Analysis of Community Empowerment Through a Waste Management Program in Medan Denai District, Medan City

Abstract
The Medan Denai Locale Government has as of late been currently moving towards a spotless climate. Medan Denai Locale will be a model for other sub-regions in their endeavors to work on the nature of a perfect climate. The deterrent faced by individuals of Medan Denai Locale is an absence of inspiration and mindfulness regarding the significance of ecological tidiness. The arrangement that should be possible to conquer these obstructions is by holding a strengthening program completed by the Medan Region government for the local area with the exercises of the Drape Program, the Night Squander Apportioning Project (persami), the Denai Quick Waste Help (persad), and the Waste Development Program for Denai hindering (Denai guardians). The point of this program is to engage the local area by imparting local area mindfulness and worry as well as being straightforwardly associated with molding the climate through related programs. The strategy involved is to gather information through direct perception in the encompassing Medan Denai Locale region by focusing on the treatment of moved squander and keeping up with tidiness over the day. This community empowerment program has allowed Medan Denai District to improve, maintain, and even develop its environmental cleanliness. The results of the research show that the activities of the Curtain Program, the Night Waste Disposal Program (persami), the Denai Fast Waste Service (persad), and the Waste Movement Program for stunting Denai (Denai caregivers) have improved environmental cleanliness and health in the Medan Denai District area. Apart from that, the district government and the community are committed to carrying out the program in a sustainable manner.

INTRODUCTION
The environment is the place where all creatures on earth live, especially humans. This living environment will be good if it is handled by good people; otherwise, this environment will not be good because the people who manage it are not good. The role of society is very important in protecting the environment because society is required to be able to solve problems related to its environment. One of the environmental problems is cleanliness (Firoh, 2021). Cleanliness is a condition that is free from all dirt, etc., which can be detrimental to all aspects related to every activity and behavior in society. To create a clean environment, public awareness is needed about the importance of maintaining cleanliness. All community activities always generate waste.
The waste problem includes three parts:
downstream, process, and upstream.
Downstream, waste disposal continues to increase. In the process, there are limited resources from both the community and the government. In the upstream part, in the form of a less-than-optimal system applied in final processing (Mulasari et al., 2016), Most people consider burning waste to be part of waste processing. Even though it is proven that waste can be detrimental, if it is not managed well enough, it has the potential to damage the environment. However, if it is managed well, it is still possible for this waste to be utilized either in its original form or through processing or recycling. In terms of economics, health, and environmental quality, well-executed waste management and utilization activities can enhance the community's quality of life or welfare.
The issue is that the government ought to implement community-based waste management given that the amount of waste produced each day is rising and households account for the majority of it. The issue of waste administration turns out to be intense in metropolitan regions because of the intricacy of the issues confronted and the high populace thickness, so squandering the board is many times focused on in metropolitan regions.
Waste management is a problem in urban areas that local governments must currently address, particularly in Indonesian cities. Waste and the problems that go along with it have increased as a result of population growth and increased activity. The vast majority view squanders as
futile waste, not as the need might arise to be used. In overseeing waste, society alludes to end-of-pipe removal, or at least, squander that is gathered, moved, and discarded at the landfill (Batahari et al., 2016). The final disposal paradigm of waste management needs to be abandoned, and the way of life of people who view waste as something that must be thrown away and has no economic value needs to be replaced. Squander the board requires lawful sureness, lucidity of obligation, and authority of the public authority, provincial government, and the job of the local area so that squandering the executives can run relatively, actually, and proficiently. The government has established an instrument for overseeing family waste and family-like waste through Regulation Number 18 of 2008, Article 20, Passage (1), concerning Waste Administration with the 3R Idea.

Empowerment can be interpreted in two senses. First, releasing the shackles of poverty through economic growth and backwardness from ignorance through the provision of skills education. Second, strengthening the position of layers of society in government and cultural power structures. According to (Dedeh &
Nainggolan, 2019), local area strengthening is an advancement interaction that makes individuals step up and begin the course of social exercises to advance their circumstances and conditions. Empowerment of the community can only occur when the community itself participates.
