Recommendation 9: That the appointment of Speegle Berry as a member of the Field Service staff be approved. The Constitution Act on income is presented in the income statement as a separate figure. Accounting procedures should clearly show the financial position of the International Extension account on an accrual basis.

Obligations from Comprehensive General Liability Insurance as defined by the Revenue Constitution Law will be shown in the income statement as a separate figure. That the charters of the thirty clubs listed in the body of the report be revoked. That the map in the General Office reception area be changed to reflect a worldwide image of Kiwanis International and that the Committee approve the concept' as presented.

International extension, quota from international extension as stated in the tax law of the constitution must be entered in the income statement as a separate figure. Contributions from general liability insurance as specified in the Basic Law on Revenue must be entered in the profit and loss statement as a separate figure.

We also know that some of the causes are due to the advent of biochemical contraception, a growing and mobile population with increasing promiscuity, a lack of adequate parental preparation of children for the changes of puberty and adulthood, and a break-down in moral principles of the family unit. At the same time, we recognize great differences of opinion regarding current approaches to solving the problem. That Kiwanis clubs organize club meeting programs to acquaint their members with the nature and extent of the local venereal disease problem and the strategies and resources available locally to combat it.

Now, more than ever before, man recognizes the serious possibility of exhausting energy resources, which some have previously considered limitless. That we commit individually and as Kiwanis clubs to reducing the nonessential use of energy derived from natural resources. Of the more than 60,000 killed each year on this continent's highways, 50% involve drivers under the influence of alcohol or drugs.

Central to the right of free men is the complete freedom of their representatives to assemble and give collective expression to their principles, their concerns, their decisions. And when the free man involves himself in the world's agenda and shares his life - his time, his energy, his skill, his intellect - in pursuit of his ideals, there can be no limits to his ability to build a better world.

During this time, Ruby and I visited twenty-one of the thirty counties. Everywhere there is confidence that Kiwanis is moving forward and Share Your Life means more services, more interest in membership and new clubs, and these and other factors have contributed to the success of the visits. There is not a man on this Board who is not well aware of the work that has been done to stimulate action by Governors, Deputy Governors and Club Presidents to see growth in both established clubs and new clubs.

I know you will pay special attention to the membership and new club reports that will be included in the Secretary's materials. However, the most important phase of the total educational effort was in too many cases far below the desired standard. Serving as your president this year has been one of the greatest experiences of my lifetime.

Our visit to Far East Kiwanis Countries was a very interesting journey and I think our efforts at all our stops paid off. I had a very interesting board meeting with the new board members of the Port-Vila club, but it was a shame that Governor Bowen could not attend as he was not feeling well that afternoon.

CALEDONIA

It was interesting to note that meal costs are a factor for people from the New Hebrides like themselves. Since everyone spoke English, it was easy to communicate with them and I feel sure that the board meeting helped a lot to get them started on the right foot. It was interesting to note that all the officers and board members of this club were present.

Due to the fact that they speak mainly French, it was necessary for me to have an interpreter and the secretary Jean-Charles acted as my translator and interpreter. It was interesting to note that some of the French members do not believe in working together on_g_. The next afternoon, Governor Bowen had a board meeting and it was extremely productive.

It was interesting to note that Governor Bowen knew Kiwanis extremely well and because of that he has had a good year. It was really interesting to be with them and help them celebrate their third anniversary and also charter the new Kowloon Kiwanis Club.
