I. Introduction

Football is one of the most popular sports around the world, including in Indonesia. Indonesians are quite enthusiastic about supporting existing football clubs. Not only national football clubs, but also Indonesian people, are enthusiastic about the development of European football clubs. Call it Manchester United, Liverpool, Chelsea, Arsenal, Real Madrid, Barcelona, Bayern Munich, Juventus, AC Milan, etc. Even though geographical distance separates the supporters from the club's headquarters, this has not dampened the public's interest in supporting the club at every game.

High public interest in European football has led to the formation of European club fan communities in Indonesia. so that the supporters can jointly channel their support for the club they like. This community also often holds events that can exist in the world of supporters. like fun futsal, fun football, or weekly agendas like watching together. As more and more levels of the technology that can help us on any side, we must use this advantage as good as possible. This led us to produce more applications to make a better living for human races. So is the growth of the football fans community. But on the other hand, there are no application that exclusively provides information systems with location- specific services for football fans to do match screening.To establish a Decision Support System with location-based services, the author uses a variety of theories used as a references. Theories are information systems, databases, SQL, Java programming languages, PHP Programming languages, Android Operating System, Decision Making and Location Based Service. The application is developed with the Java-based Java programming language that can be easily accessed and run through the internet. In this research, data collection is done by doing direct observation with the culture of match screening. The system development is done using object-oriented analysis and design that can be described with Unified Modeling Language (UML).The results of this research is a Decision Making application that can be used by anyone, especially for those who are fans of football clubs and cafe owners with the match screening facility . With its uniqueness, this is can be an attraction for cafe owners who want to promote their cafe. The conclusion of this research is the application of decision making can be used as media to publish cafe with match screening facility and information of match that aired, so it can facilitate the spectators of soccer sport in order to funnel their hobby.

The places to watch together also vary, from cafes and restaurants to sports arenas and stadiums, squares, and others. However, not a few fans or just football connoisseurs have difficulty finding the closest location to watch together.Smartphones equipped with the Android operating system are currently not only used to establish communication; they can also be used as a means to improve public services, including allowing users to easily access information about a place and showing directions to that place.Therefore, with the support of the increasingly widespread spread of smartphones, the ever-spreading reach of the internet, and also public awareness to take advantage of this, there should be an application specifically aimed at helping football connoisseurs reach places to watch matches together. Even if they don't watch the match live at the stadium that hosts the match, fans can channel their support en masse through the medium of digital screens.So football connoisseurs are expected to be able to easily find information on locations to watch together in the vicinity. They can simultaneously promote their cafes, restaurants, or places of entertainment as well as the organizers of watching together. With this, the authors give the title "Implementation of Decision-Making Applications to Determine Locations for Watching Android-Based Football with Cafe Case Studies in DKI Jakarta."

II. Methods

In this study, the authors needed data regarding the development of a location-based services platform system as well as information about communities and cafes in the DKI Jakarta area that regularly hold football watching events. Thus, the authors collected data by conducting literature reviews and observations.

A. Data analysis technique

Qualitative data analysis, according to Marilyn Litchman (2013: 9), is an attempt by researchers to collect, organize, and interpret information with their own eyes as a filter. This effort involves in- depth interviews and observations of natural human behavior in social settings.This study uses qualitative data analysis techniques using three components of analysis, namely:

1. Data reductionData reduction can be interpreted as a selection process, focusing attention on simplifying data that emerges from written records in the field. Data reduction is a form of analysis that sharpens, classifies, directs, and removes unnecessary data.

2. Data PresentationThe presentation of data is limited to a collection of structured information that allows for conclusions and action.With this presentation, it will be understood what must be done:

analyzed or acted upon based on the understanding gained from these presentations.

3. Conclusion DrawingDrawing conclusions is only one aspect of a larger configuration activity.The initial conclusions put forward are still temporary and will undergo changes if strong evidence is not found to support the next data collection stage. Thus, the conclusions of qualitative research may be able to answer the formulation of the problem from the start, but maybe not. Problems and problem formulation in qualitative research are still temporary and will develop after the researcher is in the field.

B. Data Collection Techniquesa.

1) Primary

1. Unstructured Interview Conducting unstructured interviews, namely by having casual chats with the actors watching together, from the audience's point of view, namely community members and venue providers/café owners

2. Direct observationThe data collection technique of direct observation was carried out by directly observing the culture of watching football together in DKI Jakarta. This observation was carried out by following an organization or community watching football together.

2) Secondary

Library StudiesThe study of the review of books, literature, records, and reports that have to do with the problem being solved.

III. Result and Discussion

A. Program steps

The following is a web server connection guide for web service media and database storage. In the following guide, MySQL cPanel is used for web services and database storage.

a. The first step is to log in to cPanel. Login to cPanel via http://namadomain.com/cpanel/.

b. The second step is to enter the public_html directory then create the desired new directory

c. After that, it will be directed to the MySQL Database Wizard. Inside the MySQL Database Wizard, you will be directed step by step to create a MySQL database on cPanel. Then create the desired database name.

d. Then it will be directed to the next step. Namely, create a database user. Fill in as desired.

"Create User."

B. Usage Guide

This application can run if the user's smartphone is connected to an internet connection to access the web server and database.

The display above is the main menu for members, users can edit profiles, new matches and cafe and match details by clicking on the respective icon.

If the starter has clicked on the insert match icon on the member's main menu, then the display above is a form for members who want to add a match that will be shown at the cafe on the specified date and time.

IV. Conclusion

Based on the research that the authors have done and after the Decision Making Application has been tested, evaluated, and used, the authors conclude this decision-making application has no difficulty reaching places to watch shows together, this decision-making application is used to search for locations to watch together in the DKI Jakarta area.