Empowerment means an effort or strength carried out by an individual or
community so that the community can be efficient in meeting their life needs in a more prosperous direction. The concept of empowerment was born from the English word
"empower," which means to give power or authority. This concept has developed since the 1980s and has been used by development agents until now, so empowerment has become a very popular jargon among community development agents, especially in dealing with poverty.
Hence, the idea of strengthening is altogether different starting with one local area and then onto the next, contingent upon the specific circumstances and social upsides of the nearby local area. The World Bank expresses,
"The term strengthening has various implications in various socio-social and political settings and doesn't make an interpretation of effectively into all dialects." As indicated by (Wallerstein, 1993), strengthening is a social activity process that advances the investment of individuals, associations, and networks towards the objectives of expanded individual and local area control, political viability, working on the nature of local area life, and civil rights. The basic concept of empowerment is an effort by a community group to increase their abilities and independence so that the community can actualize the potential they already have in the context of a more prosperous life goal. Based on the understanding of these experts, the keyword that is often used to understand the meaning of empowerment is the word
"empowered." In this case, empowerment is interpreted as an action taken by someone to
"empower" other people. Of course, empowering someone is necessary to create empowered and independent resources.
Community empowerment is an economic development concept that summarizes social values. According to (Rusmiyati, 2011) states that empowerment is a way in which people, organizations, and communities are directed to be able to control their lives, or empowerment is considered a process of making people strong enough to participate in events and institutions that influence their lives.
Strengthening, as per (Hiryanto, 2017), incorporates three aspects. (1) an improvement cycle that beginnings with individual development and forms into social
change; (2) a mental state portrayed by fearlessness, a feeling of handiness, and having the option to control oneself as well as other people. (3) freedom coming about because of the social development of feeble individuals and afterward including aggregate endeavors from these frail individuals to acquire power and change structures that mistreat.
So in conclusion, the meaning of community empowerment is the process of providing power or strength to the behavior and potential of individuals or communities, as well as organizing community groups by the government or the community itself based on participation. This empowerment aims to ensure that the community can have the initiative to carry out various social activities in the community and their surroundings to improve their quality and condition.
Empowerment has the aim of making people independent and able to improve in all aspects, in the sense of having the potential to be able to solve the problems they face and be able to fulfill their needs by not depending for their lives on assistance from outside parties, both government, and non-government. Efforts to increase community empowerment can be classified in several ways. First, create an atmosphere that can stimulate the development of community potential. The point is that every individual in society has development potential, meaning that society must have the potential to develop so that it has the opportunity to be independent.
Authorization is an effort to encourage and increase its development potential. Second, increasing the potential of society requires society itself to take practical action so that it can open up opportunities to see its potential (H Hermanto Suaib, 2017). Meanwhile, the meaning of economics comes from Greek, which consists of two words, namely "oikos" for family and "nomos" for family rules. Therefore, it can be said that the economic concepts here are all concepts related to family life.
However, in the economic sense related to family, it is not narrow but broad. As Putin said, those related to family life include not only the husband, wife, and children but also the wider family, namely the family of the country, state, and world (Putong, 2013). The aim is to meet life's needs through three main activities, namely production, distribution, and consumption. Living with limited resources is
closely related to efforts to increase welfare (economic aspects) and welfare (non-economic aspects). Production, distribution, and consumption are a series of activities that occur continuously and are often called continuous processes. This process is naturally in line with the development of society in the social, economic, cultural, and political fields (Sumodiningrat, 1998).
Economic empowerment is
strengthening ownership of production factors, strengthening distribution and sales control, strengthening society to obtain adequate wages, and strengthening society to obtain information, knowledge, and skills. This must be done in various ways. Aspects of society itself and its policies. According to (Chambers, 2014), community economic empowerment shows that community economic empowerment is a concept of economic and political development that summarizes various social values. This concept reflects a new development paradigm, namely "people- oriented, participatory, empowerment, and sustainability." This concept is broader than just meeting basic needs (basic needs) or providing mechanisms to prevent further poverty (safety net). It was also shown that community economic empowerment, which is characterized by various indicators such as independence, self-confidence, and self-esteem, needs to be able to internalize these values within the group.
