That the following recommendations are in the report of the Committee on Administration from its January meeting. attached as an exhibit. That the changes and additions to the key club policies contained in Appendix A of the report be adopted. Recommendation L. That the charters of the thirty-four clubs named in the report be revoked.

Voted that this recommendation was adopted and referred to the Law and Policy Committee for revision of the policy.

RESEARCH AND DEVELO??~

As of the date of this report, 85 new Kiwanis clubs have been organized since October 1, 1975a. As stated in the policy, no Key Clubs in any districts may admit women unless approved by action of the Kiwanis District Council. This year the production of the Keynoter and the Circle K Magazine is for the first time under the direction of our Publications Department.

In the meantime, every member of the General Bureau is working to help keep expenditures to the lowest possible level.

PUNISHMENT OF CRIME

As there has been a continuous rapid increase in the occurrence of violent crimes in most countries of the world, and. WHEREAS there appears to be an increasing tendency to grant parole to criminals after a very small portion of the court sentence has been served,. The motive of the crime should be considered more seriously in sentencing and parole of convicted persons.

BE IT RESOLVED THAT every club in the Eastern Canadian and Caribbean Districts be encouraged to write to their local government representatives expressing concern about the lack of educational support available to children with learning disabilities.

BICENTENNIAL OF THE UNITED STATES OF AMERICA

AND BE IT FURTHER RESOLVED THAT each club be encouraged to send a copy of this resolution to local Boards of Education. NOW, THEREFORE, BE IT RESOLVED, by the Florida District of Kiwanis International that we as Kiwanians and citizens of this great nation show our gratitude to those who have made and are making these sacrifices by rededicating ourselves. In 1976, we will celebrate the 200th anniversary of the founding of our great country, rededicating ourselves to the principles found in the Declaration of Independence and the United States Constitution.

BE IT THEREFORE RESOLVED, That January, 1976, be designated as a month to reflect on the meaning of Kiwanis, and that each club be urged, by programs or otherwise, to give priority to the human and spiritual over the material values ​​of life; to promote the daily living of the Golden Rule in all human relations; promote the adoption and use of higher social business,.

WHEREAS House Bill No. 2366 is now pending in the House of Representatives of the Kansas State Legislature;. Call on all persons in places of leadership and responsibility to support law enforcement, and to fulfill their public trust with honesty, initiative and morality, so that the integrity of society may be preserved and obtained for all humanity.

REPORT FROM THE BOARD OF DIRECTORS' COMMITTEE ON ADMINISTRATION AND STRUCTURE TO THE MEETING OF THE INTERNATIONAL BOARD OF DIRECTORS. The Committee recommends that the following recommendations in the report from the Committee on Administration of its meeting on 7-8 January 1976, Appendix A, refer to the following: #3 to the Board Committee on Public Relations;. The committee was briefed on the concept and development of the Life Member Status Program.

The committee recommends that a final draft of the Circle K International Policy Code as approved by the Board of Directors be referred to the. Comments were made by the committee and President Chuck regarding the Target Club Program which has been used quite effectively in the efforts of the Key Club Districts to reactivate weak and inactive clubs. The committee recommends that item D, page C3O of the Kiwanis International Council's policies regarding the functioning of key clubs be referred to the.

Vo The travel of the Lieutenant Governor of the Key Club is limited to ~. Key Club District Convention Key Club District Meetings. The Key Club Administrator is the representative of the Kiwanis District Governor and the Kiwanis District Board of Directors. He shall therefore be aware of any policies or procedures established by Kiwanis International and the Kiwanis District Board of Directors for the operation of the Key Club District.

However, it will be the prerogative of the Kiwanis District Board to establish stricter policies and rules for the required oversight of their district's delegation to the Key Club International Convention. Under school administration-approved policies, control for each Key Club is the responsibility of the sponsoring Kiwanis Club board of directors, generally directed by the Kiwanis Club Key Club Committee. The committee recommends that the charters of the above thirty-four (34) clubs be revoked. The committee reviewed information regarding the club in Dedham, Massachusetts and the New England District Board's request to consider revoking its charter. so stated and that. The committee recommends that the Dedham, Massachusetts club be officially listed as "non-meeting" and that its charter be revoked, effective March 31, 1976, and that the president and secretary of the Dedham club be notified of this action , provided that no change of status has been requested by the district administration before that date.

The committee believes that the Osborn Derby Award program is well received and widely publicized throughout Kiwanis International. The committee proposes that all promotional efforts at an international level be focused on the Osborn Derby Award. The committee believes that these two (2) districts should receive special recognition for these all-time records established in the form of a presentation at the 61st Annual Convention in San Diego. Similar forms were also prepared to go to the president of the sponsoring club for the same period, and an additional report to be submitted after a period of twelve months.

The committee recommends approval of the report forms for lieutenant governors and club presidents as they relate to monitoring sponsorship of new Kiwanis clubs and that the process be carried out immediately. The committee recommends that a trophy be awarded to Kiwanis new club builders in the 1976-77 administrative year based on criteria proposed by the chairmen of the International New Club Building Committees Worldwide East and Worldwide Westd. The value of awarding awards for the building of new Kiwanis Clubs has been discussed at length, and based on past experience, the committee is of the opinion that appropriations be made in the field service budget for such promotion. on an annual basis.

REPORT OF_ COUNCIL _COMMITTEE ON FOREIGN STRESS TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES. It was the consensus of the committee that there would be no objection to allocating these clubs to the Eastern Canada and the Caribbean District. The committee then dealt with proposals for the agenda of the World Secretariat meeting to be held in Chicago in May.

The Kowloon Club also operates a club on the peninsula, the Kwun Tong Club. The committee received the recommendation of the Key Club Board Committee that it review the section of the Kiwanis International Board. REPORT FROM THE BOARD OF DIRECTORS' COMMITTEE ON PROPERTY AND PRESENTS TO THE MEETING OF THE INTERNATIONAL BOARD OF DIRECTORS.

The committee directed staff that, given our current austere budget situation, only emergencies should be considered. qr .the rest of this board year.
