Conference Report on Nominations (reporting only on nominations for offices above the Trustee level). The second session of the Commission began on April 8, at 08:30, in the hall of past presidents of the General Office. The committee first considered the ranking and selection of achievement-winning districts for 1976-77.

The Chairman of the 1978-79 Achievement Committee will write to each governor-elect and request that the annual club report be placed on the agenda of district training conferences. Display no. 6 REPORT OF THE BOARD OF DIRECTORS ON CIRCLE K. AT THE MEETING OF THE KIWANIS INTERNATIONAL BOARD OF TRUSTEES April 29 - May 2, 1978. The board also discussed the purpose of the regional conference and alternatives to its current structure.

The committee discussed the problem of a split year for Circle K district administrators during the Kiwanis administrative year. In the case of excessive travel of Circle K District Officers, the Committee was.

H - SPONSORED YOUTH CIRCLE K

Maintenance of all District Circle K records is under the supervision of the District Kiwanis Board of Trustees. If you would like the Circle K District Directory, the Circle K District Board is responsible for its development, distribution, and control.

The Financial Advisor shall be an official representative of, and responsible to, the Kiwanis District Board of Directors. Such budgets shall be prepared with the guidance of the Circle District Administrator and/or Financial Advisor. Such budgets must be approved by the Kiwanis District Board of Directors not less than 90 days prior to the date of the event.

Proposed amendment no. 2 in Appendix B was properly submitted by the Board of Directors of the Pacific Northwest District. All other committees will be appointed by the newly elected governor before October 1 and will operate at the pleasure of the district governor.

The Key Clubs Division of the Kiwanis General Office will be responsible for the following: Responsibility and control of the Key Club District rests with the District Kiwanis Board under which it operates. The District Kiwanis Board of Trustees is responsible for providing advice, counsel, and ultimate authority for the operation of the District Key Club.

Circle K District Convention if invited Kiwanis District Convention if invited The Key Club International Convention. The Key Club Division is a part of the Key Club District organization used for district administrative purposes. The Lieutenant Governor of the Key Club and the activities of the divisions must be approved by the District Board of the Key Club.

Furthermore, final control of the Key Club Division shall rest with the Kiwanis District Board. If a Key Club District Directory is desired, its development and distribution shall be the responsibility of the Key Club District Board.

REPORT OF THE MANAGEMENT COMMITTEE ON OVERSEAS EXPANSION TO THE MEETING OF THE INTERNATIONAL COUNCIL OF TRUSTEES. The proper names of districts and the composition of member states could be changed based on the recommendations of the clubs in those areas. The committee then discussed a possible connection of the recently formed Kiwanis Club of Oaxaca, Mexico, with California, Nevada and Hawaii.

Although this club is sponsored by the Kiwanis Club of Palo Alto, California, a letter from the secretary of the California - Nevada - Hawaii District indicates that the District does not want the club affiliated unless the District compensates for expenses will receive from Kiwanis International. As a result of the trip, a second club has already been organized in India in New Delhi and work is progressing on clubs in Lod, Israel; Tehran, Iran; Nairobi, Kenya;. President Maury will attend the Asia-Pacific Conference and make official visits to the districts and non-district countries and some of the Asia-Pacific region.

The committee considered a request received from James Malvern Clopton of the Kiwanis Club of Birmingham, Alabama, for approval of Kiwanis for Bangladesh. The committee felt that this should be postponed until the clubs in India are better established and able to assist in expanding into Bangladesh and until Kiwanis International has more experience expanding into this part of the world.

A federation is an administrative unit that the Kiwanis International Board of Directors can use to manage a group of countries. Responsibilities of the Kiwanis Inter• Board of Directors. national, with respect to Kiwanis International-Europe, are contained in an agreement entitled "Relationship between Kiwanis International and Kiwanis International-Europe" effective October 1, 1978.

The Zurich office is registered as the Kiwanis International-Europe office, subject to Swiss laws and regulations. This is the same responsibility that the Board of Directors of Kiwanis International has to all other parts of the Kiwanis world. The Kiwanis International-Europe budget will be balanced so that it does not exceed the Kiwanis International-Europe dues.

The same budget diligence will be applied by Kiwanis International as is done throughout the Kiwanis. Existing Kiwanis International-Europe leadership education materials will be used alongside new materials as they are developed.

The committee scrutinized the financial statement of the magazine and found that the Profit and Loss Statement looked healthy. The committee requests the staff to monitor this ratio carefully so that the magazine's current high level of readability is not reduced. The alternative is to send the magazine at special airmail rates, which the committee considered excessive.

The Committee noted the request of the Circle K Connnittee Committee for increased coverage of Circle K activities in the magazine. The committee heard a staff report from the director of public relations, which highlights the department's efforts since the last committee meeting. The Committee then considered the Connelly Medal nominations received since the last Committee meeting.

The committee then turned to consideration of a recommended Connelly Medal recipient to be honored before congressional guests on Miami Beach. The committee then heard a report on progress in selecting a Kiwanis Decency Award winner to be honored at Miami Beach.

REPORT OF BOARD COMMITTEE ON FINANCE

The committee recommends that the balance of past due accounts be $247.80 owed by Kiwanis. The committee asked staff to consider a process to allow earlier identification of clubs that do not meet. If, for example, the membership fee is not paid after the second bi_lliri.g period, the active status of the clubs should be checked immediately.

A review of the forty-five clubs referred for charter revocation for non-payment of dues, at the January Board meeting, took place and the Committee reaffirmed the recommendation that these charters be revoked at the end of the 9-day grace period. The Committee has requested that Staff send each Board member a copy of the full proposed 1978-79 budget within the next few weeks. We ask that you share with us any budgeting questions and recommendations you may have before our next meeting in Miami Beach.

The Committee considered a recommendation from the Committee of Past Presidents made at their meeting of June 30, 1977, regarding the separate accounting of Overseas Extension Fees. The contractor approves the recommendation of the Board's Committee on Properties and Supplies to obtain the necessary funds from the Building Expansion Reserve Fund to cover the cost of the proposed new roof for the General Office building.

Prior to this board meeting, the board committees of Key Clubs and Circle K Clubs met to discuss the expansion of Circle K and Key Clubs into areas outside of the North American districts. The Board voted to accept the report of the Board Committees on Circle K and Key Club and directed the General Office staff to proceed with the special investigation as specified in the report. Charts provided by the General Office staff show that the rate of cha1·ter revocations is higher than the rate of new club building for both Circle K and Key Club International.

It was also noted that a lack of continuity in Circle K and Key Club was a factor in growth. The Council agreed that the General Office staff should develop some specific proposals for the Circle K and Key Club Board Committees to consider in the following areas: (1) grants for Kiwanians and Sponsored Youth members related to new club building and membership development, (2) ) ways for Kiwanis International to emphasize proper sponsorship to Kiwanis clubs, and (3) ways to provide better training and motivation for Kiwanis district leaders about. This joint meeting of the Board Committees on Circle K and Key Clubs has been called to discuss the expansion of Circle Kand Key Clubs outside North American districts.

It was noted that the current Kiwanis International Bylaws do not refer to Circle K or Key Club International, but only to the formation of local Circle K and Key Clubs by Kiwanis Clubs and the role of the International Committees for both groups. The Circle K and Key Club International organizations were created through action by the Kiwanis International Board to administer these two programs in North American districts.