Therefore, this means that there are group values that are consistent and very important for the individual. The group must have clear values for the strengths and weaknesses of its members, and its members must be emulated. is to achieve opportunities to provide participation opportunities to individuals. Activities are undertaken for a purpose, individuals participate in group activities, and rewards are their efforts (Bashith, 2011).
In implementing the community economic empowerment plan, incentive efforts must be made, such as providing opportunities or increasing the use of the most basic production assets by obtaining sources of income (funds), thereby making the management of an industry that has a strong and resilient foundation (Machendrawaty &
Safei, 2001).
Empowerment, which is interpreted as an educational process, often has the aim of alleviating or overcoming poverty in the target community. Therefore, community empowerment activities are always carried out in the form of developing productive activities to increase income (in terms of income generation).
However, regarding the problem of how to deal with waste in the Medan City area, this is not entirely the case because the existing waste problem requires the participation of all elements of society. The community can provide various forms of participation, whether through thought, energy, or funds. However this, of course, requires a strategy so that all elements of society are aware of the importance of solving the waste problem together.
Regardless of the existing conditions, this is often not fully realized by the parties involved, where the planning and decision- making process in development programs is often carried out from the top down.
Community development program plans are usually designed at the central (top) level and implemented by provincial and district agencies.
The community is often included without being given a choice or opportunity to provide input. In this vision, society is placed in a position that requires external assistance.
Programs carried out using a top-down approach are often unsuccessful and provide little benefit to the community, so they feel less responsible for the program and its success, let alone the sustainability of the program.
The various assistance provided in the form of infrastructure and funds creates dependency, which in turn will trouble the community more than help it (Theresia et al., 2014). In light of this condition, an approach was developed by placing the community as the main party or center of development. This approach is more about empowering the community, which aims to make the community independent by using and accessing local resources as best as possible.
Just like waste, which has always been considered disgusting, with different thinking, existing waste can be used as a resource with marketable value so that anyone can utilize waste commodities into useful items through the recycling process. To provide awareness and education to the people in Medan City
about waste, which can be used as a valuable resource, through an empowerment program, is necessary.
According to (Sumaryadi, 2005), the objectives of empowerment are as follows: (a) helping the authentic and integral human development of weak, poor, marginalized communities and small groups such as farmers, farm workers, poor communities, disabled people, and women groups who are discriminated against or aside. (b) Empowering these community groups socio-economically so that they can be more independent and able to fulfill their basic life needs but are also able to participate in community development. (c) This empowerment aims to ensure that the community can have the initiative to carry out various social activities in the community around them to improve their quality and condition. Furthermore, according to (Sumaryadi, 2005), the targets of the community empowerment program in achieving independence are as follows: (a) open awareness and grow an active role, able to organize and be independent together. (b) Improving the social conditions of life of the weak and powerless by increasing understanding, increasing opinion, and small businesses in various economic fields towards self-reliance. (c) Improve the performance capabilities of self-help groups in technical and management skills to improve their productivity and income.
Empowerment itself has principles in the process; the principle of empowerment, according to (Mardikanto & Soebianto, 2012), states that "a principle is a statement about a policy that is used as a guide in making decisions and carrying out activities consistently." Therefore, the principle will be generally applicable, generally accepted, and confirmed to be true from various observations under various conditions.
RESEARCH METHODS
This type of research is qualitative with a descriptive observational design (Prof. Dr.
Sugiyono, 2017). Research techniques were carried out using open interviews and literature studies. Qualitative research was carried out to find out information related to the existing waste management program in the Medan Denai District, Medan City.
Observational/field surveys are carried out to
see the real conditions in the field so that we know exactly what is happening. Open interviews were conducted with the sub- district head, village head, and environmental head, representing social organizations, religious organizations, and the community in the Medan Denai sub-district.
RESULTS AND DISCUSSION
As a regional apparatus responsible for environmental management in Medan Denai District, Medan City, the Head of Medan Denai District must be able to respond and overcome various environmental and cleanliness problems by carrying out community empowerment through waste management in Medan Denai District, Medan City, to meet community expectations. broad, namely the realization of environmental preservation and cleanliness in the sub-district areas in particular and in general in the city of Medan.
