ABSTRAK
Penyelenggaraan Administrasi Kependudukan diharapkan memiliki kepentingan dalam hal pemenuhan hak-hak administrative yang berkaitan dengan dokumen kependudukan. Kurangnya kesadaran masyarakat tentu menjadi masalah bagi instansi yang menangani masalah kependudukan khususnya akta kelahiran. Dengan latar belakang diatas maka penulis mengambil judul “IMPLEMENTASI KEBIJAKAN PEMERINTAH DALAM PEMBUATAN AKTA KELAHIRAN DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA PRABUMULIH”
Tujuan dalam penilitian ini adalah untuk mengetahui Implementasi Kebijakan Pemerintah dalam pembuatan Akta Kelahiran di Dinas Kependudukan dan Pencatatan Sipil Kota Prabumulih, serta factor penghambat dalam penerbitan akta kelahiran serta upaya yang dilakukan Dinas Kependudukan dan Pencatatan Sipil.
Dalam laporan akhir ini penulis menggunakan metode penelitian deskriptif dengan pendekatan induktif untuk memperoleh data, maka yang digunakan merupakan data primer data sekunder, yang diperoleh melalui wawancara dengan pihak terkait yang dipadukan dengan pbservasi dan dokumentasi.
Hasil penelitian ini menjelaskan bahwa Implementasi Kebijakan Pemerintah dalam pembuatan akta kelahiran belum berjalan baik namun masih ada terkendala oleh beberapa hambatan diantaranya, masih ada
masyarakat yang belum membuat akta kelahiran, factor geografis, dan program jemput bola yang tidak berjalan rutin. Hal ini diukur berdasarkan indikator pengukuran Implementasi menurut Edward III.
ABSTRACT
Implementation of the population Administration is expected to have an interest in the enjoyment of right related administrative public service in relation to personal document. Possession of birth certificate is the identity and the legal recognition of a citizen. Lack of public awareness is certainly a problem agencies that deal with the population problem especially birth certificates. With the above background, the author takes the title of “Implementation of government policies in making birth certificate in the department of population and civil registration of Prabumulih”
the purpose of this research is to investigate the Implementation of government policies in making birth certificate in the department of population and civil registration of Prabumulih, a limiting factor in the issuance of birth certificate as well as the efforts of the departments of population and civil registration of Prabumulih.
In this Final report, the author uses descriptive research method with inductive approach. To obtain the data, the data used is primary data and secondary data obtained through interviews with related parties, combined with the observation and documentation.
The result of the research explained that the Implementation of government policies in making birth certificate in the department of population and civil registration of Prabumulih not worked well because it
is still constrained by a number of barriers which are still there are people who don’t make a birth certificate, lack of public understand of the importance the ownership deed birth, district, geographical factors, and proactive programs that do not run regularly. It is measured as measurement indicators implementation by Edward III.
