Abstract
ANALYSIS OF EFFECTIVENESS OF INFORMATION SYSTEMS AND USER PERFORMANCE ON SISTEM INFORMASI DAN MANAJEMEN
PERTANAHAN NASIONAL (SIMTANAS) IN THE LAND OFFICE Arli Buchari
Since 1997, BPN has held SIMTANAS through the activities of the Land Office Computerization (LOC) where this activity is the result of cooperation between the Government of the Republic of Indonesia and the Government of the Kingdom of Spain in the field of information technology. The effectiveness of the implementation of information systems at the Land Office SIMTANAS should provide many benefits in supporting the quality and optimize employee performance and organizational performance. To determine the effectiveness of information systems and user performance in implementation SIMTANAS at the Land Office is necessary to do this analysis.
This research aims to: (1) Analyzing the condition of information systems effectiveness and user performance on implementation of SIMTANAS in the land office; (2) Analyzing several factors which influence the information systems effectiveness and user performance on implementation of SIMTANAS in the land office; (3) Recommends the National Land Agency on how to enhance the information system effectiveness in implementing SIMTANAS in order to increase the user performance.
This research measures user’s perception on their expectation and their experience in SIMTANAS implementation in the land office. Attributes evaluated are effectiveness of information system and user performance indicators based on respondent judgement. Data processed by using gap analysis, Mann-Whitney test and Structural Equation Modeling (SEM) Analysis.
The result of this research shows that user expectation on every attributes of effectiveness of information system in SIMTANAS implementation were greater than the reality they experienced. Meanwhile, there is an increase in the user performance indicators. A consecutive strongest influences on the effectiveness of information system are process dimension, service dimension and product dimension. Effectiveness of information system on implementation of SIMTANAS also has significant influence on user performance.