Community Empowerment through the Denai Mutual Cooperation Program (Gorden).
Regarding the Gorden program, researchers interviewed research subjects by asking them about what the Denai cooperation program is like, what the facilities are for the Denai cooperation program, how the Denai cooperation program is supported, and what the benefits of the Denai cooperation program implemented in the Medan Denai District area are. Furthermore, Mr. Syafiuddin explained that the people involved in the Curtains program were only cleaning staff, including P3SU. He said that the Curtains program received support from the surrounding community, namely their active role in not littering and participating in monitoring the cleanliness of the area, and according to the local community, the Curtains program has been able to provide benefits for the environment, health, and society. Next is Mrs. Ananda Ana, Head of the Ward Medan Denai sub-district area. He further said that the implementation of the cooperation program was carried out at 8:00 a.m. until completion. It starts by gathering the committee, and the people who take part in the activity are gathered in a special place that has been determined as the place where the curtain will be held in each sub-district. Then carry it out together. and those involved in this curtain program are the community and keeping ranks
in each sub-district of Medan Denai sub-district.

Furthermore, the community's support for the denai (curtain) cooperation program means that all the members of the community support its name, and the aim is to work together to support activities in cooperation.
The enthusiasm of the community is very good because their environment is clean so the community is happy. So next, the kepling just needs to ask the public to maintain cleanliness.
Next, the benefits of the cooperation denai (curtain) program for the community are making their environment clean, so we just need to remind the public about how important it is to maintain cleanliness so that public awareness of keeping the environment clean arises. According to him, the obstacle to the program in society is that humans are still unaware of being social creatures and still throw rubbish carelessly. Apart from that, there are also differences of opinion, which generally prioritize personal matters over the public interest. As a street sweeper in the Medan District area, Denai Nova Azizah explained that with this Village Mutual Cooperation activity, the environment is certainly clean, so it is comfortable to live in, and the community has maintained and paid attention to the cleanliness of the house and to keep the environment clean. Likewise, Nora Wahyuni, representing the community, explained that the program in the Medan Denai sub-district is quite useful in creating a beautiful and clean environment. Meanwhile, Mrs. Hotmaria Siaga and Mrs. Fathia Rahmi, gave the same explanation about the cleanliness program in the Medan Denai sub-district area, namely that the community can increase their knowledge and skills so that they can create a comfortable and clean environment.
Nightly Waste Disposal Program (Persami) Regarding the night waste distribution program (Persami), researchers interviewed research subjects by asking them what the program was about, how the program was implemented, who was involved in the program, and how the community supported the Night Time Waste Disposal program (Persami), which was implemented in the sub- district area. Denai Field. In general, Mr.
Syaifuddin, Head of Ward 1 of Denai Subdistrict,
explained that this persami program was carried out at night to prevent people from throwing rubbish carelessly, and some people did not support this program. It turns out that the activities of the Persami program also have benefits for the environment where people live, as well as benefits for health and society. And on the other hand, there are still various obstacles in the community. Next, Mrs. Ananda Ana, Head of Environment, asked how the community's support for the program, which is implemented in the Medan Denai District area, In general, Mrs. Ananda Ana is the Head of Environment.
It turns out that this curtain program activity also has benefits for the environment where people live, there are benefits for health, and there are also benefits for society. And on the other hand, there are still various obstacles in the community. Furthermore, the community, namely Mrs. Nora Wahyuni, Mrs. Hotmaria Siaga, and Mrs. Fathia Rahmi, gave the same explanation about the benefits of the night waste dumping program (Persami), namely that it can create a comfortable and clean environment, and explained that this program is only carried out by officers who have been determined by the sub-district government alone, while the community does not participate.
Fast Denai Garbage Service (Persad)
Regarding the Denai Rapid Waste Service Program (Persad), researchers interviewed research subjects by asking them what the program was about, how the program was implemented, who was involved in the program, and how the community supported the program implemented in the Medan Denai District area. In general, Mr. Syaifuddin, as Head of Environment 1, Denai Subdistrict, explained that the Persad Program is carried out with a fast waste transportation service so that waste can be transported quickly in the terrain area and does not pile up. So that the existence of this Persad does not have an unfavorable effect
on the community and some people do not yet support this program, the activities of the Denai Rapid Waste Service Program (Persad) also have benefits for the environment where people live, as well as benefits for health and society. And on the other hand, there are still various obstacles in society.

