unit's contributions to the institution's mission. The involvement of community members with an interest in the program highlights the importance of IUPUI's connections to the community it serves while promoting community understanding of the program and IUPUI.

Lecturer Appointments

The salaries of lecturers and senior lecturers should be commensurate with their education, qualifications, experience and responsibilities at work. Lecturers and senior lecturers will follow the same procedures as professors at work.

Research Associate

The head of the department or the director of the department will propose the creation of new teaching positions. The Dean of the School and the Executive Vice Chancellor and Chief Academic Officer for IUPUI will review the requests and act on them.

Scientist/Scholar

These recommendations should be based on the educational and service mission, goals, and needs of the department or division. On June 14, 2019, the IU Board of Governors approved the creation of a rank, “teaching professor,” above associate professor.

Academic Specialist Appointments Academic Specialist

An academic specialist may hold an appointment in a department, school, center or academic service unit subject to the approval of the senior academic administrative officer of the unit and the executive vice-chancellor and chief academic officer. They are not eligible to participate in faculty governance and are not eligible for tenure.

Community Scholar

A record of sustained participation with IUPUI academic units is expected, usually of at least one year's duration. This appointment may not be held concurrently with any other academic appointment, whether full-time or part-time.

Recommendation for appointment must be based on a documented record of significant contribution (eg, certification as a qualified internship or field experience supervisor).

IUPUI Policies Concerning Adjunct Academic Appointments

Classroom visits are strongly encouraged as part of the evaluation of new teaching assistants in the unit or those seeking or needing developmental guidance. This summary should be shared with the assistant appointee and a copy should be filed in the dean's office.

Reviews and Reappointment Procedures for Probationary Faculty

Each unit must design its evaluation protocol to meet the needs of the unit and the deputy designee for professional development and personnel decisions. A common element of the evaluation system should be that all courses taught by adjuncts are regularly evaluated using assessment materials and processes as prescribed by the unit; student evaluations and full-time faculty peer evaluations should normally be components.

Types of Reviews

Adjunct academic staff should have the opportunity to submit sample materials to demonstrate teaching performance and the obligation to submit specific materials based on the school or department's evaluation protocols. Student complaints involving adjunct academic appointees will be resolved in the same manner and with the same assurance of due process as is followed for full-time faculty and as specified in the Code of Student Ethics (or approved school alternative).

Annual Reviews

This final version of the extensive document must be signed and dated by the supervisor and the faculty member. One printed copy of the signed document must be handed over to the professor at that time, while the other, together with the electronic copies, is kept by the department.

Reappointment Recommendations

To be most beneficial to the faculty member, these reviews should be honest and critical evaluations of the faculty member's work and should draw attention to weaknesses as well as strengths. This comprehensive final document should be fully edited to include all notes and a summary of the discussion between the supervisor and the faculty member that conveys the supervisor's evaluation in light of faculty input.

Policy on Three-Year Formative Review of Tenure-Probationary Faculty and Librarians

A copy of each review report, whether by the committees, the chair or the dean, must be communicated to the faculty member within three days of its completion. The purpose of the REVIEW will be to help the tenure-track faculty member achieve success.

This annual report and its overview will be shared with the school's faculty and the IFC. Such a vote must be carried out by the president of the school's faculty in consultation with the DOF and IFC president.

Leave for the purpose of family formation will be at full salary for the duration of the leave period covered by this policy. However, the percentage of paid leave may not fall below 50% of the academic appointee's salary.

The IUPUI Senior Academy

All agreements must be in writing, signed by the designee and the head of the relevant academic unit and approved by the Vice-Chancellor for Faculty Affairs or the Vice-Chancellor for Academic Affairs. Grievance Procedure for Designated Academic Appointees

The findings of the FBOR will be sent by the members of the FBOR to the chancellor who will respond within four weeks of receipt. Further appeal by the grievance may be made to the president of the university and the Board of Trustees.

Faculty Work

It is always in the best interest of the unit to take advantage of individual faculty members' competencies, strengths, and interests when they fit specific departmental needs. When this occurs, faculty members participating in paid extracurricular activities require prior approval from the faculty member's chair and dean as determined in school-specific policies.

IUPUI Guidelines for Faculty Work Arrangements

If there is no administrative remedy, the faculty member must request a hearing by a Faculty Review Board to avoid any possibility of misconduct charges. If there are concerns about adverse effects of delay, the faculty member should seek a Review Board as soon as possible, while still completing assignments.

Final copies of all approved management plans must be forwarded to the University Compliance Office, which will retain copies.
