Table 1. Third Party Funds, Credit, and KUR in Indonesian Banking Statistics 2012-2019

Literature Review

The largest distribution of KUR in Central Java was in the trade sector, followed by agriculture and then manufacturing. The implementation of the KUR has a goal set by the government in Article 2 of the Coordinating Minister of Economic Affairs Number 8 of 2019 on Guidelines for the implementation of the KUR. Based on literature research, the authors conclude that there is no research that examines the effectiveness of the objectives of government policy in the economic sector as determined in the KUR policy implementation regulations.

Most of the previous researchers focused on the relationship between KUR and profit and/or income, which was measured quantitatively based on assumptions/hypotheses built on the basis of business theories (business practices). All researchers who make KUR the subject of research only quantitatively examine the effect/relationship of KUR on income, profit, turnover and/or performance of MSMEs.

Method

Several researchers are almost as focused as this research, namely Jannah and Bowo (2018), but they quantitatively tested the relationship between the variables of KUR, turnover, labor and number of MSMEs in the manufacturing industry in Central Java using linear regression. The locus of research is the same as the author's, but it differs in many ways, both in terms of the problems and the methods used. Siwar and Talib (2001) differ from this research in terms of focus, research method, locus and time of research.

The informants consist of: 1) Officials and/or employees of financial institutions that distribute KUR, who are directly involved in the distribution of KUR, selected by purposive sampling.

Result And Discussion

One of the obstacles to the distribution of KUR in the production sector is the issue of insurance. Almost all MSMEs assisted by the Central Java Provincial Government are involved in the manufacturing sector. How the low distribution of KUR in the manufacturing sector affects the effectiveness of KUR policy.

A total of 27 informants (33.75%) of the 80 observed and interviewed informants are active in the manufacturing sector. The low spread of KUR in the manufacturing sector does not affect the effectiveness of the KUR policy.

Result And Discussion

A third group of thinkers supports the non-linear nature of the relationship between democracy and corruption. This can encourage even those who initially do not want to be part of corruption due to the lack of viable alternatives. The Malaysian government and EUROPE (Eastern Regional Organization for Public Administration) agree that public administration reform is not only about improving the organizational structure, but also about improving the behavior of the people involved in it.

This approach to the behavioral aspect appears very strongly as a critique of the static and fanatical structural approach to organizational dogma. Eradication of corruption is an attempt to reform the bureaucracy by changing the appearance of the bureaucracy.

Conclusion

The implementation begins by moving the administrator positions (echelon III) becomes an intermediate expert functional position, supervisor (echelon IV) and implementer (echelon V) becomes a functional position and young experts who respect expertise and competence according to the criteria for equalization of positions (Penyederhanaan Birokrasi Akan Dilakukan Dalam Tiga Tahap, 2020). It is also an indicator for the assessment of the Bureaucratic Reform Index (Penyederhanaan Birokrasi Jadi Momentum Penting Pemerintah, 2020). The right of society to obtain public services is difficult to create in the era of the pandemic.