Hotmaria Siaga, and Mrs. Fathia Rahmi represent the community and say that they support this program wholeheartedly because its aim is for the common good of the community, especially the problem of waste so that the environment is clean and so are the houses where we live. They explained that this program was only carried out by officers appointed by the sub-district government, while the community did not participate.
Waste Movement Program for Stunting Denai (Denai Caregivers)
Regarding the Waste Movement Program for Standing Denai (Denai Caregivers), researchers interviewed research subjects by asking them what the program (Denai Caregivers) was about, how the program was implemented, who was involved in the program, and how the community's support for the program was implemented in the Medan Denai District area. In general, Mr. Syaifuddin, as the Head of Environment 1, Denai Subdistrict, explained that in this (Denai Caregiver) Program, the community is encouraged to collect waste that can be
processed and turned into money with the waste movement program for stunting carried out every Friday, so that the existence of the Denai Caregiver Program will give rise to positive impact because waste can be processed into money. Next, for the activities of the Waste Movement Program for Standing Denai (Nanny Caregivers), researchers interviewed research subjects by asking them about the program (Caregiver Denai) and whether there are benefits for the environment where people live and whether there are benefits for health and the public. Furthermore, representatives from the community, namely Mrs. Nora Wahyuni, Mrs. Hotmaria Siaga, and Mrs. Fathia Rahmi, collaborate with the community health center to provide routine health checks for babies in the area, providing milk, porridge, and vitamins for pregnant women and babies. -the baby. So this program is beneficial to the community. In the field of public health, it can be orderly; there will no longer be people who throw rubbish carelessly, and the problem of rubbish will be kept clean.
The collected waste can generate money, while the funds can be donated to stunting programs such as purchasing milk for babies from low- income families. There are currently no obstacles to implementing the program. Thank God, the community always supports us, and the entire program runs smoothly.
Community Empowerment in Environmental Management in Medan Denai District
From the research data analysis that the author explained above, the following comes to the author's discussion of research on community empowerment in environmental management in Medan Denai District. By carrying out community empowerment in Medan Denai District, Medan City, after carrying out several programs starting with the Mutual Cooperation Denai Community Empowerment Program (Gorden), based on the above analysis, this cooperation creates a clean and beautiful environment and realizes Medan Mayor Bobby Nasution's priority program in the field of cleanliness. In the implementation of the Mutual Cooperation Denai activity, the Head of the Environment and the community carry out it every day starting at 8:00, starting with a call and directions from the Head of the Medan Denai Subdistrict, and continuing with
the activity of cleaning up wild grass and rubbish using a hoe and claw grass cutting machine. In the cooperation activities, Denai, apart from the Head of the Environment and the community, also actively participated, starting with the district government officials, Bestari, Melati, and P3SU. The Denai Mutual Cooperation Program (Gorden) in creating a clean, safe, and comfortable environment are factors that greatly influence the lives of the people of a region or sub-district, both in terms of the level of health, education, and psychological development of the community, which will have an impact on the quality of life of the community. To realize and create a clean and beautiful environment and realize Medan Mayor Bobby Nasution's Priority Program in the field of cleanliness, of course, it cannot be separated from community support, namely the active role of the community by not throwing rubbish carelessly and participating in monitoring the cleanliness of the area. This program to create a clean and beautiful environment will certainly provide benefits to the community, firstly for the environment, maintaining the cleanliness and beauty of the environment. Second, share health by working together to minimize the risk of heart disease, stroke, diabetes, type 2 and metabolic syndrome. Furthermore, the benefit of Gotong Royong Denai is that it can provide comfort to the community in a beautiful and healthy environment. There are still obstacles in the Denai Mutual Cooperation program, namely that there are still some people who do not realize that they are social creatures who throw rubbish carelessly, people's behavior like this without good and correct waste management, a dirty environment, inappropriate waste management, rivers, and rivers. Rivers are starting to get dirty; high levels of air pollution, low levels of safety, and many inconveniences are found. Therefore, serious attention is needed to improve the problem of littering, including by instilling public awareness and concern as well as direct involvement in environmental conditioning through related programs. According to Hapsari (2009), environmental factors have a significant influence on the level of public health. More residents living in healthy environments have good health status compared to residents living in unhealthy environments. The healthy environment referred to here is an
environment that provides clean water, waste management, feces disposal, and waste water treatment.
