1. Revocation of Charters

The committee reviewed information provided by the Staff relating to the proposed revocation of charters and the following thirty-four (34) charters are recom- mended to the Board for revocation:

Recommendation #1:

The committee recommends that the charters of the above listed thirty-four (34) clubs be revoked.

The committee reviewed information relating to the Dedham, Massachusetts club and the request of the New England District Board that consideration be given to the revocation of its chartero As this club is not currently listed as "not meetingrr the committee has directed that the Dedham club be so listed and that

the revocation of the charter be effective as of March 31, 1976, unless a change in status of the club be requested by the District prior to that dateo Recommendation #2:

The committee recommends that the Dedham, Massachusetts club be officially listed as "not meeting" and that the charter be revoked effective March 31, 1976 and that the President and Secretary of the Dedham club be notified of this action provided that a change of status is not requested by the district board prior to that date.

I move that recommendation 2 be adopted.

2. New Club Building Statistics 1975-76

Eighty-eight (88) new Kiwanis clubs have been organized since October 1, 19750 This compares to seventy-five (75) for the same period in 1974-750

Sixty-four (64) new Kiwanis clubs have been organized in the twenty-eight (28) districts comprising the United States; one (1) in Canada; four (4) in the Andean District; one (1) in the Australia District; one (1) in the Philippine Luzon District; six (6) in the Philippine South District; one (1) in non-dis- tricted areas; and ten (10) in Kiwanis International European Federation.

Two thousand and fifty-five (2,055) new members have been brought into Kiwanis through these eighty-eight (88) new Kiwanis clubso

The committee requests the Counselors assigned to give special attention to the following seven (7) districts that have not as yet built a new Kiwanis club in this administrative year: Kansas; Kentucky-Tennessee; Montana; New Zealand;

Utah-Idaho; Western Canada; and West Virginiao

The committee took special note of the .excellent growth record this year with a lead of thirteen (13) new clubs over last year at this time, and we should men- tion that this is a greater lead than at any time· during 1974-75, excepting in the last month of the year. From all indications another great year in the building of new Kiwanis clubs can be anticipatedo

For your reference you will find attached as Exhibit B the outstanding growth record achieved during the past ten (10) years from a low of ninety-three (93) new Kiwanis clubs in 1966 to an all-time record of 319 clubs in 1974-75.

Exhibit C shows the number of clubs built by district during the same periode As there are times when each one of us must refer to the growth of Kiwanis in new geographical areas we have included this information as Exhibit D.

- 3 - 3. New Club_Buil~!.g_g Promotion 197 5-76

A lengthy discussion was held on the advisability of adding a new promotional effort to the already established Osborn Derby Award Trophy. It is the opinion of the committee that the Osborn Derby Award Program is being well received and it has received a great deal of publicity throughout all of Kiwanis International The committee suggests that all promotional efforts from the International level be directed towards the Osborn Derby Award. However, the committee does feel

that additional promotion might be considered on the district level with both the governor and President Ted participating"

A request was reviewed that Kiwanis International announce that all new clubs formed during the year 1976 would be designated as Bicentennial Kiwanis Clubs and that a special insignia patch be designed to affix to the club banner.

The committee feels that as meritorious as the suggestion appears to be, it unduly limits the area of participation and lacks the internationalism that Kiwanis now represents~

4" Award recognition - San Diego Convention

With the setting of a new all-time record in 1974-75 with the organization of three hundred and nineteen (319) new Kiwanis clubs, two (2) districts also set all-time records ..

The Carolinas District set a new all-time record with the building of twenty-three (23) new clubs. The previous record established back in 1924 was sixteen (16) clubs ..

The Florida District set a new all-time record with the building of sixteen (16) new clubs. The previous record established back in 1948, and equalled in 1961, was fifteen (15) clubs.

The committee is of the opinion that these two (2) districts should receive special recognition of these all-time records established in the form of a presentation during the 61st Ann,ual Convention in San Diego.

Recommendation #3:

The committee recommends that special recognition be awarded to the

Carolinas and Florida Districts for the establishment of all ti.me new club building records

and

that the presentations be made by Immediate Past Presi- dent Roy W. Davis to Governors Melvin S. Gantt and Leonard A. Baker, Jr., who will accept on behalf of their respective districts. The committee

requests that the Committee on Convention allocate an appropriate time on the convention program for this recognition.

I move that recommendation 3 be adopted, (adopted)

5. Ree_orts on status of newly-organ.ize5LKj:v.;1anis ~c:lubs

At the October meeting of the committee, the Director of Field Service was instructed to prepare appropriate forms for a lieutenant governor to report on the status of a newly-organized Kiwanis club following a twelve-week period after organization. Also, similar forms to go to the president of the sponsoring club for the same period, and an additional report to be filed after a twelve-month period were prepared.

Recommendation #4:

The committee recommends approval of the report forms for lieutenant governors and club presidents as they relate to sponsorship follow-up of new Kiwanis clubs and that the procedure be implemented innnediately.

I move that reconnnendation #4 be adopted~

6d New Club Building Promotion 1976-77

The committee reviewed the promotional endeavors of Ralph Davis, Chairman Worldwide East, and A.M. "Andy" Waters, Chairman Worldwide West, and are in

accord ~hat a trophy be presented in recognition of New Club Building efforts during 1976-770 The suggested award, to be known as the Stanley Cup Award, is an appropriate one, and the criteria will be similar to that for the Osborn Derby Trophy Award.

Recommendation 1/:5:

The committee recommends that a trophy be presented to the builders of new Kiwanis clubs in the 1976-77 Administrative Year based on the criteria sug- gested by the Chairmen of the International Committees on New Club Building Worldwide East and Worldwide Westd

I move that recommendation 5 be adopted.

The value of the presentation of recognition awards for the building of new Kiwanis clubs was discussed ·at some length and, in view of past experience, it is the opinion of the committee that an allocation be made in the budget for Field Service for such promotion on an annual basis.

Reconnnendation #6:

The committee recommends that a sum of five thousand dollars ($5,000) be considered annually in the budget for the Department on Field Service for New Club Building promotion"

I move that reconnnendation 6 be adopted, (adopted and referred to Finance Connnittee) 7. Field Service Representatives

The connnittee reviewed the reassignments of the Field Service Representatives due to additions to the Staff and were ed to note that in all instances these men are being well received in the distri.cts they service.

The connnittee will retain for further study the matter of a job description for the Field Service Representative and his relationship to a district. The com- mittee is of the opinion that emphasis must be placed on the responsibility of building new Kiwanis clubs as his primary function, Assistance on membership and the strengthening of"small clubs should receive consideration as his schedule and time will permitv

8, Annual Re£orts of the 1974-75 Chairmen

The annual reports of Scott R. Brewer, Chairman, Worldwide East, and Stanley K~

Johnson, Chairman, Worldwide West, were shared with the committee. Both of these men are to be commended for the outstanding leadership given and the record established during their year of service,

9" Request for Rock Hill, South Carolina

The Kiwanis Club of Rock Hill, South Carolina has requested permission to

divide their established club and form a new Kiwanis club with a portion of the membershipv The current membership is approximately 120. They have already inducted sixteen (16) new club members this year. To accomplish this, the club is requesting that the same privilege of bi-monthly meetings be granted this group separating from the Rock Hill club" The committee is of the opinion that all new Kiwanis clubs must adhere to the bylaw provision requiring fifty-two (52) meetings a year.
