The participants of the conference are convinced that all customs inspectors and canine officers are involved in dangerous work and these employees should be entitled to additional compensation. Conference participants recognize the urgent need for new and expanded postal services for the Page, Arizona community. The conferees expect the Postal Service to provide an updated status report on this project within 30 days of the enactment of this Act.

The conferees request that the Postal Service review the need for a star or postcard to be used by the Postal Service to honor the 300th anniversary of the founding of Christ Church of Philadelphia. The conferees are encouraged by this Postal Service test and direct the Service to keep the House and Senate Committees on Appropriations informed of the success of this test. The conference participants have made available and 15 full-time employees in the OMB budget for the Infot·tnation Security Oversight Office.

Conference participants are very concerned about the lack of sufficient staff to support the activities of the High Intensity Drug Trafficking Areas (HIDTAs). Given the importance of this program to the success of the National Drug Control Strategy, participants believe that the HIDTA program requires additional staff and necessary support. Conference participants recorded a summary of data for the Drug Enforcement Administration's (DEA) El Paso Intelligence Center (EPIC).

The conferees provided CTAC research and development activities in fiscal year 1995.

INDEPENDENT AGENCIES

S. COURTHOUSE CONSTRUCTION REQUESTS

The conference participants agree with the House report language that accompanies the provision in the bill (Art. 9) on courthouse const~c. The conferees direct that the courthouse construction requirements established by GSA and OMB include a prioritization of the projects by the US Administrative Office. The conferees provided for repair and alteration of the land and facilities currently occupied by the Corps of Engineers. in Walla Walla, Washington.

Therefore, the participants direct GSA to work with the Corps of Engineers to implement the most cost-effective plan for this project. The conferees agree with the language of the House report regarding the savings that can be achieved across the government through the application of the Interior Department Electronic Procurement System (IDEAS) contract. The conferees agree that the amounts allocated to the GSA, up to will be used for logistical and personnel support for the 10th Paralympics on Disability.

The conferees direct OPM to report back to the House and Senate Committees on Appropriations by April 1, 1995 on the amount of savings achieved by this program. Conference participants support the efforts of the Office of Personnel Management to promote diversity and equal employment opportunities in the federal civil service. The conferences require that a revised submission be prepared with the prior approval of the grant committees for the financial year.

The conference participants further recommend that the police officers of the Bureau of Engraving and Printing be paid local pay.

PROVISIONS