The Head of the Medan Denai District wants the Denai Mutual Cooperation Program to continue to be promoted in every neighborhood in the Medan Denai District, Medan City, and continue to maintain the cleanliness and beauty of the environment. The cleanliness and beauty of the environment need to be maintained together. Maintaining cleanliness is very important, especially in maintaining the health of the surrounding environment. Furthermore, community empowerment in the nightly waste distribution program (Persami) is carried out by district cleaning officers at night to prevent people from littering and remove household waste before 06.00 WIB so that it is transported. They do this routinely by transporting rubbish at night from 00.00 WIB to 04.00 WIB. For the community empowerment program in the nightly rubbish distribution program (Persami), some people support community empowerment in the nightly rubbish distribution program by not throwing rubbish anywhere. Furthermore, this program has benefits for the environment where people live, as well as benefits for health and society. On the other hand, there are still various obstacles in society where there are still people who throw away trash at night in unpredictable weather.

Sustainable strategic actions in the context of human development and alternative solutions to overcome waste problems can be achieved through empowerment.
The Denai Fast Waste Service Program (Persad), is carried out with a fast waste transportation service so that in the Medan Denai District area, waste is transported quickly and does not pile up. Whenever there is rubbish, it is quickly transported by the Medan Denai sub-district office task force using motorbikes, while the sub-district office uses a motorbike rickshaw managed by the environmental head to transport the rubbish.
This program has support from the community.
The sub-district has also socialized the community to support all of these programs
because the aim is for the common good of the community, especially the waste problem that must be resolved. This program is also beneficial for the environment where the community lives, as well as for health and the community. There are no obstacles to this program; it is still running smoothly.
Regarding the Waste Movement Program for Standing Denai (Denai Caretakers), the sub- district head, village head, and environmental head of the Medan Denai sub-district invite the public to collect rubbish that can be processed and turned into money. For this reason, the waste produced must be managed appropriately. The way to do this is by throwing the trash in the right place. Separate organic and inorganic waste; if possible, convert waste into goods with added value. According to (Sulistiyorini et al., 2016), community participation in waste management can increase public awareness of the importance of a clean, green, and healthy environment and strengthen community initiatives to protect, maintain, and improve environmental functions.
This program is carried out every Friday by involving and collaborating with the community health center so that the community health center helps. For stunting, the community health center provides socialization education related to preventing stunting and how to prevent stunting. Each to carry out this stunting program, which is carried out in each sub-district. This program has received support from the community, namely the waste movement program for stunting Denai (Caregivers of Denai). This program is beneficial for the environment and society from malnutrition and is usually detected. Efforts to prevent stunting, such as during pregnancy, must be checked first by health authorities and provide education on how to maintain the womb and what healthy foods to consume for pregnant women after the child at birth, their growth and development are checked because each environment is made into a posyandu. This program collaborates with community health centers to become a routine for checking the health of babies in the area and providing milk, porridge, and vitamins for pregnant women and these babies. So this program helps the community.
Furthermore, there are benefits for health so that people can be orderly; there are no more
people who throw rubbish carelessly, and the problem of rubbish is kept clean. Every time you carry out waste collection, the results will be tons, so it must be done in the right way and can also generate economic selling value. By collecting this waste, it can become a selling point, so it can become money. so that the funds are used for stunting programs such as purchasing milk for babies from poor families.
There are currently no obstacles to implementing the program. Thank God, the community always supports us, and the entire program runs smoothly.

This is a program that provides support for health and hygiene management. Apart from being able to overcome the waste problem, it can also handle stalling in the Medan Denai sub-district area.
