Your conunj_ttee wishes to report on a further study of the recognition of the individual member in relation to his participation in his club. It is also recognized that consideration should be given to the type of recognition. The proposals of the International Committee on Achievement Reports were considered in repeal and all these proposals are recommended for adoption.
A copy of these recommendations can be found in the official minutes of the meeting of this commission. We believe that participation has been an essential part of Kiwanis' strength and that this rule will do irreparable harm. The Committee believes that this rule was probably adopted without sufficient study and very sincerely requests that the effective date be delayed for further study of the rule and possible changes.
That the effective date of the new attendance rules, 3 i and 3 j, be postponed for further study and possible changes. When we lose a member, it is mostly the fault of the club and the lack of an effective follow-up system. The number one cause of deletions is the lack of proper assimilation of the new member into the club.
The Head of the Main Club Committee will comment in his report on the joint session discussion. Friday morning is the meeting of the House of Delegates and the election of office-. The question of a policy statement on official names of Kiwanis clubs was first discussed and, according to the attached sample, it was decided that this be presented to the Board for approval.
Regarding the situation in San Antonio, Texas, the matter was left to the Chairman to discuss the matter with the President of the Alamo Club, Richard. Example: Kiwanis Club of San Antonio • Ala.mo, Texas.. as part of the club's official name. The club's name must appear on the club's banner, as stated in the statutes.

L The Key Club Department is requested to prepare a. calculation of the costs per year for a gift subscription to The Keynoter for former exchange students. No more than three Key Club district conventions in addition to the Key Club convention in his home district. No more than two Key Club district conventions in addition to the Key Club Convention in his home district.
Appointments to represent Key Club International when approved by the Key Club Director and International Committee chair. The amendment to the Main Club Department budget for 1960 be referred to the Finance Committee for action. Have a member of the sponsoring Kiwanis Club attend each weekly Key Club meeting;.
Invite each Key Club member to attend a regular meeting of the sponsoring Kiwanis Club (preferably one or two Key Clubs at a time); The Kiwanis District, District Governor, and Board of Trustees shall oversee the preparation and operation of the Key Club District's annual budget, Key Club Dis•. He shall keep the District Major Club Committee informed of all financial activities of the Major Club District.
Two or more signatures will be required on all checks issued by the Key Club District Treasurer. One signature must be that of the Key Club district treasurer's Kiwanis advisor. A simplified, complete and standardized system of financial records shall be created for the Key Club District and approved as a continuing procedure by the Kiwanis District Board of Trustees.
The Key Club District Kiwanis Advisor and the Key Club District President shall be jointly and generally responsible for the maintenance of key club financial records as adopted by the Kiwanis County Board of Directors. A key club district convention budget must be prepared and approved by the Kiwanis District Board of Trustees at least 90 days prior to the date of the annual convention covered by that budget. The District Kiwanis Convention Financial Advisor prepares or supervises the preparation of financial reports related to the Key Club District Convention as requested by and authorized by the District Kiwanis Board of Trustees.

The accomplice, who works with the International Chairman on inter-club relations, came up with a small banner that could be used effectively on inter-club visits. This small banner, approximately 9" x 12" can be imprinted with the club's name and will sell for 75¢ each. Special designs can be secured by special arrangement with the Supplies Department. This will add little to the inventory and will greatly boost our sales by meeting the quality desires of our members.

Members of the International committee followed up on letters to district committee chairmen and governors in their respective zones. Each member of the committee graded the 150 club reports selected as winners in their district. Following are some of the more important committee promotion efforts by the General Office.
The International Committee, with the excellent cooperation of the District Presidents, made a serious effort to promote the 1960 theme: “HELP. All the members of the International Committee on Boys' and Girls' Work participated in this first half of 1960. The cooperation of the General Office staff was excellent and the members of the Committee also worked very well.
In April, the President attended the first Circle K International Executive Committee meeting at the General Office. District Kiwanis newsletters should have more information about the district's program. Most of the members of the international committee attended the meetings of the district committees in their zones.
The General Office staff has been extremely helpful in the development and execution of the "Twin Target" objectives. Administratively, the committee will propose that the 1960 committee's efforts to make greater use of the circle chairmen be encouraged. Actively encourage and promote educational programs on issues submitted to the will of the people.

On June 30, 1960, a meeting of the International Board of Trustees was held at the Bath Club, Miami Beach, Florida. It was voted that the President, Treasurer and Secretary would be elected trustees of the Pension Trust Plan.
