Organization

Government
Districts not represented at National Conventions and not submitting a sufficient apology to the Executive Committee within four weeks of the first day of the Convention shall be expelled from the Union. The District Executive Committee is responsible for the management of the Union treasury by the Executive Committee. The treasurer of the National Executive Committee must provide sufficient security to the District Committee. At national conventions, Executive Committee members have all the rights of delegates except the right to vote, and therefore cannot represent any district.
The Union's financial year begins on 1 July and ends on 1 July of the following year. Each Union district pays an annual membership fee of 20 cents for each member during the first half of the year. If they are affiliated during the first 9 months of the current financial year, they pay the contribution for the full year.
If they joined in the last 3 months of the current fiscal year, they will pay the next year's membership fee. Those districts that have not submitted complete statistical reports to the executive committee by February 1 of the following year must be charged a 10 percent increase in membership dues of those societies that owed dues last year. If necessary, the competent secretary of the executive committee has the right to contact the trade unions concerned directly when collecting the annual statistical reports.
The latter cannot contain any policy that is contrary to the Constitution of the National Gymnastics Union. Members, societies or circles who violate any of the platform regulations or Union statutes must be reprimanded by the next highest authority. The penalty of expulsion can only be applied to a member of the Union for dishonest conduct.
Accusation and Appeals
However, if there are well-founded grounds for an accusation or complaint, it is the duty of the individual Turner, as well as of the particular society or district, to bring them to the appropriate authority. The consultation on the verdict must take place in a closed session, excluding all non-members of the commission.
If one of the parties is not satisfied with the verdict, it can appeal it to the company within two weeks. The Society must schedule an appeal and notify the other party at least three days in advance. If one of the parties wishes to appeal the association's decision to the district board, the latter must send a written notice to the association and the district board within fourteen days.
In the case of an appeal to the district executive committee, the company, whose decision is appealed, is obliged to immediately submit to the district executive committee all relevant documents and statements of verified witnesses. The process should be the same in the district executive committee as in the society executive committee, with the only difference that new evidence may be allowed only when a majority of the executive committee members decide that there is compelling reason to do so. An appeal against the decision of the district executive committee should be submitted directly to it.
When an appeal is submitted to the National Executive Committee in relation to a decision of a district executive committee, the procedures must be the same as when a society judgment is appealed to the district executive committee. When an appeal is submitted to the national Union Convention, it must be submitted by the National Executive Committee within fourteen days.
Revision of the statutes
