Pemerintah dituntut kemandiriannya untuk menangani segala urusan pendanaan,baik untuk pembangunan daerah maupun penyelenggaraan pemerintahan daerah. Besarnya pembiayaan penyelenggaraan otonomi memaksa pemerintah Daerah untuk mencari alternatif sumber pendapatan daerah dengan menggali potensi yang dimiliki daerah tersebut dalam rangka peningkatkan pendapatan asli daerah, salah satunya berasal dari Retribusi Pasar Sentral yang dianggap potensial untuk Meningkatkan pendapatan asli Daerah.
Namun retribusi tersebut dalam beberapa tahun terakhir ini, antara target dan realisasi anggaran dari penerimaan retribusi pasar sentral belum mencapai target yang ditetapkan oleh Dinas Perdagangan dan industri Kab.Bulukumba.
Penelitian ini bertujuan untuk mengetahui bagaimana manajemen retribusi pasar sentral kab.Bulukumba, yang terdiri dari perencanaan, pengorganisasian, actuating, dan pengawasan yang dilakukan oleh dinas Perdagangan. Penelitian ini menggunakan metode penelitian kualitatif. Jenis data terdiri dari data primer yang diperoleh melalui observasi langsung dilapangan, sedangkan data sekunder bersumber dari dokumen laporan, peraturan-peraturan yang berkaitan dengan masalah yang akan diteliti, tulisan serta hasil penelitian mengenai Manajemen Retribusi Pasar dengan analisis kualitatif.
Hasil penelitian ini menunjukkan bahwa manajemen retribusi pasar sentral kab.Bulukumba dilihat dari segi teori, sudah baik, namun dalam kenyataannya dilapangan tidak sesuai dengan teori, masih ada penyimpangan yang dilakukan oleh pihak yang terkait, tetapi hal tersebut dapat diatasi dengan peningkatan pengawasan terhadap pemungutan retribusi pasar sentral.

The government is prosecuted their autonomy to handle everyproblems of financing, not only for the development of areas but also for the implementation of area’s administration. The amount of the cost in an implementation of autonomy forces the government to search an alternative source of the regency incomes by knowing deeply about the potential which own of that areas in the framework of increasing the regency income, one of that income comes from the retribution in central market which has a good potential to increase the regency income. But that retribution at the end of these years, between target and realization of budget from the accepting by retribution of central market have not reached the target yet which is determined by trade office management management Bulukumba Regency.
The purpose of this study was to know how is exactly the management of the retribution in Bulukumba’s central market, including of planning, organizing, actuating, and supervision who has done by department of trade office management. This study used the descriptive methodology. The kind of the data consist of primary data which was reached by the observation, and the secondary data ar data derived from same references that related to the research object includes documents, the rules of the problems in the study, writing, and the result of the study about management of retribution’s market by using analysis of qualitative.
The result of this study shows that management of the retribution in bulukumba’s central market can be seen from the theoretical sides, were better, but in reality of the observation are not as better as theory. There were still deviations which has done by many people there, but the problem has a solution by increasing the supervision to the collection of retribution in central market.
