DECREE OF THE DIRECTOR GENERAL OF POST AND TELECOMMUNICATION NUMBER : 214/DIRJEN/ 2005
ON
TECHNICAL REQUIREMENTS OF TOOLS AND EQUIPMENT WITH EMISSION POWER BELOW 10 mW
BY THE GRACE OF GOD THE ALMIGHTY
DIRECTOR GENERAL OF POST AND TELECOMMUNICATION,
Considering: a. that the Decision of the Minister of Communication Number KM. 3 Year 2001 on Technical Requirements of Telecommunication Tools and Equipment specifies that every telecommunication tool and equipment shall comply with technical requirements;
b. that in accordance with Article 3 of the Decree of the Minister of Communication Number KM. 10 Year 2005 on Certification of Telecommunication Tools and Equipment, every testing of telecommunication tools and equipment must be based on technical requirements defined by the Director General;
c. that in view of what is stated in points a and b above, it is considered necessary to ratify a Decree of the Director General of Post and Telecommunication on Technical Requirements of Tools and Equipment with Emission Power Below 10 mW,
Bearing in mind: 1. Law of the Republic of Indonesia Number 36 Year 1999 on Telecommunication (State Gazette of the Republic of Indonesia Number 154 Year 1999, Additional State Gazette of the Republic of Indonesia Number 3881);
2. Government Regulation of the Republic of Indonesia Number 52 Year 2000 on Provision of Telecommunication (State Gazette of the Republic of Indonesia Number 107 Year 2000, Additional State Gazette of the Republic of Indonesia Number 3980);
3. Government Regulation of the Republic of Indonesia Number 53 Year 2000 on Use of Radio Frequency Spectrum and Satellite Orbit (State Gazette of the Republic of Indonesia Number 108 Year 2000, Additional State Gazette of the Republic of Indonesia Number 3981);
4. Decree of the President of the Republic of Indonesia Number 9 Year 2005 on Positions, Duties, Functions, Organizational Structure, and Work Method of State Ministries of the Republic of Indonesia;
5. Decree of the President of the Republic of Indonesia Number 10 Year 2005 on Organizational Units and Duties of Echelon 1 of State Ministries of the Republic of Indonesia as amended by the Decree of the President of the Republic of Indonesia Number 15 Year 2005;
6. Decision of the Minister of Communication Number KM. 3 Year 2001 on Technical Requirements of Telecommunication Tools and Equipment;
7. Decree of the Minister of Communication Number KM. 10 Year 2005 on Certification of Telecommunication Tools and Equipment;

DECIDES
To ratify : DECREE OF THE DIRECTOR GENERAL OF POST AND TELECOMMUNICATION ON TECHNICAL REQUIREMENTS OF TOOLS AND EQUIPMENT WITH EMISION POWER BELOW 10 mW
Article 1
Tools and equipment with emission power below 10 mW shall follow the technical requirements included in Attachment of this Decree.
Article 2
The implementation of certification of tools and equipment with emission power below 10 mW shall follow the guideline of technical requirements referred to in Article 1.
Article 3
This Decree shall come into force on the date of its ratification.

TECHNICAL REQUIREMENTS OF TOOLS AND EQUIPMENT WITH EMISSION POWER BELOW 10 mW
CHAPTER I
GENERAL PROVISIONS
1. Scope
These technical requirements cover scope, definition, application, general characteristics, main characteristics, and testing requirement.
2. Definition
What is meant by tools and equipment with emission power below 10 mW are tools and equipment using radio transmitter with low power and operate using emission power of not more than 10 mW (the correct terms are: below 10 mW) with main characteristics as shown in the table.
3. Application
The applications of tools and equipment are, among other things : alarms, identification systems, radio-detection, vehicle radar systems, wireless local area networks, remote controls, telecommand, telemetry, on-site paging systems, cordless keyboard, vehicle keyless entry and other.
CHAPTER II
TECHNICAL CHARACTERISTICS

1.2. Transmitter Antenna
Transmitter Antenna must be integrated with its equipment and must not be added with a strengthening device of emission power.
1.3. Frequency Error
Frequency error must not exceed ± 50 kHz.
1.4. Receiver Sensitivity
Maximum sensitivity of receiver must not exceed -113 dBm.
CHAPTER III TESTING REQUIREMENT
1. Method of Sampling
Sample of tested material is selected at random according to the prevailing test procedure.
2. Test Method
Test method is determined by the Testing Institution which must be able to show in a qualitative and quantitative manner that the tested material complies with these technical requirements.
3. Conditions for Passing the Test
The testing result is declared “PASS THE TEST” , if all the tested materials comply with the provision contained in these technical requirements
If the tested materials are considered NOT PASS THE TEST, all the groups belonging to test materials are also considered not pass the test.
4. Conditions for Safety and Health
The prescribed tools and equipment must be
reengineered in such a way that users are protected from electrical and electromagnetic disturbances.5. Conditions for Labelling
