RE: Inventory of Smithsonian Strategic Partnerships with External Organizations
Dear colleagues,
I know we all agree that productive partnerships with other institutions are a key if we are to achieve our aspirations for the future. We have many of long standing and others that are emerging and being planned. In the interest of helping all of us better understand the reach and nature of our partnerships, I have asked Carole Neves and the Office of Policy and Analysis to conduct an online survey of all Smithsonian units to collect baseline
information on active Smithsonian strategic partnerships with external organizations.
The survey results will be made available to all participating units. I hope that this database will be useful to both central and unit administrations. It will serve to:
Improve our awareness of existing partnerships and allow units to better coordinate their activities and to enrich connections.
Help us make our case for funding by illustrating how we are building collaborations as opposed to operating overlapping programs.
Identify areas where we lack needed partnerships, particularly as we undertake crossdisciplinary initiatives.
Surface best practices and ways to improve partnership development processes.
The intent of the survey is to collect basic, readily‐available information about existing partnerships without requiring inordinate effort by individual respondents – in other words, we are looking for a thumbnail sketch, not accounting records. The questionnaire took approximately 20 minutes to fill out for each partnership in pilot testing.
The Office of Policy and Analysis will work with individual units to facilitate getting the
information we seek. The first step, therefore, is for you to identify a designated contact
person for this project. OP&A staff will work with that person on a distribution plan for
the survey within your unit. If you will be the contact person for your unit, or would just

Functions of strategic partnerships in the Smithsonian Strategic Plan
This survey aims to inventory the current state of active Smithsonian strategic partnerships with external organizations of the type discussed throughout the Smithsonian’s Strategic Plan (2010‐2015). For example:
Leverage the Smithsonian’s research capacity through partnerships with Federal agencies, universities, nongovernmental organizations, industry, and other private organizations, national and international. (p. 11)
Form strategic alliances and partnerships with cultural communities and
organizations, domestically and internationally, that advance cultural exchange and the ability of people to preserve, extend, and represent their own cultures. (p. 15)
… seek focused, strategic partnerships with diverse organizations to ensure broad‐
based participation in the research and dissemination of knowledge relating to the American experience. (p. 18)
Study partnership definition
For purposes of this study, a partnership is defined as:
A collaborative working relationship between two or more organizations that builds on the time, talent, and resources of participants to achieve common goals, and where partners share decision‐making, risks and rewards, participation in activities, and responsibility for outcomes. A partnership may or may not involve a financial transaction and may or may not be based on a formal written agreement.
The definition of “partnership” used in this study has a broader meaning than the legal definition of partnership.
Criteria for inclusion in survey
To qualify for inclusion in this baseline inventory, the partnership should meet the following three criteria:
External – the partnership involves at least one external (non‐Smithsonian)
partner, but may also include other Smithsonian unit(s)
Active – the partnership is currently active. (For example, at the time you are completing this survey, the partnership is engaged in activities; such as project planning or implementation, or negotiation of the terms of a project. That is to say, the partnership is not dormant, although it may still exist on paper.)
Guidance on what not to include
To assist units in completing the survey, OP&A has identified relationships that, as a rule, do not meet the definition of “partnership” being used for this study. However, if you believe a relationship in one of the following categories is a partnership in that it involves substantive, mutual benefits and mutual participation in activities, go ahead and include it.

Contracts and grants fall into a gray area. If a contract articulates deliverables that are substantially fixed, and performance is primarily the responsibility of the contractor, it does not meet the definition of “partnership” for purposes of the survey. If the deliverables are variable and require the ongoing input of both parties to be developed, and/or if the contract articulates significant mutual obligations in order to achieve the contract’s goal, then you may want to include it. Similarly, a grant awarded to carry out a particular activity in which the grantor plays no role other than providing funding would not be considered a partnership according to the definition used in the survey. On the other hand, a grant in which the grantor plays a critical role in implementing the specified activities, in
collaboration with the grantee, would fit the partnership definition.
Partnerships versus partners
This survey deals with “active external partnerships” that may be formed with one or more
external organization(s). At the same time, a single external organization may be involved
in one or more partnership(s) with the Smithsonian and/or its units. While generally
partnerships are associated with a particular program or project, sometimes they are
or unit level that was formed to further the partners’ missions and that can involve a range of separate projects or activities at different units, executed separately or collaboratively, and that are not necessarily specifically spelled out within the formal agreement. For purposes of this survey, please enter the individual partnership projects being carried out under the umbrella partnership.
For example, the Smithsonian Institution and the U.S. Environmental Protection Agency (EPA) signed a Memorandum of Understanding (MOU) to advance intellectual exchange, education and outreach on a range of scientific topics that are consistent with both
partners’ missions. This MOU covers multiple projects across the Smithsonian. In 2008, the partnership carried out a workshop on wildlife toxicology and an exhibit on the same topic at the National Zoo, and a project on environmental quality and zoonotic diseases in
Panama, among other activities. You should enter the separate projects in the survey.
Date partnership began
We are looking for the year when the partnership began – that is, when at least two of the partners started working together – regardless of whether the partnership was formal or informal and did or did not involve a formal agreement, and how it may have evolved in the intervening years, including changes in the agreement documents. Thus, for example, if the partnership was formed in 1870, and at least one Smithsonian unit and one of the original external partners are still involved, list that year, regardless of how the partnership has changed up to the present time.

Answer no if the partnership has no fixed end point, which may include an unspecified
number of renewals of the partnership agreement.
