THEORY FUNCTIONS AND DIFFUSION OF INNOVATION

INTRODUCTION

Day's (2002) exemplary work on the dissemination of the ''most influential'' ideas in library literature illustrates the difficulty of tracing the influence of particular theories, both on LIS (Library and Information Science) and more in general. administratively, through the interlocking arenas of science and practice. Moreover, its usefulness to the library field has been enhanced by the application of evidence-based evaluation techniques to other areas of the social sciences, a revival of the "experimental society".

THE DIFFUSION OF INNOVATIONS

For example, Kuhn (1972) offered "accuracy, consistency, simplicity, and fruitfulness" as the "common basis for theory choice" in science, while Popper suggested "autonomy": the degree to which a theory takes on a life of its own, with previously unseen consequences (Popper & Eccles, 1981). In addition to the difficulties involved in studying the ideas themselves, a related problem appears to be the inherent complexity of studying the communication process itself, which has been called "cognitive dynamics."

THEORIES AND TRUTH

There are various versions of coherence theory (e.g., BonJour, 1985), but the main weakness they all seem to share is that case histories in psychology provide numerous examples of belief systems that are complete, stable and quite delusional. (Tolliver, 1989) and that the case histories of science provide numerous instances of anomalies that succeeded in overturning well-established belief systems (Bogen, 1989). However, the coherence theory of truth has been extremely influential in the development of normative theories in fields such as law.

It was also necessary to review the costs and resources used to conduct PM in Florida public libraries to determine whether the PM process was being funded in a viable way by libraries to produce the desired positive outcomes.

Lead library administrators (HLAs) have the necessary technical skills to complete and return the survey instrument to the researcher in an electronic environment.

As a result of the broader global markets, business owners and managers have found themselves in an increasingly competitive arena. The organizing process focused on determining the most efficient size and operation of an organization to maximize the amount of work produced, but not necessarily the quality of the work.

Nonprofits that used the quality-driven, cost-accountable performance measures were also able to gain a competitive advantage over other nonprofits by gaining community and funding support. As nonprofits incorporated quality-driven, cost-responsible PM systems, their organizational cultures, priorities, and values ​​began to change, just as they had in business organizations.

HISTORY, DEVELOPMENT, AND USE OF PUBLIC LIBRARY PERFORMANCE MEASUREMENT

Service standards were the first attempt to allow public libraries to demonstrate their level of achievement. Additionally, to date there has been no study of PM use and perceptions in public libraries (including Florida public libraries).

STUDY METHODOLOGY

The study of the use and perceived impact of PM processes in Florida public libraries can be defined as multidisciplinary, requiring similar considerations. The impact of using the mixed method in research design is discussed in each chapter of this study.

GENERAL FINDINGS

The majority of respondents perceived that patrons did not primarily request any type of PM information from libraries to demonstrate service effectiveness. The majority of respondents also saw that the LLU did not request any type of PM information from partners and program collaborators to demonstrate service effectiveness.

ANALYSIS OF RESOURCE USAGE QUESTIONS

Data analysis for question 16 indicated that 75% of all respondents did not devote more than 5% of the total annual staff time available in their LAU to PM implementation. To assess overall responses to attitude questions regarding HLA perceptions of PM use and effectiveness in Florida public libraries, the researcher created a fig.

CORRELATION FINDINGS

Sub-question 4.4 asked: ‘‘Is there a correlation between the amounts of experience as a chief library administrator and library administrators' perceptions of the effectiveness of performance measures?’’ Question 4 and the. Sub-question 5.2 asked: "Is there a correlation between the amount of experience as a chief library administrator and the overall percentage of the budget dedicated to performing performance measurement?" Question 17 and the "Years of Chief Library Administrator experience" demographic question in the attitude survey was used to address this question.

CORRELATION OF DEMOGRAPHIC FACTORS

Sub-question 5.1 asked: ‘‘Is there a correlation between the amount of experience as a chief library administrator and the total amount of staff time devoted to performing performance measurement?’’ Question 16 and the. Sub-question 5.3 asked: ''Is there a correlation between the amount of experience as a chief library administrator and the total training time provided to staff members specifically related to the use of performance measurement?''.

CONCLUSIONS

Once the PM information was analyzed, the resulting data and knowledge was not widely or consistently disseminated to individuals within or agencies outside the library organization in a majority of respondents. The resulting data, information and knowledge from the PM process is not effectively incorporated into the PM process itself.

RECOMMENDATIONS

In the revised PM process model, the information flows (red lines) have been adjusted to account for the study findings of the use of PM information. Researchers in the profession should provide direction and guidance to practitioners to investigate and improve the understanding and operation of the PM process and the culture of assessment.

IMPLICATIONS FOR PRACTICE

Research efforts and results should support the development of future project management processes and evaluation culture. Expanding PM research would provide the necessary resources for practitioners and students to better understand the practical use of PM and the dynamics of assessment culture.
