That the Kiwanis board representative at Key Club and Circle K international conferences will serve as chair of the sponsored youth organization board committee. It is voted that this recommendation be adopted and that the committee provide each member of the board of directors with a summary checklist, which the members of the board will complete or comment on and return to the committee for study.

ACEIEVEMENT REPORTS

We need the additional space that remains unfinished on the second floor of the building. That portion of the City of Prince George lies west of Victoria Street. 30 2 of Universal Cooler Company, Ltd.

MINUTES OF MEETING OF

It was unanimously voted that the fellowship members agree to serve as liaisons to the International Board Committees as proposed by President Tally. Tully, who listened to the entire discussion, to relay to the International Board of Trustees the views expressed by community members on these two proposals.

In the case of the Achievement Reports Committee, most clubs could get more publicity than they do. In general, the committee performed well when it entered the development and promotion of the program.

APPRAISAL OF THE FUNCTIONING OF YOUR COMMITTEE MEMBERS

Three Committee members were excellent, two of whom were also District K Chairman As far as I can tell, the other did relatively little because of a personal and local Kiwanis problem. Among these were the photograph of the Executive Committee Meeting in Chicago and the announcement of the Toronto Convention, both sent by the Chicago office, indicating the willingness of the districts to publish articles when available.

WHAT SUGGESTIONS CAN YOU OFFER FOR THE GUIDANCE OF THE NEXT YEM Is COMMITTEE?

The International Committee issued a bulletin to all district presidents giving eight suggestions for articles they should write for their bulletins, but only one president used the suggestions. Circle K International's official travel policy allows for the discretion of the Ci.re.le K Director and International Board Chair rather than requiring referral to the Board of Directors.

International Committee Chairs should receive copies of the respective District Committee Bulletins – perhaps through the General Office. 8G More importance should be given to district chairmen, who are often overlooked by clubs writing directly to the General Office. There should be closer contact between international committees and district committee members. Is it feasible to include all district committee members in the General Office mailing list?

Recommend consideration of district-level awards to the Kiwanis club sponsoring the top Circle·K club as determined by their annual service activity reports.

Too much time of the Circle K director and his secretary is now spent writing letters to do this. While this would largely eliminate overdue dues, it would create new problems and arguably have the disadvantage of reducing the sense of financial accountability at the Circle K level, which is not part of leadership training and character development, but this problem need a solution. Investigate the "deadwood" problem on the Circle K International Board; perhaps give the Circle K president, with the approval of the Circle K director and.

One district recommended that Circle K charters also be signed by the Circle K governor, as in Kivanis.

STAFF MEMBERS

The recommendations of the Special Committee on Organization and Administration are reserved for further study. The Council Committee discussed the preliminary convention program for Toronto as set out in exhibit 15 g (1) of the Council's Agenda for the current meeting. The time of the meeting in any one of these cities would be the fourth week in June.

The governing committee noted that Chicago was being considered as an alternative to Detroit, but felt that the cost of meeting in the new convention hall made this unacceptable at this time.

We would like to reiterate that the same provision is followed for the completion of the building. This committee member is happy to confirm the Council's intention for the use of the funds in this reserve. The Council Committee on Sponsored Youth Organizations requested additional travel expenses for strengthening weak clubs within these organizations.

7. The request of the Board of Directors for Sponsored Youth Organizations for additional travel expenses for Key Club and Circle K International should be reviewed in June, 1961, in light of our revenue position on that date.

REPORT OF THE TREASURER TO THE MEETING ON

THE INTERNATIONAL BOARD OF TRUSTEES

At a meeting of the Board Committee on International Relations held on July 30, 1960, the following recommendation was made to the Board and this recommendation was adopted as amended. We think the principle of recognition is good, and recommend it to the foundation's board together with these further thoughts. Canada's Minister of National Revenue has been consulted regarding the tax status of the Kiwanis Foundation.

Use of the Magazine (sent to all clubs even if not subscribed to by all members).

STAFF MEMBER

The district's bylaws provide that proposed amendments must be received by the district clerk at least sixty days before the date of the convention. That approval is being withheld following changes to the Pacific Northwest District bylaws. That no action be taken in the manner called for by the Illinois-Eastern Iowa District Resolution.

Upon formation of the approved association) the official name of its member clubs shall be "Kiwanis Club-of _ _ _ ) member of the Federation of Kiwanis Clubs.".

The oversight of the leadership training program at the club or district level shall be the responsibility of the Board of Trustees of Kiwanis International or its designated representative. Subscription to The Kiwanis Magazine will be made available to members of affiliated clubs. The granting of a charter to an affiliated club shall be under the control of the Board of Trustees.

There may be no fixed time between organization and official chartering, but remains subject to the decision of the Kiwanis International Board of Directors.

COST OF DISTRICT AFFILIATION - 1961

The committee was of the opinion that this procedural change should not be recommended at this time. Because this is a matter of administration rather than leadership training, the committee refers to the Board Committee on Administration. The Committee will continue to study the budget and make appropriate recommendations regarding the 1961 and 1962 budgets.

The committee again dealt with the subject of attendance rules 3i and 3j. All the supporting data suggest that these rules should be deleted, and we recommend it.

Therefore, we would like to propose that the International Committee for Vocational Guidance be made aware of the overall challenge in connection with vocational counseling, so that Kiwanis' general concepts regarding the individual and his choice of and training for a career may be understood. 7, The Rueth proposal for 45 RPM records for use by local clubs is referred to the International Committee on Programs and Music. The Rueth proposal for the CQ promotion using proposals from local clubs that have or have not participated is referred to the International Committees on Public and Business Affairs.

The Rueth idea calling for a meeting of representatives of various men's and women's service organizations on the question of "Praying for Peace" at a . regularly referred to the International Committee for the Support of Churches in their Spiritual Goals.

The Committee undertook consideration of certain clarifications to the Bylaws as referred to it by the Board Committee on Laws, Policies and Structure. The conference shall consist of three representatives from each of the districts, who shall either be selected by the delegates at the district convention prior to the international convention of Dis=. The Chairman reported that the situation in West Virginia District Keyette remained unchanged and operational.

During the October meeting of this committee, it was decided to ask the Advisor of that district to contact the District.
