Main objectives of COSMOS-standard
The ultimate goal of the COSMOS standard is to address the key issues essential to the environment and human well-being on this planet. For practical purposes, it aims to ensure the transition between the possibilities of technological progress of today and tomorrow in order to promote the development of increasingly natural and organic cosmetics. This is necessary for the respect of consumers, who must be informed clearly and transparently so that they can themselves be actors for sustainable development.

DEFINITIONS
Derivative of GMO - any substance that is produced by or from a GMO where the GMO is the source organism of the substance or is directly involved in the last process that realizes a substantial conversion of the substance. Production » - set of operations performed in a factory or laboratory, for receiving, preparing, processing and labeling products. Organic » - production system that complies with Regulation No. EC) 834/2007 or other organic standards using Codex Alimentarius GL 32 as a reference point and certified in accordance with Regulation No. EC) 834/2007 or an equivalent national or international standard or this Standard by a duly established certification body or authority.
For compliance with Regulation no. EC) 834/2007 apply to those standards that have been accepted as consistent or equivalent to the mechanisms specified in that regulation. Organic content » – that part of the ingredient (or product) that comes from the organic production system, where the ingredient is certified in accordance with Regulation no. EC) 834/2007 or equivalent national or international standards or these standards with a properly designed authority or authority certificate. Primary raw material » - any cosmetic product of plant, animal or microbial origin, as well as minerals, which is used as a raw material in the production of cosmetic ingredients.

ORIGIN AND PROCESSING OF INGREDIENTS
Ingredients categories
Included is any chemically processed product of plant, animal or microbial origin that meets the conditions below. Only primary raw materials that respect the requirements of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) are allowed to be used. The following requirements apply to manufacturers of chemically processed agricultural ingredients who must follow the principles of green chemistry for all the sequence of reactions necessary to make each ingredient (Environmental Protection Agency Green Chemistry Programme, USA, 1998; www.epa. gov /green chemistry).
Note - Annex VIII provides information on exemptions, namely for certain categories of compounds for which it is not necessary to meet the requirements of atom economy or non-permanence. As the principles and practices of green chemistry develop, these will be further elaborated and incorporated into this standard. Certain other ingredients are permitted as long as no effective natural alternatives are available to ensure consumer safety or product effectiveness.
Calculation rules for organic percentage
For physically processed agro-ingredients where only organic primary raw materials or only organic primary raw materials and organic solvents are used, the organic percentage is 100%. If an organic ingredient is extracted with non-organic alcohol, the ingredient does not count towards the organic percentage. To calculate the percentage of physically processed agro-ingredient in extracts, if the fresh plant is non-organic, a calculation analogous to b) or c) above must be used, replacing organic plant with plant.

All ingredients that are additives and not used for saponification, such as citric acid, are not included in these equations. The remaining physically processed agro-ingredients must be organic if they are listed in Annex VI. For rinse-off products, non-emulsified aqueous products and products with at least 80% minerals or ingredients of mineral origin, at least 10% of the total product must be organic.
There is no requirement to use a minimum level of organic ingredients (however, see 10.3 for requirements on how organic ingredients can be identified on product labels). Base formulas without organic content (eg shampoo bases, soap bases) cannot go through the normal approval process. Instead, they must be COSMOS CERTIFIED certified with no organic % (therefore including an on-site inspection).
When a commercial reference/mixture contains all ingredients listed above, it must be from (organic or) CSPO (eg a product containing stearic acid and palmitic acid, it must be from CSPO.). If a commercial reference/mixture contains the ingredients from the above list plus other ingredients not on the list (e.g. an extract), one of the ingredients does not have to be from CSPO), although it is encouraged where possible. If an ingredient from the list has added water, it must still be from CSPO.
For the raw materials with organic content applying for a COSMOS certification, no minimum organic content percentage is required as long as there is at least one organic ingredient in that raw material. For the raw materials without organic content applying for a COSMOS approval, no minimum organic content is required.

It must be proven that this material has not been used, for example by having written confirmation from the supplier. It is recognized that there may be exceptions if other materials are required and applications for exceptions supported by technical dossiers will be considered.

This should be limited to the wording: 'from organic farming' for physically processed agricultural ingredients and 'made from organic ingredients' for chemically processed agricultural ingredients or similar terms using the same wording as used for the INCI list. For products that are 100% natural, the indication of the percentage of natural origin is not mandatory. Any reference to organic or natural products or ingredients in advertising or supporting literature must comply with the relevant rules in and 10.4.
If the word organic appears in the company name or range, the use of that name or brand name in combination with certified products may not be of such a nature that it could mislead the consumer. Please note: the danger of such an error arises especially if the name is used in documents related to the marketing of non-certified products without a clear statement explaining the situation.
