ABSTRACT
Currently, technological advancements have touched many aspects of life, one of which is the proliferation of various applications on cell phones, particularly those related to education or commonly referred to as web-based applications. Test Of English Foreign Language (TOEFL) is a measure of a person's ability to speak English. However, taking the TOEFL test is not cheap for one test, so preparation is needed mature to get the score as desired and save the cost of the test because it does not need to repeat. For that, we need a means application that can make it easier for someone in doing exercises or TOEFL Simulations Web-Based, with this application you can measure the ability of somebody in English.

1. INTRODUCTION
Rapid technological advancements have an impact on all aspects of life that are associated with global technology and information. The incorrect form of development technology is the more emerging applications that exist on the website, particularly applications related to education that are commonly referred to as web-based applications. The Test Of English As A Foreign Language (TOEFL) assesses a person's ability to communicate in English. However, taking the TOEFL test is not inexpensive for a single test, so careful preparation is required to achieve the desired score/value and save money on test costs because there is no need to
repeat it. We need an application facility to make it easier for people to do exercises or TOEFL simulations as a benchmark standard for their English language ability.
Based on the foregoing, the author is interested in developing a simulation application Web-based TOEFL test, which is expected to provide convenience in practising English and determining how much English language skills are available anywhere and at any time without being limited by space or time. Based on what has been discussed thus far, the formulation of the problem is how to design a TOEFL (Test Of English Foreign Language) simulation application that can provide results to students' user applications and becomes media learning in skeleton preparation for the TOEFL test.
This study was carried out to complete the Mobile Learning application programme TOEFL test simulation Web-based thrifty time (time saving), cost-effective (cost reduction), and saving place (space saving), as well as the results of the application consisting of a simulation of the expected TOEFL questions can provide benefits and convenience in practising English and describe good results will be obtained before the following TOEFL test where just and without bound room and time.
2. METHOD
The type of this research used in this study is Research and Develop (R&D), this research method was chosen because it is following the research objectives What you want to achieve is to produce a product in the form of application design web-based TOEFL simulation. The type of research and development is a research approach to produce new products or
improve products that already exist. The resulting product can be in the form of software, or hardware such as books, modules, packages, learning programs, or learning aids. Stage in this study are:
a. Conducting a literature study to get a clear picture related to the research to be carried out, namely by collecting data related to the required TOEFL tests.
b. Analyzing the system, is done to get conclusions from the data obtained, namely by selecting the data obtained before being entered into the system to be built.
c. Making multimedia designs by looking at the results of data analysis that has been conducted.
d. Implementation of the design results into the CS6 Dreamweaver application.
e. Perform testing of multimedia applications that have been made.
f. Making research reports where all the data has been processed and poured into scientific writing form.
2.1. Location Study
The research was conducted at Widyatama University, which is located on Jalan Cikutra Heroes in Bandung City.

search for reading sources that can support the topic. References, source reading in the form of book guide programming,
gathering questions, and various internet tutorials are among the sources of reading listed by the author.
2.3. Ingredient Study
As for the ingredient study which will be used in a study that is data questions TOEFL which was once used.
2.4. Design System
The system design in this research uses the Unified Modeling Language (UML). UML is a collection of data structures and techniques for modeling and program-oriented design objects (OOP) and applications. UML is a set of
special forms for describing various diagram devices soft. Every form has a meaning certain, and UML syntax defines how shapes could combine.
2.4.1. Use Case
Use Case designed to describe what the system does and who the actors are that interact with the system so that the user can understand the application to be used made this. In this application, there are two main actors, namely administrator and the user. The administrator is responsible for entering TOEFL questions that will be presented to the user, while the user can take the test and view test results.

Web-based is a Linux-based operating system that serves as a hard resource manager for cell phones, smartphones, and PC tablets. In general, web-based is an open platform (Open Source) for developers to create apps that can be used by a variety of devices.
The HTC Dream, released on October 22, 2008, was the first phone to use a Web-based operating system. At the end of 2009, it was estimated that there are at least 18 different types of mobile phones that use Web Based. Since his arrival on March 9, 2009, Web-based has presented with version 1.1, which is a system operation that already has update aesthetic on applications, such as o'clock alarms, voice search, a delivery message with Gmail, and notification e-mail.

2.6. Toefl
TOEFL stands for Test Of English as a Foreign Language, which was introduced in the year 1960 by Educational Testing Services (ETS).
TOEFL has two types of tests that it can administer: the Computer-Based Test (CBT) and the Paper-Based Test (PBT) (PBT).
In general, there is no discernible difference when viewed from the test material's side. Both of them centre the test on three important aspects of English proficiency: listening, structures, and reading.

administer TOEFL, which is sometimes combined with Writing. The primary distinction between the two types of tests is that the CBT uses computer media while the PBT does not. Another distinction is the scale of TOEFL test scores. The scale value on CBT is 0 - 300, whereas the scale value on PBT is 310 - 677.
A TOEFL test score of less than 450 indicates that English language skills are still low (or even non-existent), and it is recommended that you take an English course. Whereas a score of 450 - 499 indicates above-average English proficiency, there are still some areas that need to be strengthened (reviewed), whether in structure, listening, or reading, depending on the lowest score.
TOEFL has two destinations, in general, that is:
1. TOEFL academic purposes are for educational, research, or related activities with academic activities in Indonesia or abroad.
Typically, the minimum score for postgraduates is 550, while the minimum score for S1 is 500.
2. General purposes (general) are commonly used in the workplace, promotion, or duty work. Many companies hire
standard language English employees based on their TOEFL score. In general, the minimum TOEFL score for increments rank standard is 500.
As for the type test, there is TOEFL is :
1. Listening 35 minutes are required for comprehension (including reading instruction implementation for every part).
This test allows you to demonstrate your ability to understand conversations and talks in English.
2. Grammar Structure is a method for analysing both spoken and written language. This is related to the assembly of sentence elements such as morphemes, phonemes, phrases, clauses, and parts of speech. The most important aspect of linguistic analysis is how these elements interact with one another, because the relationship between the elements usually has a greater meaning than a single element. The study of this method is thus an essential tool for improving communication clarity.
Reading was defined as the level of
understanding of the text/message. This comprehension is derived from the
interaction of written words and how they trigger external knowledge text/message.
The ability to recognise words quickly and easily is required for proficient reading.
When word recognition is difficult, students use too much of their processing capacity to read individual words, impairing their ability to understand what is read to them.
3. RESULTS AND DISCUSSION 3.1. Analysis System
Mobile TOEFL Test is a mobile service that simulates the TOEFL exam.

reading, listening, and structures. Two major elements are required in app design:
1. Servers Question
Provide questions for three sessions, namely reading, listening, and structure, which will be randomised, and use JSON technology (JavaScript Object Notation) as an interface between servers (PHP) and clients with Web Based Applications.
2. Client Web-based
The Web-Based Client will randomise the questions from the server and display them sequentially, so that if multiple Web-based applications are accessed simultaneously, the questions will differ.

Following the completion of design and construction, the next step is system testing. The most important component of the TOEFL design process is system
testing, which aims to identify errors or deficiencies in planning system TOEFL information. Black box testing is being considered.

4. CONCLUSION
Based on what has been done, it can be concluded that this application can assist users in performing TOEFL test simulations wherever and whenever they want so they can determine how much English ability they have and, can be a learning medium for students to face the actual TOEFL test.
