Proposed resolutions will be presented for action by the delegates to the 67th Annual Conference of Kiwanis International in Minneapolis, Minnesota on June 30, 1982, and are not effective unless adopted by the body of delegates. They are presented by the International Resolution Committee in accordance with the International Statutes and recommended by the Resolution Committee. Your Resolutions Committee proposes the following resolutions to be acted upon by the House of Delegates on Wednesday morning, June 30, 1982, at the 67th Annual Convention of Kiwanis International in Minneapolis, Minnesota.

CHARTERII/SPONSOR II PROGRAM

The Sixth Quarterly Special Olympics Summer Games will be held in July 1983 in Baton Rouge, Louisiana. Each Kiwanis Club in those countries in which the Special Olympics now exists is strongly encouraged to assist financially and with manpower in holding the Games on a local, state, provincial, regional, national and international level. shallow. Kiwanis clubs in those countries that do not currently have a Special Olympics program are strongly encouraged to develop such a program.

However, the desire to excel in these people is just as strong as in all other people. Special people from all over the world will come together to participate in different games, but everyone must start at a local meeting. UNDERPRIVILEGED CHILDREN- A KIWANIS CONCERN

REPORT FROM THE BOARD OF DIRECTORS' COMMITTEE ON ADMINISTRATION TO THE MEETING OF THE INTERNATIONAL BOARD OF DIRECTORS. Staff reported to the committee on a recent review of the convention supply sales facility in Minneapolis. The minutes from the Achievement Committee contain two recommendations to the International Board of Trustees.

The Committee reviewed the selection of the winners for the District Administrative Excellence Program for 1980-81. After the grading of the multiple service category was completed, the committee adjourned for lunch at 12:10 p.m. The Committee then discussed staffing the Club Clinic booth on performance at the Minneapolis Convention.

Young sends each of the 37 District Chairmen a request for assistance in the Club Clinic Stand. The 1981~Si2 Chairman of the Committee on Achievement will write to each District Governor to a 9k them to include the 1981-82 Club Report on the agenda for their. The Chairman of the Performance Committee for 1982-83 will write to each Governor asking that the Annual Club Report be on the agenda for the District Training Conferences and the first Board meeting.

Staff has assured the committee that the Board Committee on Club Service will consider this at the next meeting of the International Board of Trustees. It is recognized that this is an administrative function of the club and with the unanimous approval of the committee they make the following recommendation to the International Board of Trustees;. Further, the committee recommends that full weight be given as a service activity to the building of a Key Club or a Circle K club as ·a full service project.

Young for the leadership he had exhibited in the last year as chairman.

Staff updated the committee on the progress of the Kiwanis lieutenant governor video training program. The committee selected Charles Schultz, creator of the Peanuts comic strip, to receive the Kiwanis Decency Award in Minneapolis. Part of the conference are presentations by the 1:1NO group on Thursday afternoon and Friday morning.

Not less than sixty (50) days before each meeting of the International Council, the President shall appoint a Program Committee, composed of three (3) members of the Council, which shall make the preparations. the program or meeting mentioned is subject to approval by the Board of Directors. Amend: Article IX, S, Action 2, of the Bylaws of: Kiwanis International by deleting the entire current section and replacing it with a new one. It is the committee's suggestion that the third club involved in the Georgia case receive district recognition for their contributions to the organization of the new club.

The Committee has reviewed the recommendations submitted by the Growth Task Force and believes that time does not permit a re-examination of membership at the International Convention. The attached letter (Exhibit C) was received by the International Secretary from Ray Wolfson, past Governor of the New England District. President McKitrick informed the committee of his attendance at the February meeting of the KIE committee in Zurich.

The committee was provided with copies of the amendments which would be presented to CEE delegates at their convention in Reykjavik.

Amend Article VII, Section 7, of the Constitution of Kiwanis International by inserting an addition to this section. Amend Article VIII, Section 1, of the Constitution of Kiwanis International by inserting an addition to this section. The Board of Trustees consists of the President, the President-elect, the Immediate Past President, two (2) Vice-Presidents, the Treasurer and twelve (12) Trustees. Amend Article XV, Section 1, of the Bylaws of Kiwanis International by deleting the entire current section and substituting a new Section 1, as follows:

Borrowings have occurred and repayments have been made from existing cash, leaving a balance at April 26 of $87,000 due to the Building Fund. The Committee recommends that the staff be authorized to proceed with all necessary action by designating Merchants National Bank to be our banking facility in Indianapolis, Indiana.

In fact, we have returned to the original cost basis for Kiwanis International, with the exception of the delivery operation, which will be cash or credit card only. The committee recommends $6,513.49 in uncollectible accounts from clubs whose charters have been revoked and $9,997.87 in uncollectible accounts. Using these guidelines, staff will prepare a detailed budget, which will be presented to the Finance Committee at a later date before the June International Convention.

These meetings will review policies and procedures and their relationship to the respective employees.

SELECTION OF FOUNDATION TRUSTEES

McKitrick described the meeting of the President's Task Force on Private Sector Initiatives held in Washington on March 25. He said the Task Force called on all segments of the 'private sector' to take responsibility in meeting the community and social needs of the society. United States, many of which had been met before. He said the Task Force will only be operational until the end of the year.

He also said Kiwanis was asked to make a statement about "its commitment" to the task force. It was felt that Kiwanis should have a representative at the highest level on the highest councils of the task force so that it could participate in policy making at the same time. In addition, whatever plan of action the Kiwanis task force adopted, it felt that this plan must be avoided.

The President's Task Force with an overview of its capabilities, with particular emphasis on its system of community surveys, and the measure of the type of contribution it made -- man hours. Kleindorfer will contact Rotary and Lions to determine their acceptance of the Task Force's challenge and their willingness to work with Kiwanis. Lansford will contact the President's Task Force to determine whether the role of Kiwanis – and possibly the other service organizations – can be expanded in the Task Force's overall plan, focusing on Kiwanis' community survey system and the man-hours spent on it. potential.
