REPORT OF THE BOARD COMMITTEE ON ADMINISTRATION AND STRUCTURE AT THE MEETING OF THE INTERNATIONAL CARE BOARD. REPORT OF THE BOARD'S COMMITTEE ON INTERNATIONAL EXPANSION TO THE MEETING OF THE INTERNATIONAL CARE BOARD.

We also reviewed the actions of the board of directors of the key club to cancel 185 charters at the last meeting. A request from the Board of Directors of Key Club International to approve the dates of their Board of Directors meeting was then considered. The committee recommends that October and February be approved for Key Club International Committee meetings.

The Committee recommends that a Sponsored Youth (Key Club) board member be assigned to attend the Key Club seminar at Valley Forge each year. A request from the Circle K International Committee to approve their committee meeting dates was also considered. Connnittee recommends that the dates 4.-6. January and 7-9 June 1974 approved for Circle K International Board meetings.

RESOLUTIODS

THEREFORE BE IT RESOLVED that the convention assembled here express our sincere thanks to the staff of the Conrad Hilton Hotel, the Convention Bureau, and especially to the kind people of Chicago, Illinois. For most of the organization's existence, Key Club has had a steady increase in membership. Kiwanis, policies indicate that you should report to the District Kiwanis Board on budgets, issues, and the overall status of the Key Club program.

THEREFORE, THEY RESOLVED that Circle K clubs begin and collaborate with sex education projects to warn about the dangers of this disease, and. Therefore, let it be resolved by the delegates of the 18th annual Circle K International Convention that we take all steps necessary to organize clubs on these campuses. BE RESOLVED, THEREFORE, that we, the delegates of the 18th annual Circle K International Convention, will rededicate ourselves and our efforts to making a meaningful contribution in the fight against Multiple Sclerosis.

They were concerned with the health and welfare of the organization as opposed to the political struggles of the past. There has been one female governor, and the percentage of female officers will undoubtedly increase in the coming years. As for Key Club, Key Club has shown a decline in membership over the past four or five years.

Key Club women's membership branches are not the same as K$ Circle We believe that this is currently out of proportion, especially from some of our district chairmen. There has been a change in the Constitution and Bylaws of Key Club International and I have not yet made my report to the Board but. So the trend is reversed in Key Club to what it is in Circle K@ However, I am pleased to report I.

We are not in the business of publishing their literature, but we will gladly cooperate with them and distribute any literature they may publish on the Keyette organization. Of course we are concerned about the net number of members, but when you start talking about the net number of members, you get really confused.

They do not think the same way and are not informed about the acquisition, development or use of membership; If you think like this and talk like that, we will create a situation where people want to join Kiwanis because it is doing so well. WEBER: I would like to commend Dick Misch for what he did at the district convention in showing how the work could be done.

In our travels, we found one thing that was perhaps more prevalent than anything else—that Kiwanis members around the world, if you will, hold the Kiwanis flag very high. Kiwanis has formed an image in these communities: an image that we are an organization that does things within them. I think this is extremely important and I am proud to be a member of an organization that is respected in this way.

Due to our limited finances, we have been working for several years to try to stay within budgets, trimming and trimming -- and true, you can look at the financial report every year and see that we have been bobbing back and forth -- over last year. But to keep it in perspective, we pulled back and pulled back on what we should have done. We just returned from South America and came through Central America and Mexico., and it was the hardest trip I've been on this year because it was definitely a work trip.

What we need most, and why we need this money, is that we need leadership training. Otherwise, if we don't believe in this, we would say that we never need to do anything for our Governors, we don't need to train anybody@. They are not different from us; and as I said a moment ago, I'm amazed they do as well as they do with nothing.

L1Eplattenier has been our assistant under Ken in Zurich since 1967, and from the correspondence we have had with Egon, I can proudly say that Egon is showing his status today, and we can be proud of that. We don't have much to report on Australia as Ken arrived there about a month ago, but I'm sure we'll see great growth in that part of the world. We are facing a similar situation there too, even though we have governors in that area, but they do need guidance and leadership training, and Ken is the man who can do this for us0.

There has been much action, discussion and review of this over the years, and finally at the Board meeting last May, the Board took action on this to set October 1, 1975, as the target date to bring the clubs of the Caribbean. in a circle. You know what's going on -- the pressure coming from Eastern Canada to form a Federation, and they're trying to bring the Caribbean with them. Beyond that, at this meeting we found the Caribbean representation actually talking out of both sides of their mouths -- that if this were to happen, why would they perhaps want to join forces, but I would like a district theirs.

This just gives you a very quick thumbnail sketch of what is actually happening so far, as far as the Caribbean is concerned. I guess I'll just close by saying that I hope that in the coming years - and I'm not sure this will be resolved for some time - the board will look at it with the idea of ​​what's best for Kiwanis at that area. of the world. TULLY: You've asked us not to discuss structure until we get to the next presentation, but I don't want us to stray from the question: How do you design a district with twenty-three clubs. We've had them in Europe and we've done it in New Zealand and Australia, and I think sometimes you get growth by putting the responsibility for growth on people. TULLY: When did the idea develop of a district of this Federation, the. I think I was particularly promoted during the latter part of Wes' year and continued through May of this year. MOLER: The men who met with you from the Caribbean in this August meeting spoke in terms of a 31st District.

PRESIDENT EAGLES: The intention, as I told the previous presidents in Montreal, was to make it a 31st district of this Federation. TULLY: That is the point then: the creation of that territory as a 31st District of this Federation is, in my judgment, a very serious mistake. PRESIDENT EAGLES: One of the main purposes of this meeting is to get these expressions.

The original purpose of the World Secretariat was to achieve some representation in the world. Albert said that the Board of Directors needed to be in control in 1961, and if we were going to make changes, that wasn't what they wanted at the time. Europe has not raised many concerns about them not being part of the governance.

HAPGOOD: Many of you who have commented have seen the picture from the beginning, in the days leading up to the committee meetings in Washington, D.C. AS we all know, it was finally determined that it was just a vote of the delegates as to whether or not the organization would expand, so I think so. It is interesting to note that with this growing nationalism we see this concept, which was expressed very quietly in 1965, become almost in full bloom, the Kiwanis and others.
